CASS
VOLUME 86, NUMBER 11 CASS C: “HRONICLE
by Brian D. Bell
Staff Writer
Despite its name, some
union employees at the
Tendercare nursing home in
Cass City believe when it
comes to employees, the
company doesn’t live up to
its name.
The 85-member Local 79
of Service Employws Inter-
national Union is in the
midst of bargaining with
Tendercare officials, and
union steward Cora
Remsing said she and others
believe the company is
trying to break the union.
Remsing, a union bargain-
ing team member, believes
byeliminatingtheunion, the
company could replace
long-time employees and
thus save moncy.
“(They’re) trying to bust
the union (so) they could do
what thcy want to,”she said.
Remsing is a nurse’s aide
who has worked at the home
more than 10 years.
Although the union’s 2-
year contract officially ex-
pired June 1, both parties
have agreed to renew the
agreement on a daily basis,
she explained.
Remsing said company
and union negotiating teams
have met twice since April
and have made little prog-
ress on issues of job protec-
tion, health insurance, wage
increases and benefitq for
part-time employecs.
According to Remsing, the
company wants to be able to
tire employees with or with-
out giving any reason at all
and have employees pay
more of their insurance pre-
miums, take a wage freeze,
give up the hourly uniform
allowanceof IOccnts which
helps pay for required uni-
forms. The company also
wants to reduce benefits for
part-time employees.
When more than 20 cm-
ployees protested at the end
of May by coming to work
out of uniform, they were
told to punch out and go
home, Remsing said.
In addition, she said nurs-
ing home officials sus-
pended her for two weeks for
allegedly inciting the group
to protest.
“I do deny some of the
charges,” she said. Her sus-
Supt. Ken Micklash said that
cvcn in a worst case scc-
nario, the school will not
have to raise taxes for opcra-
tion next year.
It’s all speculation right
now, thc superintcndcnt told
thc board, but if revenues
dropped some $300,000, wc
The reason is that the dis-
trict spcnt somc $200,000
ments, mostly for a ncw
middle school building roof.
Thcrc would still be adeficit
of $1OO,O00 that wc could
take from the contingency
fund, which now stands at
Senator James Barcia vis-
ited the board and said that a
joint house-senate commit-
tee will try to hammer out
this year’s bill, with the
membership formula, adult
education funding and tax
base sharing among the top-
RADON CAUSES
LUNG CANCER
Many homes in Pennsylvania, the East, and other regions
of the country have excessive levels of radon gas. Radon
is a radioactive gas which escapes from underlying granite
and bedrock. The Environmental Pollution Agency has set
a maximum safe level of 4 picoCuries in your home. This
is equivalent to about 200 chest x-rays per year.
The risk of radon comes when the gas is inhaled. The
radiation given off by radon can penetrate only a couple
layers of skin cells. But in the lungs, the cells at risk of
cancerous changes from radiation are right on the surface.
The level of radon in your home can be testcd by two
methods. The charcoal canister is inexpensive and only
needs to be in place for a week. The alpha track tester is
ylaccd for 3 months or more before being sent for reading.
The alpha track tester is better because it gives a reading of
the average level. The level will vary depending on
changes in the weather and the time of year.
Winter is the best time of year to check the level because
the radon level is likely to be highest then.
If the level is high, it can often be corrected by sealing up
the cracks and openings for pipes in the basement to limit
influx of the gas. Ventilation should be increa, sed, and the
furnace should have an outside air intake to limit low
pressure inside the house.
Further information can be obtained from the American
Lung Association or your state department of health.
happen to be columnists,
they write about their grand-
children every other week.
Being among the last of my
contemporaries to become a
grandmother, I ’ve watched
tolerantly as normal, sane,
level-headed friends have
given way to crazed, ob-
sessed, overbearing grand-
parents.
And I smiled, smug with
the knowledge that it would
never happen to me.
After all, we always knew
that our own children were
good-looking, intelligent
and far above average in
every way, but we were able
to maintain a modicum of
restraint in forcing others to
acknowledge it.
Then Drew came along.
(Well, hedidn’tactually just
“come along.” His mother
would be quick to attest that
there was more to it than
that.)
Those of you who are
grandparents know what’s
coming .
