ship status: mutually owned or
stock-owned. The newly created
supplemental savings bank peer
groups provide pre-defined customized
peer groups that many
examiners should find useful.
When generating a UBPR for a
savings bank or thrift institution,
users will have the option to
select the standard savings bank
asset-based peer group or the
new supplemental savings bank
peer group based on the institution’s
ownership structure, either
mutually owned or stock-owned.
The asset-based savings bank
peer group remains the default
selection when a UBPR is generated
for any thrift institution or
savings bank. The new supplemental
savings bank peer groups
were implemented in September
Enhancements to Liquidity and
Funding Ratios
In 2010, the task force approved
a working group to review UBPR
treatment of liquidity measures
and overall funding analysis.
18
In 2011, the working group concluded
its review and agreed on
the metrics to be modified, added,
or deleted. Modifications were
made based on perspectives of a
broad group of users, resulting
in a significantly improved UBPR
page. Analytical elements were
added to take full advantage of
newly collected data. The task
force approved the working
group’s recommendations. In
September 2012, the enhancements
to the UBPR liquidity
and funding metrics were
completed.
Enhancements to Fiduciary Activities
Ratios
In 2010, the task force approved
a working group to review
UBPR treatment of fiduciary
data obtained from Call Report
Schedule RC-T. In 2011, the working
group concluded its review
and agreed on the metrics to be
modified, added, or deleted. The
task force approved the working
group’s recommendations. In September
2012, the enhancements to
UBPR Fiduciary and Related Services
pages were completed. The
updated pages now provide users
with a more complete view of an
institution’s fiduciary activities.
Enhancements to UBPR Ratio
Documentation
In 2011, the task force explored
different options for presenting
technical data to explain UBPR
ratios. The task force agreed to
develop an online UBPR technical
reference manual as well as an
electronic version in PDF format.
In September 2012, the task force
completed an online UBPR User’s
Guide, which is based on the
CDR system taxonomy. Concurrently,
the task force completed
a rewrite of the companion PDF
UBPR User’s Guide, which was
re-focused as a technical reference
manual with much of its content
derived from the online UBPR
User’s Guide. The UBPR User’s
Guide has long been a critical
supplement to the UBPR. With the
new online version, users are provided
real-time access to all ratio
calculations and detailed information
on components of each element.
The online format significantly
improves the accessibility
to updated calculations when elements
are changed.
UBPRs for December 31, 2011;
March 31, 2012; June 30, 2012; and
September 30, 2012, were produced
up-to-date UBPR data to all users.
