<str<strong>on</strong>g>Policy</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> C<strong>on</strong>trol <strong>of</strong> <strong>Hand</strong> <strong>Arm</strong> Vibr<strong>at</strong>i<strong>on</strong> <strong>at</strong> <strong>Work</strong><br />

1. <str<strong>on</strong>g>Policy</str<strong>on</strong>g><br />

<strong>Loughborough</strong> University will put in place measures to protect employees from <strong>the</strong> risks <strong>of</strong> <strong>Hand</strong><br />

<strong>Arm</strong> Vibr<strong>at</strong>i<strong>on</strong> Syndrome (HAVS), which can be caused by exposure to vibr<strong>at</strong>i<strong>on</strong>. These<br />

measures will include:-<br />

a) Assessing <strong>the</strong> risks from vibr<strong>at</strong>i<strong>on</strong> exposure<br />

b) Taking steps to reduce vibr<strong>at</strong>i<strong>on</strong> exposure<br />

c) Taking into account vibr<strong>at</strong>i<strong>on</strong> risks when purchasing or hiring equipment<br />

d) Providing training and inform<strong>at</strong>i<strong>on</strong> for employees <strong>on</strong> <strong>the</strong> risks from vibr<strong>at</strong>i<strong>on</strong> and <strong>the</strong><br />

measures in place to reduce <strong>the</strong>se<br />

e) Providing health surveillance where <strong>the</strong> risk assessment shows th<strong>at</strong> this is appropri<strong>at</strong>e.<br />

This will enable <strong>the</strong> University to s<strong>at</strong>isfy its oblig<strong>at</strong>i<strong>on</strong>s under <strong>the</strong> C<strong>on</strong>trol <strong>of</strong> Vibr<strong>at</strong>i<strong>on</strong> <strong>at</strong> <strong>Work</strong><br />

Regul<strong>at</strong>i<strong>on</strong>s (2005) and <strong>the</strong> Management <strong>of</strong> Health and Safety <strong>at</strong> <strong>Work</strong> regul<strong>at</strong>i<strong>on</strong>s (1999).<br />

This policy does not cover <strong>the</strong> risks arising from Whole Body Vibr<strong>at</strong>i<strong>on</strong>, which also arise from<br />

<strong>the</strong> above regul<strong>at</strong>i<strong>on</strong>s.<br />

2. Procedures and Guidance<br />

a) Exposure Limit Value and Exposure Acti<strong>on</strong> Value<br />

Exposure Acti<strong>on</strong> Value – 2.5 m/s 2 A(8) (exposure averaged over a day)<br />

(EAV)<br />

Wherever exposure <strong>at</strong> or above this level occurs, certain acti<strong>on</strong>s (including health surveillance)<br />

are required to c<strong>on</strong>trol <strong>the</strong> risk.<br />

Exposure Limit Value – 5 m/s 2 A(8) (exposure averaged over a day)<br />

(ELV)<br />

This is <strong>the</strong> maximum vibr<strong>at</strong>i<strong>on</strong> exposure permitted for any individual <strong>on</strong> a single day.<br />

These values are quoted here as <strong>the</strong>y rel<strong>at</strong>e to specific duties under <strong>the</strong> C<strong>on</strong>trol <strong>of</strong> Vibr<strong>at</strong>i<strong>on</strong> <strong>at</strong><br />

<strong>Work</strong> Regul<strong>at</strong>i<strong>on</strong>s. However, <strong>the</strong> overriding requirement <strong>of</strong> <strong>the</strong> Regul<strong>at</strong>i<strong>on</strong>s is to reduce<br />

vibr<strong>at</strong>i<strong>on</strong> exposure to as low a level as is reas<strong>on</strong>ably practicable i.e. to c<strong>on</strong>sider whe<strong>the</strong>r<br />

fur<strong>the</strong>r reducti<strong>on</strong> is possible even if exposure falls below <strong>the</strong> EAV<br />

b) Risk Assessment<br />

Vibr<strong>at</strong>i<strong>on</strong> risk assessment is required if employees work with, for example, hand held tools (e.g.<br />

drills, breakers, sanders, chain saws, hedge trimmers); hand guided tools (such as pedestrian<br />

lawn mowers, buffers) or m<strong>at</strong>erials held against a vibr<strong>at</strong>ing object (e.g. use <strong>of</strong> a grinder, timber<br />

being guided through a band saw).


