From the Board of Directors From the Executive Director
As I was reviewing this newsletter I
couldn’t help but think about how far we
have come in the field of developmental
disabilities. It’s hard to believe that just over
fifty years ago most people with intellectual
disabilities were institutionalized at a very early age. In the 1970’s
institutions began closing in New York State thanks to the exposé
of Willowbrook by Geraldo Rivera and NYSARC’s advocacy
efforts. Then in 1996 President George Bush signed the American’s
with Disability Act. Progress has been made.
When given the necessary support and guidance, people with
intellectual and other developmental disabilities will succeed in life
and become contributing members of our community. I am proud
that Madison Cortland ARC helps people develop vocational skills
and then helps them gain employment.
I am also thankful for the businesses that hire people with
disabilities. We know that when a person is hired, the business
is going to have an employee that is hard working and is loyal
to the company. Yes, sometimes a business may have to provide
some accommodations but they do find that it is worth it to have
a dedicated employee t,hat can do the job. ARC also provides
Employment Specialists to assist the individual while they are
learning the job at no charge to the employer.
Alternatives Industry also provides employment training and
opportunities for people with disabilities. I am always impressed
when I visit Alternatives and see the work that they are doing.
Alternatives Industry offers a lot of diversity when it comes to
vocational training. Some individuals are learning about packaging
while others may be learning how to build electronic components.
The best is that Alternatives Industry is providing great products
for our businesses and vocational opportunities for individuals with
disabilities. It’s what we call a win-win situation.
What I value and respect the most is that all individuals at Madison
Cortland ARC are valued and respected. That is why I am so
proud to be a member and a community volunteer for such a great
organization.
What remarkable things happen every
day at Madison Cortland ARC. I am
so impressed that so many people
care about people with intellectual and other
developmental disabilities. I often say that
the key to making life meaningful is done through relationship
building. If you make a friend with someone with a disability then
you will have a friend for life and the people that work at ARC
have many friends.
This message is dedicated to the talented people that work at
Madison Cortland ARC. Their commitment to supporting the
people we care for is outstanding. I am very lucky to be working
with this great group of people. Everyone from every department
contributes to the agency’s good work.
Let me share one remarkable moment. Ann Marie, a woman who
we have cared for many years is moving out of state. On the day
before her move the staff of her residence, day programs, and
other support staff all said goodbye. It was a mixture of joyful
laughs and quiet tears. Each staff member knew her so well that
they felt they were saying goodbye to a long time friend, and we
were.
It is amazing to see the direct care professionals working side by
side with someone who may be dependent upon them for feeding,
dressing, grooming, and bathing. They ensure that the safety is
top priority. They work hard to make sure that the people we care
for accomplish goals to improve their quality of life. Sometimes
we can get trodden down with rules and regulations. Yes, it can be
burdensome and many seem silly at the time, but, the point is that
everyone, including our regulators, wants what is best for people.
Monday mornings are special when the people we serve come in
to start their week. They are full of smiles. They want to share
what they did over the weekend and it is said with excitement and
enthusiasm. The staff listens and smiles, recognizing that they
have helped in creating those exciting opportunities.
I am so proud to be associated with such a caring group of
individuals, who care about others and want to improve our little
pond on the planet. They are people with compassion, real people
that make a difference.
Thank you for all you do by supporting the efforts to elevate
the lives of people with intellectual and other developmental
disabilities.
PEOPLE COME FIRST
Carol Neveu meets Governor Cuomo
Governor Andrew M. Cuomo, announced an agreement
on legislation that will establish the strongest
standards and practices in the nation for protecting
people with special needs and disabilities.
The legislation creates a new Justice Center for the
Protection of People with Special Needs, an initiative that
will transform how the state protects over one million New
Yorkers in State operated, certified or licensed facilities and
programs.
The Justice Center will have a Special Prosecutor and
Inspector General for the Protection of People with Special
Needs who will investigate reports of abuse and neglect
and prosecute allegations that rise to the level of criminal
offenses. It will also include a 24/7 hotline run by trained
professionals, a comprehensive statewide database that
will track all reports of abuse and neglect and a statewide
register of workers who have committed serious acts of
abuse who will be prohibited from ever working with
people with disabilities or special needs. The information
obtained by the Justice Center will also provide the means
to analyze abuse pattern and trends in order to prevent
future abuse and provide a basis for the training and
supports that program managers and direct care workers
need to meet their critical responsibilities.
