General resolution. The Council asks the Commision <strong>to</strong> develop specific <strong>measures</strong><br />

The Pro<strong>to</strong>col on heavy metals <strong>to</strong> the UNECE Convention on long-range<br />

the maritime area requires prior authorization. Such authorizations have <strong>to</strong> contain<br />

landward side of the base lines from which the breadth of the terri<strong>to</strong>rial sea is<br />