Risk Assessment requires :-<br />

assessment <strong>of</strong> <strong>the</strong> vibr<strong>at</strong>i<strong>on</strong> magnitude from each piece <strong>of</strong> equipment used. This<br />

inform<strong>at</strong>i<strong>on</strong> can come from three sources:-<br />

o Accur<strong>at</strong>e d<strong>at</strong>a is available from organis<strong>at</strong>i<strong>on</strong>s which have measured vibr<strong>at</strong>i<strong>on</strong> levels<br />

<strong>of</strong> equipment in real use such as http://www.operc.com/pages/havteclogin.asp<br />

o Direct measurement <strong>of</strong> vibr<strong>at</strong>i<strong>on</strong> levels – this is a specialist area, and is not usually<br />

necessary or appropri<strong>at</strong>e. If it is required in excepti<strong>on</strong>al circumstances, e.g. where<br />

very accur<strong>at</strong>e d<strong>at</strong>a is needed in rel<strong>at</strong>i<strong>on</strong> to an individual <strong>at</strong> high risk, or where costly<br />

equipment is difficult to replace and d<strong>at</strong>a is difficult to obtain, it can be arranged<br />

through <strong>the</strong> Health, Safety and Envir<strong>on</strong>ment <strong>of</strong>fice.<br />

o D<strong>at</strong>a may be provided by <strong>the</strong> manufacturer: however, manufacturers’ d<strong>at</strong>a will <strong>of</strong>ten<br />

come from testing under specific c<strong>on</strong>trolled c<strong>on</strong>diti<strong>on</strong>s which are very different from<br />

normal working practices and <strong>the</strong>refore may significantly underestim<strong>at</strong>e exposures in<br />

practice. If this is <strong>the</strong> <strong>on</strong>ly inform<strong>at</strong>i<strong>on</strong> available, <strong>the</strong> numbers should be doubled to<br />

allow for ‘real world’ factors.<br />

identific<strong>at</strong>i<strong>on</strong> <strong>of</strong> who might be affected;<br />

identific<strong>at</strong>i<strong>on</strong> <strong>of</strong> exposure time for those individuals, ensuring this is <strong>the</strong> ‘trigger time’<br />

or ‘c<strong>on</strong>tact time’ i.e. <strong>the</strong> time for which <strong>the</strong> oper<strong>at</strong>ors’ hands are exposed to vibr<strong>at</strong>i<strong>on</strong>, not<br />

<strong>the</strong> overall time spent <strong>on</strong> <strong>the</strong> job.<br />

Calcul<strong>at</strong>i<strong>on</strong> <strong>of</strong> daily exposure for individuals, based <strong>on</strong> this inform<strong>at</strong>i<strong>on</strong>, remembering<br />

th<strong>at</strong> if more than <strong>on</strong>e tool is used in a day <strong>the</strong> effects will be cumul<strong>at</strong>ive. The Health and<br />

Safety Executive have produced a ‘calcul<strong>at</strong>or’ which will enable c<strong>on</strong>versi<strong>on</strong> <strong>of</strong> working<br />

times and vibr<strong>at</strong>i<strong>on</strong> magnitudes into an overall exposure factor; and <strong>the</strong> summ<strong>at</strong>i<strong>on</strong> <strong>of</strong><br />

exposures if more than <strong>on</strong>e piece <strong>of</strong> equipment is used.<br />

identific<strong>at</strong>i<strong>on</strong> <strong>of</strong> o<strong>the</strong>r risk factors, for example work in cold or wet envir<strong>on</strong>ments<br />

increases <strong>the</strong> health risks from vibr<strong>at</strong>i<strong>on</strong> exposure<br />

c<strong>on</strong>sider<strong>at</strong>i<strong>on</strong> <strong>of</strong> individual factors. For example, <strong>the</strong> presence <strong>of</strong> some health<br />

c<strong>on</strong>diti<strong>on</strong>s may increase risk from vibr<strong>at</strong>i<strong>on</strong> exposure and smoking can affect circul<strong>at</strong>i<strong>on</strong>;<br />