“The Justice Center for the Protection of People with
Special Needs will give New York State the strongest
standards and practices in the nation for protecting
those who are often the most vulnerable to abuse and
mistreatment,” Governor Cuomo said. “This new law will
help us protect the civil rights of the more than one million
New Yorkers with disabilities and special needs who for too
long have not had the protections and justice they deserve.
This legislation recognizes the dedication and good work
of the many employees who care for the disabled, and we
Reflecting on a Life Changing Law
President George H.W. Bush signs the Americans with Disabilities
Act of 1990 into law. Left to right are Evan Kemp, Rev. Harold
Wilke, President Bush, Sandra Parrino and Justin Dart
By Ray Lewandowski
Twenty two years ago, the United States was quite a
different place. In 1990 gas was $1.34 a gallon, women
wore oversized sweaters and slouch socks, cellphones were
called car phones, a favorite movie may have been Home
Alone, Good Fellas, or Edward Scissorhands, and Michael
Jordan led the Chicago Bulls to a championship. It really
does seem like yesterday.
Prior to 1990 there was something that you didn’t always
see especially in public places like stadiums, movie theaters,
restaurants, and certainly driving a car. That was a person
with a disability.
It was on July 26, 1990 when President George H. Bush
signed the Americans with Disability Act and at his side
were Evan Kemp and Justin Dart. Two strong advocates for
will continue our commitment to providing proper training
and support for those who work in these facilities. I
commend the Legislative leaders for reaching an agreement
on this important bill and thank the many New Yorkers
who worked hard across the state to make sure the Justice
Center could become a reality.”
The Justice Center for the Protection of People with
Special Needs will have primary responsibility for
tracking, investigating and pursuing serious abuse and
neglect complaints for facilities and provider agencies
that are operated, certified, or licensed by the following
six agencies: The Department of Health (DOH), the
Office of Mental Health (OMH), the Office for People
With Developmental Disabilities (OPWDD), the Office
of Children and Family Services (OCFS), the Office of
Alcoholism and Substance Abuse Services (OASAS),
and the State Education Department (SED). The Justice
Center will also absorb all functions and responsibilities
of the Commission on Quality of Care and Advocacy for
Persons with Disabilities, with the exception of the Federal
Protection and Advocacy and Client Assistance Programs
which will be designated to a qualified non-profit.
The bill will also provide for re-designation of an
independent agency to conduct protection and advocacy
and client assistance functions, in conformance with federal
provisions governing oversight of the state’s system of care
for persons with disabilities. The independent agency will
provide information, references and technical assistance to
address the needs of individuals with disabilities; pursue
administrative and legal remedies as necessary to protect
and advocate for the rights of individuals with disabilities;
investigate incidents of abuse and neglect reported to the
independent agency; and establish a grievance procedure to
ensure that individuals with disabilities have full access to
services of the agency.
people with disabilities and two people who had experienced
discrimination throughout their lifetime because they used
wheelchairs, they had disabilities.
The signing of the Americans with Disability Act was the
equivalent to lifting shackles off a wrongfully accused
prisoner. It was freedom.
I had the pleasure of working with Justin Dart. He was a great
orator with a powerful voice. Justin was about 18 years old
when he contracted polio which left him wheelchair bound.
An extremely intelligent man, Justin attended the University
of Houston and majored in history and education. When it
was time for him to graduate the university refused
to give him a teaching
certificate because
of his disability,
because he used a
wheelchair.
I remember in
January 1991,
the ARC and the
Madison County
Community
Coalition for
the Elderly
held a joint
town meeting
to discuss the
ADA and what
it meant for our
community.
A gentleman
spoke about
his life in a
wheelchair.
He said that when he approached
ARC met with Governor Cuomo to express concerns. Visit
www.Justice4SpecialNeeds.com to hear why it’s important
to Carol.
