as a means to provide an incentive to the private film <strong>and</strong> television production<br />

industry to create economic development <strong>and</strong> employment growth in the<br />

province. The increase in productions <strong>and</strong> cross market growth demonstrates<br />

the tax credit program is achieving its objectives.<br />

In <strong>2008</strong>, The Government of <strong>Manitoba</strong> increased the value of the tax credit<br />

from 55% in <strong>2007</strong>, to now providing a rebate of up to 65% on eligible<br />

<strong>Manitoba</strong> labour. The breakdown includes a 45% Base Credit, <strong>and</strong> where<br />

eligible, a 10% frequent filming Bonus, plus 5% rural Bonus <strong>and</strong> 5%<br />

manitoba Producer Bonus.<br />

The <strong>Manitoba</strong> Tax Credit, along with manitoBa fiLm & soUnD’s equity<br />

financing, is essential to the growth of the province’s film <strong>and</strong> television<br />

industry. The <strong>Manitoba</strong> Tax Credit can also be credited with bolstering both<br />

co-production (<strong>Manitoba</strong> shared ownership <strong>and</strong> control) <strong>and</strong> foreign location<br />

shooting (non-<strong>Manitoba</strong> owned <strong>and</strong> controlled) activity in <strong>Manitoba</strong>.<br />

A total of 110 applications (both parts A & B) were in various stages of<br />

processing during the <strong>2008</strong> fiscal year representing approximately $195.2<br />

million in production activity.<br />

As illustrated below, despite<br />

labour strikes, <strong>Manitoba</strong>’s<br />

overall production continues to<br />

hold steady <strong>and</strong> saw an overall<br />

increase of 3% from <strong>2007</strong> with<br />

total production value at 123.4<br />

million. While their were slight<br />

drops in indigenous <strong>and</strong> coproduction<br />

activity, there was<br />

a major increase of 39% in<br />

foreign location productions.<br />

soUnD ProDUCtion aCtiVitY<br />

Production budgets from manitoBa fiLm & soUnD reached a record<br />

breaking $987,551, up 36% from <strong>2007</strong>. The increase can be attributed to a<br />

higher volume of music videos/electronic press kit’s in <strong>2008</strong>.<br />