<strong>the</strong> way some employees use equipment (posture, technique) may increase <strong>the</strong>ir vibr<strong>at</strong>i<strong>on</strong><br />

exposure from a particular activity by up to 50% compared to colleagues.<br />

The risk assessment should include an acti<strong>on</strong> plan which documents <strong>the</strong> measures already in<br />

place to reduce <strong>the</strong> risk from vibr<strong>at</strong>i<strong>on</strong> exposure and any fur<strong>the</strong>r measures planned.<br />

The vibr<strong>at</strong>i<strong>on</strong> risk assessment can be a stand al<strong>on</strong>e document, or can be incorpor<strong>at</strong>ed into <strong>the</strong><br />

overall risk assessment document for a department or process where this is more appropri<strong>at</strong>e<br />

(e.g. where <strong>the</strong> risk from vibr<strong>at</strong>i<strong>on</strong> is very low).<br />

The risk assessment should be reviewed if <strong>the</strong>re is any change in vibr<strong>at</strong>i<strong>on</strong> exposure; and <strong>at</strong><br />

least every 3 years o<strong>the</strong>rwise.<br />

The risk assessment for vibr<strong>at</strong>i<strong>on</strong> should be carried out in c<strong>on</strong>juncti<strong>on</strong> with <strong>the</strong> Health, Safety<br />

and Envir<strong>on</strong>ment Office to ensure th<strong>at</strong> <strong>the</strong> assessor has <strong>the</strong> necessary skills and experience.


c) Reducing Risk from Vibr<strong>at</strong>i<strong>on</strong> Exposure<br />

Measures should be put in place to reduce vibr<strong>at</strong>i<strong>on</strong> exposure to as low a level as is reas<strong>on</strong>ably<br />

practicable – even if vibr<strong>at</strong>i<strong>on</strong> levels are below <strong>the</strong> Exposure Acti<strong>on</strong> Value (EAV), c<strong>on</strong>sider<strong>at</strong>i<strong>on</strong><br />

should be given as to whe<strong>the</strong>r fur<strong>the</strong>r reducti<strong>on</strong> is practical.<br />

Wherever vibr<strong>at</strong>i<strong>on</strong> exposures exceed nominal levels and definitely wherever <strong>the</strong>y may exceed<br />

<strong>the</strong> EAV, assistance should be sought from <strong>the</strong> Health, Safety and Envir<strong>on</strong>ment Office to assist<br />

with risk assessment and reducti<strong>on</strong> <strong>of</strong> vibr<strong>at</strong>i<strong>on</strong> exposure.<br />

Pers<strong>on</strong>al vibr<strong>at</strong>i<strong>on</strong> exposure MUST NOT exceed <strong>the</strong> Exposure Limit Value (ELV) <strong>of</strong> 5m/s 2.<br />

Measures to reduce risks from vibr<strong>at</strong>i<strong>on</strong> exposure may include:-<br />

- replacing tools and equipment with altern<strong>at</strong>ives which produce lower magnitudes <strong>of</strong><br />

vibr<strong>at</strong>i<strong>on</strong>;<br />

- ensuring work activities are designed to take into account erg<strong>on</strong>omic principles, and to<br />

encourage good posture;<br />

- ensuring all equipment is properly maintained e.g. in accordance with a local maintenance<br />

policy/procedure;<br />

- reducing time exposed to vibr<strong>at</strong>i<strong>on</strong> e.g. regular breaks, job rot<strong>at</strong>i<strong>on</strong> etc;<br />

- providing suitable clothing to protect employees from cold and damp;<br />

- providing suitable training and inform<strong>at</strong>i<strong>on</strong> for all those exposed to vibr<strong>at</strong>i<strong>on</strong>.<br />

Wearing ‘anti-vibr<strong>at</strong>i<strong>on</strong> gloves is not an effective way to reduce risk.<br />

d) Health Surveillance<br />

Exposure to vibr<strong>at</strong>i<strong>on</strong> carries a risk <strong>of</strong> health effects, this is most likely with exposure above <strong>the</strong><br />

EAV <strong>of</strong> 2.5 m/s 2 , but may occur <strong>at</strong> lower exposures.<br />