The new law will also replace confusing and inconsistent
definitions of abuse and neglect in various laws and
regulations with a single consistent standard applicable to
human services systems.
Under the legislation, a new level of transparency will
be created for non-state operated facilities and programs
licensed or certified by the State to serve people with
disabilities and special needs. These entities, working
with the Justice Center, will need to follow transparency
guidelines based on FOIL for information requests
regarding abuse or neglect of the people they serve.
a business that had an 8 inch step it was a sign that they
didn’t “serve the handicapped”. We have come a long way
since then.
Is it a perfect world? No, there are still improvements that
need to be made. But, the awareness that the Americans with
Disability Act has brought to our world is great. All people,
people who stand tall or people who are in wheelchairs, it
doesn’t matter, all people are equal.
To quote my friend and mentor Justin Dart... “We will Lead
On!”
Below are excerpts of one of Justin Dart’s last speeches. He
passed away in 2002.
Let my final actions thunder of love, solidarity, protest - of
empowerment.
I call for solidarity among all who love justice, all who love
life, to create a revolution that will empower every single human
being to govern his or her life, to govern the society and to be
fully productive of life quality for self and for all.
I do so love all the patriots of this and every nation who have
fought and sacrificed to bring us to the threshold of this beautiful
human dream. I do so love America the beautiful and our wild,
creative, beautiful people. I do so love you, my beautiful colleagues
in the disability and civil rights movement.
I am the luckiest man in the world to have been associated with you.
Thanks to you, I die free. Thanks to you, I die in the joy of struggle.
Thanks to you, I die in the beautiful belief that the revolution of
empowerment will go on. I love you so much. I’m with you always.
Lead on! Lead on!
4 - Madison Cortland ARC - Summer 2012 WE RESPECT EACH OTHER
Love and
Legacy
Carries On
In 2012, Sandra DuBuke shared
her and her son’s story. Sandy
opened up her home and her heart
to share her very personal story
about her son Chad who was born
with Noonan’s Syndrome. Below
are excerpts from Sandy’s story in
her own words:
“Early on, his doctors didn’t think that he would live
very long. They thought he would be lucky if he made
it to age 10, I guess we proved them wrong. Doctors
said he would never walk or talk and he did it all!”
Chad, whose name means “strong and lion-like”
is now in his 30’s. Each year we have with him is a
gift.”
Caring for her son is a big job. His needs will only
grow as he ages. Chad’s older brother Aaron and
younger sister Abby help care for him as well. Chad
requires 24 hour care and Sandy is thankful for the
ARC and family members that help .
“Chad is my number one. He’s very energetic. I’ve
always had to focus on Chad. Someday when he’s out
on his own and I’m unable to care for him, I want
to know that someone else will be focused on him as
well.”
“We’ve all had quite the education. Chad has taught
me patience. When he was born I had to grow up very
fast. I gained self confidence.”
“Not everybody gets a Chad. I’m pretty lucky.”
In addition to being a parent of a child with a
disability, Sandra DuBuke was employed by Madison
Cortland County
30 years ago in the Early Learning Center and then
she worked in the ARC Senior Program. Throughout
the years she has helped numerous parents who have
a child with disability.
In 2011, Sandy faced a battle unlike any other. She
was diagnosed with cancer. The challenge was not
only her medical care, but too, what would happen
to her son Chad. She sought help from Madison
Cortland ARC and Chad moved into the ARC
Residential Program. Knowing that her son was
properly cared for, Sandy was able to face her own
battle. On June 2, 2012 she succumbed ti the disease
leaving behind a loving family and a legacy of
helping others.
In May 2012, the Madison Cortland ARC Board of
Directors voted unanimously to create the Sandra
DuBuke Direct Care Professional Award. The award
will recognize a direct support professional who has
over the course of his/her employment at Madison
On June 27, Charles “Chuck” Stevens received the
Madison County Community Services Board Les
Chuck Stevens recently stepped down as President of
the Building Futures Foundation, a public charity for
Madison Cortland ARC. He is also Senior Vice President
on the board of directors for Madison Cortland ARC. Mr.
Stevens has been a long time volunteer helping people
with developmental disabilities.
