Fees for <strong>Wilderness</strong> Tested in<br />
Demonstration Program<br />
In a nationwide demonstration program the U.S. Forest Service<br />
has been authorized to test collection <strong>of</strong> user fees at 100<br />
demonstration areas, with 80% <strong>of</strong> the fees kept for management<br />
<strong>of</strong> the collection site. Fifty sites have been identified for<br />
participation in the test, including the Desolation <strong>Wilderness</strong><br />
in California where the Aldo Leopold <strong>Wilderness</strong> Research Institute<br />
is evaluating results. Look for their report next year on<br />
this potential important innovation that could help fund management<br />
<strong>of</strong> heavily used wilderness areas.<br />
U.S. Forest Service Issues Outfitter-Guide<br />
Administration Guidebook<br />
This 200-page document, issued February 1997, provides<br />
“guidance” to agency permit administrators and outfitter guides.<br />
The compilation, principally authored by Ron Erickson, Steve<br />
Morton, and Ed Stellmach in the Missoula, Montana, regional<br />

<strong>of</strong>fices, provides valuable interpretation and explanation <strong>of</strong> U.S.<br />
Forest Service policy as outlined in the agency manual and<br />
handbook. With use <strong>of</strong> wilderness increasing, and with competition<br />
between public and privately outfitted use also increasing,<br />
this “guidebook” will be valuable because it provides clear<br />
explanations and examples in a complex area <strong>of</strong> policy.<br />
Washed Out Cabin Creek Airstrip to<br />
Be Repaired in Frank Church-River <strong>of</strong><br />
No Return <strong>Wilderness</strong><br />
The Cabin Creek airstrip in the heart <strong>of</strong> the Frank Church-River<br />
<strong>of</strong> No Return <strong>Wilderness</strong> in Idaho was washed out during flooding<br />
in 1996. It will soon be repaired using horse-drawn equipment<br />
(fresnos, slips, graders, rollers, and wagons), which were<br />
determined in the environmental analysis to be the minimum<br />
necessary tools to complete the job. The project will require<br />
moving and compaction <strong>of</strong> 1,200-1,500 cubic yards <strong>of</strong> material<br />
from designated areas adjacent to the airstrip. A majority <strong>of</strong> this