<strong>Hand</strong> <strong>Arm</strong> Vibr<strong>at</strong>i<strong>on</strong> Syndrome (HAVS) covers a number <strong>of</strong> different c<strong>on</strong>diti<strong>on</strong>s, <strong>on</strong>e or more<br />

may be present in an affected individual.<br />

Vascular disorders (affecting circul<strong>at</strong>i<strong>on</strong>)– comm<strong>on</strong>ly ‘blanching’ <strong>of</strong> <strong>the</strong> fingers (especially<br />

<strong>on</strong> exposure to cold or to vibr<strong>at</strong>i<strong>on</strong>), <strong>of</strong>ten followed by blueness/redness as rewarming<br />

occurs<br />

Neurological disorders – including numbness, tingling <strong>of</strong> <strong>the</strong> fingers, reduced strength,<br />

reduced sensitivity and loss <strong>of</strong> dexterity<br />

Musculo-skeletal symptoms such as joint pain and stiffness, reduced strength and dexterity<br />

and carpal tunnel syndrome<br />

Symptom severity worsens with c<strong>on</strong>tinued exposure; symptoms may be disabling and are<br />

generally irreversible.<br />

HAVS is reportable under RIDDOR.<br />

Carpal tunnel syndrome is reportable under RIDDOR where it is associ<strong>at</strong>ed with vibr<strong>at</strong>i<strong>on</strong><br />

exposure.<br />

Health surveillance must be carried out for employees who are regularly exposed to vibr<strong>at</strong>i<strong>on</strong><br />

above <strong>the</strong> exposure acti<strong>on</strong> value (2.5. m/s 2 )


Health surveillance is also required for those exposed below <strong>the</strong> EAV if <strong>the</strong>y are <strong>at</strong> increased<br />

risk e.g. if <strong>the</strong>y report a pre-existing diagnosis <strong>of</strong> HAVS or any c<strong>on</strong>diti<strong>on</strong> which affects circul<strong>at</strong>i<strong>on</strong><br />

or nerve c<strong>on</strong>ducti<strong>on</strong> such as diabetes, primary Reynaud’s, carpal tunnel syndrome etc.<br />

Health surveillance will involve:-<br />

Initial assessment. This will be carried out for all employees who are identified as being <strong>at</strong><br />

risk <strong>of</strong> exposure even if exposure is likely to be below <strong>the</strong> EAV <strong>of</strong> 2.5 m/s2. For existing<br />

employees, assessment will be carried out <strong>on</strong>ce initial risk assessment indic<strong>at</strong>es th<strong>at</strong> this is<br />

required. For new employees, this will be carried out <strong>at</strong> <strong>the</strong> time <strong>of</strong> general preemployment<br />

health assessment. It is important th<strong>at</strong> <strong>the</strong> recruiting <strong>of</strong>ficer identifies <strong>the</strong><br />

need for this as part <strong>of</strong> <strong>the</strong> job risk assessment carried out <strong>at</strong> <strong>the</strong> time <strong>of</strong> interview.<br />

Annual assessment. This will be carried out for all those exposed <strong>at</strong> or above <strong>the</strong> EAV;<br />

and for those exposed below <strong>the</strong> EAV but who have been identified by Occup<strong>at</strong>i<strong>on</strong>al<br />

Health as being <strong>at</strong> increased risk <strong>of</strong> HAVS.<br />

Health surveillance will be carried out by Occup<strong>at</strong>i<strong>on</strong>al Health, and will usually be by<br />

questi<strong>on</strong>naire. Face to face review with <strong>the</strong> OH Adviser and /or OH physician will be arranged if<br />

an individual reports relevant symptoms or is c<strong>on</strong>sidered to be <strong>at</strong> particular risk; or every 3<br />

years o<strong>the</strong>rwise. All individual records will be held in c<strong>on</strong>fidence. Where appropri<strong>at</strong>e, summary<br />

results for groups <strong>of</strong> employees will be reported back to a manager to indic<strong>at</strong>e <strong>the</strong> effectiveness<br />