When Chuck accepted the award he spoke about his
grandson Zachary who has been an inspiration to him.
“It’s an honor to receive the Community Service award. I
would like to share with you a little history.
It was July 7, 1989 when Zachary came into our lives. We
were overjoyed. He was our first grandchild. At the time
Zach seemed fine, but as time progressed the family was
made aware of some health issues along with development
Specialist
Robben VanLare has been awarded the Jonathan
Weingold Scholarship sponsored by NYSARC. This
award is presented in memory of Jonathan Weingold, who
was considered to be a symbol of the people supported by
NYSARC, Inc. In 1970, on the occasion of the twentieth
anniversary of the Nassau County Chapter, a tribute was
paid to Jonathan by Executive Director, Helen Kaplan.
It stated that Jonathan Weingold was “the symbol of all
the young people who inspired the establishment of this
organization and its services and programs.”
explanations, the family was introduced to then Madison
ARC Early Intervention Program. While Zach was in this
program the very capable and thoughtful staff led by Kathy
Campbell worked with Zach to help him develop the many
skills that most of us develop automatically. In addition
they provided the direction for the many resources that
could be used for Zach’s future.
With the loving support of his mother Sherri, his father
Brian, sister Alycia, Uncle Matt, cousins Barbara and
Susan, and especially my loving wife Sylvia, Zach’s
grandmother and our extended family, Madison Cortland
It’s because of him that my family is so supportive of the
to volunteer”
New Administration for Community Living:
U.S. Secretary Kathleen Sebelius announced a new
organization within the Department of Health
and Human Services -- the “Administration
for Community Living” (ACL). The ACL
will include the Administration on Aging, the
Office on Disability and the Administration on
Developmental Disabilities (ADD) in a single
agency with the goal of increasing access to
community supports and full participation in
all aspects of society, while continuing to focus
specific attention and resources on the unique
needs of people with disabilities of all ages and
older Americans. In addition, in order to honor and
acknowledge the current landscape and changes in
contemporary language, as well as the work done
through ADD to support the President’s Committee
for People with Intellectual Disabilities, the
Administration on Developmental Disabilities
will become the “Administration on Intellectual
Board Member Voted In
Jim Cooke can be found at ARC events taking pictures or
students. Here he’s reviewing the photo project with
student Jennifer Slover.
The Board of Directors welcomes James Cooke to the
Madison Cortland ARC Board. On June 1, the ARC
membership elected Mr. Cooke to serve on the Board of
Directors.
at the Winoa Hall Activity Center in Oneida.
Global Art Project for Peace
http://www.globalartproject.org
Cory Aubeuf-Loucks was in a coffee house in Utica and
saw on the bulletin board a pamphlet describing the 2012
Global Art Project for
Peace. It described
Art for Peace as groups
or individuals from
around the world
creating artwork
expressing your vision
of global peace and
goodwill to exchange
with another person or
group. We had already
missed the deadline
to sign up when we
learned of the Global
Art Project but after
several conversations
with Katherine Josten,
the Founder and Director
of the Global Art Project we were matched with a Middle
School in China.
The Global Art Project is an International Art Exchange
for Peace. Since 1994 there have been 100,000 participants
from over 80 countries on seven continents. Participants
create a work of art in any medium, expressing their
vision of global peace and goodwill. The art is displayed
locally in each participant’s community. Global Art Project
then organizes an international exchange by matching
participants—group-to-group and individual-to-individual.
The exchange occurs biannually, resulting in thousands
of people sending messages of Peace around the world at
one time—visions of unity simultaneously encircle the
Earth. The art is sent as a gift of global friendship and
exhibited in the receiving community.
The Senior Program spent the beginning of May working
on our vision of peace. The concept was created by Cory
Aubeuf-Loucks with the help of Brittany Bogardus. The
artist, Ken Parker, inspired Cory’s vision for the Peace
Project. She had viewed his sculptures in a museum and
How do I love working at Madison Cortland
ARC? Let me count the ways …
By Elizabeth Rocker, Assistant Director of Residential
Services
I came to Madison Cortland ARC seven years ago. I currently
am an Assistant Director of Residential, but have been an
Employment Specialist, a Residence Manager, and the
QMRP for Residential. Throughout this time, I have gotten
married, had both my sons, obtained my Bachelor’s degree
in Psychology, and am currently writing my thesis for my
Master’s Degree in Psychology. I have grown a great deal,
both professionally and personally in these seven years, and I
would not be the same person I am today nor achieved all this
if it were not for my employment at Madison Cortland ARC.
