When generating a UBPR for a<br />
savings bank or thrift institution,<br />
users will have the option to<br />
select the standard savings bank<br />
asset-based peer group or the<br />
new supplemental savings bank<br />
peer group based on the institution’s<br />
ownership structure, either<br />
mutually owned or stock-owned.<br />
The asset-based savings bank<br />
peer group remains the default<br />
selection when a UBPR is generated<br />
for any thrift institution or<br />
savings bank. The new supplemental<br />
savings bank peer groups<br />
were implemented in September<br />
<strong>2012</strong>.<br />
Enhancements to Liquidity and<br />
Funding Ratios<br />
In 2010, the task force approved<br />
a working group to review UBPR<br />
treatment of liquidity measures<br />
and overall funding analysis.<br />

In 2011, the working group concluded<br />
its review and agreed on<br />
the metrics to be modified, added,<br />
or deleted. Modifications were<br />
made based on perspectives of a<br />
broad group of users, resulting<br />
in a significantly improved UBPR<br />
page. Analytical elements were<br />
added to take full advantage of<br />
newly collected data. The task<br />
force approved the working<br />
group’s recommendations. In<br />
September <strong>2012</strong>, the enhancements<br />
to the UBPR liquidity<br />
and funding metrics were<br />
completed.<br />
Enhancements to Fiduciary Activities<br />
Ratios<br />
In 2010, the task force approved<br />
a working group to review<br />
UBPR treatment of fiduciary<br />
data obtained from Call <strong>Report</strong><br />
Schedule RC-T. In 2011, the working<br />
group concluded its review<br />
and agreed on the metrics to be<br />
modified, added, or deleted. The<br />
task force approved the working<br />
group’s recommendations. In September<br />
<strong>2012</strong>, the enhancements to<br />
UBPR Fiduciary and Related Services<br />
pages were completed. The<br />
updated pages now provide users<br />
with a more complete view of an<br />
institution’s fiduciary activities.<br />
Enhancements to UBPR Ratio<br />
Documentation<br />
In 2011, the task force explored<br />
different options for presenting<br />
technical data to explain UBPR<br />
ratios. The task force agreed to<br />
develop an online UBPR technical<br />
reference manual as well as an<br />
electronic version in PDF format.<br />
In September <strong>2012</strong>, the task force<br />
completed an online UBPR User’s<br />
Guide, which is based on the<br />
CDR system taxonomy. Concurrently,<br />
the task force completed<br />
a rewrite of the companion PDF<br />
UBPR User’s Guide, which was<br />
re-focused as a technical reference<br />
manual with much of its content<br />
derived from the online UBPR<br />
User’s Guide. The UBPR User’s<br />
Guide has long been a critical<br />
supplement to the UBPR. With the<br />
new online version, users are provided<br />
real-time access to all ratio<br />
calculations and detailed information<br />
on components of each element.<br />
The online format significantly<br />
improves the accessibility<br />
to updated calculations when elements<br />
are changed.<br />
UBPR Delivered to a Wide Audience<br />
UBPRs for December 31, 2011;<br />
March 31, <strong>2012</strong>; June 30, <strong>2012</strong>; and<br />
September 30, <strong>2012</strong>, were produced<br />
and delivered during <strong>2012</strong><br />
to federal and state banking agencies.<br />
Additionally, the UBPR website<br />
was utilized to deliver the<br />
same data to financial institutions<br />
and the general public. The task<br />
force strives to deliver the most<br />
up-to-date UBPR data to all users.<br />
Thus, current and historic UBPR<br />
data is updated nightly. Frequent<br />
updating allows the UBPR to<br />