<strong>of</strong> vibr<strong>at</strong>i<strong>on</strong> c<strong>on</strong>trol.<br />

e) Training and inform<strong>at</strong>i<strong>on</strong><br />

All employees who are exposed to vibr<strong>at</strong>i<strong>on</strong> should be given training to include:-<br />

The health effects <strong>of</strong> hand-arm vibr<strong>at</strong>i<strong>on</strong>;<br />

Sources <strong>of</strong> hand-arm vibr<strong>at</strong>i<strong>on</strong>;<br />

The risk factors (eg <strong>the</strong> levels <strong>of</strong> vibr<strong>at</strong>i<strong>on</strong>, daily exposure dur<strong>at</strong>i<strong>on</strong>, regularity <strong>of</strong> exposure<br />

over weeks, m<strong>on</strong>ths and years);<br />

How to recognise and report symptoms;<br />

The need for health surveillance, how it can help <strong>the</strong>m remain fit for work, how it will be<br />

provided, and wh<strong>at</strong> will happen to <strong>the</strong> results.<br />

Ways to minimise risk including:<br />

o Changes to working practices to reduce vibr<strong>at</strong>i<strong>on</strong> exposure;<br />

o Correct selecti<strong>on</strong>, use and maintenance <strong>of</strong> equipment;<br />

o Correct techniques for equipment use, how to reduce grip force etc;<br />

o Maintenance <strong>of</strong> good blood circul<strong>at</strong>i<strong>on</strong> <strong>at</strong> work by keeping warm and massaging<br />

fingers and, if possible, cutting down <strong>on</strong> smoking.<br />

Face to face training may be provided by <strong>the</strong> Departmental Safety Officer if he/she is competent<br />

or can be arranged through <strong>the</strong> Health Safety and Envir<strong>on</strong>ment <strong>of</strong>fice. Altern<strong>at</strong>ively training<br />

may be computer based or through <strong>the</strong> use <strong>of</strong> leaflets.<br />

Where new staff are employed, <strong>the</strong>y should be made aware <strong>of</strong> <strong>the</strong> risks <strong>of</strong> vibr<strong>at</strong>i<strong>on</strong> prior to first<br />

exposure, or <strong>at</strong> least within <strong>the</strong> first week <strong>of</strong> employment. This can be d<strong>on</strong>e <strong>at</strong> <strong>the</strong> same time as<br />

asking <strong>the</strong>m to complete <strong>the</strong> initial health assessment form for return to Occup<strong>at</strong>i<strong>on</strong>al Health.<br />

In additi<strong>on</strong>, all employees should be given appropri<strong>at</strong>e training in <strong>the</strong> use <strong>of</strong> equipment. This<br />

should include periodic supervised practice to identify work practices which may increase risk<br />

such as poor postures, gripping equipment too tightly etc.


3. Resp<strong>on</strong>sibilities<br />

a) Head <strong>of</strong> Department<br />

Nomin<strong>at</strong>e a pers<strong>on</strong>(s)(usually <strong>the</strong> Departmental Safety Officer) to implement <strong>the</strong> vibr<strong>at</strong>i<strong>on</strong><br />

regul<strong>at</strong>i<strong>on</strong>s within <strong>the</strong> department or secti<strong>on</strong>, and ensure <strong>the</strong>y have <strong>the</strong> necessary skills<br />

and competence<br />

Support <strong>the</strong> nomin<strong>at</strong>ed pers<strong>on</strong>(s) in implementing measures to comply with <strong>the</strong> vibr<strong>at</strong>i<strong>on</strong><br />

regul<strong>at</strong>i<strong>on</strong>s<br />

Ensure all managers and employees within <strong>the</strong> department discharge <strong>the</strong>ir resp<strong>on</strong>sibilities<br />

in accordance with this policy<br />

b) Managers and Supervisors<br />

Understand <strong>the</strong> scope and c<strong>on</strong>tent <strong>of</strong> <strong>the</strong> Vibr<strong>at</strong>i<strong>on</strong> regul<strong>at</strong>i<strong>on</strong>s where this is relevant to<br />

work in <strong>the</strong>ir area<br />

Ensure vibr<strong>at</strong>i<strong>on</strong> factors are taken into account when hiring or purchasing new equipment<br />