I was not familiar with the ARC mission when I started, but
it did not take me long to discover what it was all about.
It was about integrity, independence, respect, and support
to the individuals we serve. It was apparent to me that my
peers understood the mission as well. It was inspiring and
encouraging reading every month in the Inside Scoop, a
newsletter for employees, all the long-term employees the
Agency had celebrating employment anniversaries. To me,
that makes a statement, a statement that the leadership at ARC
is a positive force, leadership that is here for the right reasons
to guide and support individuals in a way that is in their best
interest.
Along with having values I believe in, the ARC has supported
Cory Aubeuf-Loucks works with Anne Marie Bourke
on “Reaching for Peace”.
me in many ways . From helping me further my education
to growing personally and professionally. The guidance I
have is not only from within my department but from other
departments as well. Rather than an “I’ll just do it” approach,
there is often a “let me explain” approach. You learn how to
solve the challenges you face, rather than having to depend on
other people to figure things out for you. For me, this makes
for such a respected and positive working environment. I
have personally experienced the support throughout many
departments, from my own, to the Quality Management
department, Transportation, IT, and Executive Staff, just to
name a few. I have the opportunity to enhance the Agency for
my peers as well, and increase my knowledge in the technical
world. By doing this, it gives me opportunities to improve
ways of communication throughout the agency. This enhances
the lives of the individuals we work with by being able to
address issues and concerns in a more efficient manner, and
as a team approach. I have a feeling of empowerment, which
makes me want to thrive to find even more ways to help
enhance the ARC, the lives of the individuals we serve, and to
provide my peers with the tools to reach their full potential.
Is everyday one of smiles and rainbows for me? Absolutely
not, after all, I am only human. Do I have my days where the
daily stress and obligations seem overwhelming? Of course.
Have I lost sleep about decisions to be made or when issues
arise that I am not entirely sure how to handle? You bet I
was moved by his works. He is an artist who works
in a wide range of media and materials to create his
unique form of artwork. In the past he created art
using mainly newspaper and tape to
make simple sculpture in 3D form.
Our whole program was engaged in
our Project for Peace. Many Senior
Program participants assisted in making
our vision of “Reaching for Peace”
including Richard Tuff, Gus Guarino,
Rita Losurdo, Colleen Hall, Rosalie
Leggett, Ann Marie Bourke, Jeanette
Vanderhoff, Kay Jones, Patty Walsh,
Ernie Hatch, Marcia Golden, Ed
Carr, Joan Dowling, and Faith Cook.
Other seniors made cards and small
crafts to express peace and friendship
between our group and our matched
middle school group from China. Our
program gives seniors the opportunity
to participate in group, individual, and
community
activities. Now
thanks to this
opportunity we will
reach out to the
world at large. Our
senior participants
have greatly enjoyed
their experiences
in working on the
Global Art Project.
Many conversations
have been generated
around the subject
of peace. It has
also provided
opportunities to
learn about China
and the cultural
variations between countries.
Liz Rocker, right, reviews a schedule with Colleen Hall.
Liz has found a rewarding career at ARC.
have. Do I agree with all the necessary push and pull of
ARC? No. However, to me, those feelings are necessary, so
that I know I am still here, 100%, and still here for the right
reasons.
By all accounts the “Glow
tournament was a rousing
success! The weather
conditions were perfect. The
crowd was in the mood for
a night of fun and got it. As
many of you know, playing
golf in daylight is a challenge
in itself, but playing in the
dark is an experience both
golfers and non golfers could
enjoy. Laughter could be
heard all over the golf course.
The glowing golf balls flying
through the air and rolling
up to the green surrounded
by glowing fluorescent lights
was a sight to see. All the
players were treated to a
lovely picnic between the
two events as we waited for
to set in. After the Glow