Ensure th<strong>at</strong> necessary vibr<strong>at</strong>i<strong>on</strong> risk assessments have been undertaken for any<br />

equipment used by those in <strong>the</strong>ir charge<br />

Implement and enforce vibr<strong>at</strong>i<strong>on</strong> c<strong>on</strong>trol measures, in c<strong>on</strong>juncti<strong>on</strong> with <strong>the</strong> Departmental<br />

Safety Officer<br />

Ensure employees are suitably trained in all aspects <strong>of</strong> oper<strong>at</strong>ing equipment, including<br />

vibr<strong>at</strong>i<strong>on</strong> c<strong>on</strong>trol<br />

Ensure new employees are referred for health surveillance<br />

c) Departmental Safety Officer (or o<strong>the</strong>r nomin<strong>at</strong>ed pers<strong>on</strong>)<br />

Understand <strong>the</strong> scope and c<strong>on</strong>tent <strong>of</strong> <strong>the</strong> vibr<strong>at</strong>i<strong>on</strong> regul<strong>at</strong>i<strong>on</strong>s<br />

Identify whe<strong>the</strong>r risk assessment is required within <strong>the</strong> department<br />

<strong>Work</strong> with managers to ensure th<strong>at</strong> vibr<strong>at</strong>i<strong>on</strong> factors are taken into c<strong>on</strong>sider<strong>at</strong>i<strong>on</strong> when<br />

purchasing new equipment<br />

<strong>Work</strong> with managers and <strong>the</strong> Health, Safety and Envir<strong>on</strong>ment Office to<br />

o Carry out vibr<strong>at</strong>i<strong>on</strong> risk assessment if required<br />

o Implement vibr<strong>at</strong>i<strong>on</strong> c<strong>on</strong>trol measures where appropri<strong>at</strong>e<br />

o Identify where health surveillance is required, and inform Occup<strong>at</strong>i<strong>on</strong>al Health.<br />

o Ensure new employees submit an initial questi<strong>on</strong>naire to Occup<strong>at</strong>i<strong>on</strong>al Health within<br />

<strong>the</strong> first week <strong>of</strong> employment (or <strong>the</strong> first week <strong>of</strong> vibr<strong>at</strong>i<strong>on</strong> exposure)<br />

Provide or facilit<strong>at</strong>e training and inform<strong>at</strong>i<strong>on</strong> for those who may be exposed to vibr<strong>at</strong>i<strong>on</strong><br />

d) Employee<br />

Use all equipment in accordance with instructi<strong>on</strong><br />

Ensure all equipment is well maintained<br />

Report any defects or difficulties with vibr<strong>at</strong>ing equipment<br />

Co-oper<strong>at</strong>e with any programme <strong>of</strong> health surveillance which is identified as necessary<br />

following risk assessment<br />

Report any relevant symptoms or health changes immedi<strong>at</strong>ely (i.e. without waiting for <strong>the</strong><br />

next scheduled health surveillance<br />

Attend appropri<strong>at</strong>e training.


e) Health Safety and Envir<strong>on</strong>ment Office<br />

When requested by <strong>the</strong> Departmental Safety Officer or equivalent:-<br />

Assist with vibr<strong>at</strong>i<strong>on</strong> risk assessment<br />

advise <strong>on</strong> vibr<strong>at</strong>i<strong>on</strong> c<strong>on</strong>trol measures<br />

advise whe<strong>the</strong>r health surveillance is appropri<strong>at</strong>e<br />

liaise with external companies to arrange vibr<strong>at</strong>i<strong>on</strong> measurement if required<br />

provide/arrange training for nomin<strong>at</strong>ed pers<strong>on</strong>s (DSOs or equivalent) to ensure <strong>the</strong>y are<br />

competent to carry out <strong>the</strong> activities outlined in 3b above<br />

Audit compliance with this policy and <strong>the</strong> underpinning regul<strong>at</strong>i<strong>on</strong>s<br />

f) Occup<strong>at</strong>i<strong>on</strong>al Health<br />

Provide health surveillance <strong>on</strong> request<br />

Give feedback and guidance <strong>on</strong> risk to individuals following health surveillance<br />

Feedback group results from health surveillance to <strong>the</strong> appropri<strong>at</strong>e manager<br />