Something unexplainable
transpires when one be-
comes a grandmother. I
don’t understand what it is
(We’re calling it the Drew
Factor), but it’s happened to
me just like it’s happened to
TRANSAMERICA GOVERNMENT SECURITIES
every grandmother we
know.
Your whole focus changes.
It makes an erstwhile com-
posed, well-balanced
woman go tearing up and
down the streets of town in
search of the mailman carry-
ing the special delivery pic-
old person.
It creates a sudden magnetism
toward Toys R Us and
the infant department of
whatever store you enter for
whatever reason.
It causes a previously open,
honest wife to tell her husband
in the mall she’s going
to the restroom and then
sneak over to the baby section
and buy a tiny Detroit
Tigers outfit.
(I don’t have it down to
perfection yet, because I
bumped into one of my best
friends in a restaurant Saturday
and didn’t have a single
picture with me. And as a
grandmother of 5, she owes
me!)
There’s no reasonable explanation
for the fierce love
we feel for this little guy
we’ve never even seen.
I find myself mentally
making accommodations
for him when he comes to
visit, although I don’t know
when that will be.
We’re counting the weeks
till we go to California and
are able to get our hands on
him, and wishing we’d made
earlier reservations.
At a garage sale, I wanted
to buy all the baby items,
even though I didn’t know
what a lot of them were.
There have been a lot of
changes in the 30 years since
we had babies, and we suddenly
realize that we’re
going to have to learn how to
care for this one all over
again.
The grandparent syndrome
will surely prevail, though,
until it all falls into place.
The miracle of birth has
always filled me with awe.
That two people can create
a new, separate human
being, nurture and instruct
him, and then have him grow
up and be able to teach them
is an awesome thing.
Grandfather J. D. Tuckey was all smiles last Friday as he
showed around a picture of his granddaughter that appeared
in Friday’s Detroit Free Press. Pictured was Lauren Tuckey,
daughter of the Bruce Tuckeys, a student at Orchard Hills
The picture accompanied a story about the students gradu-
There are fewer kids in the upper Thumb under 18 years old
n6w than there were 10 years ago. The population in the
county dipped 2.6 percent to 55,498, but the number undcr
18 years fell by 16.8 percent, In Michigan 33.41 percent of
% population is under 18. In Tuscola County the figure is
38.52 percent.
The trend is the same in Huron and Sanilac counties.
Huron’s under 18 population fell 15.3 percent and Sanilac’s
fell 11.4 percent.
at would appear that we will have no problems with
beyond belief of the mussels on docks and boats. Some say
that the water is already clearer than it was as the mussels eat
the food at the bottom of the food chain in the lake.
CASS CITY CHRONICLE - WEDNESDAY, JUNE 17,1992
GROCERY SHOPPING at IGA Foodliner paid off for two
local youths. Ryan Bennett (right) and Doug Ball (1eft)are the
Cass City residents who won the store’s grand prize in the
supermarket chain’s Kids Kontest. They will accompany
winners from other IGA stores on a two-day, all-expense paid
trip to Ohio’s Sea World and Cedar Point later this summer.
The boys received the most votes from store customers, with
each vote equivalent to dollars spent in the store, based on
customer sales receipts.
the city by the Manoogian
family, It’s right on the
What I figured might be the
less interesting part of the
day, the tour of the 19 new
homes in the Homearama
subdivision proved to be one
of the most enlightening.
The 19 homes subdivision,
minutes from downtown
Detroit, is the first subdivision
to be built in Detroit in
30 years. It features a variety
of home types in prices
that start at about $90,000
and top out at perhaps
In the suburbs, homes of
this type would cost at least
50 per cent and perhaps 100
percent more. Someone said
that 3 or 4 have been sold,
although no one in authority
confirmed that for me.
As I said, the day was designed
to make Detroit look
good. We happened to sit by
was a supplier for Homearama.
So there arc problems. But
the 19 beautiful new homes
years before we know if it is
successful. We hope it is.
During discussion, it was
noted the 1992 levy will net
nearly $8,600 more than was
estimated in the village’s
Village Manager Lou S.
CASS CITY, MICHIGAN CASS CITY CHRONICLE - WEDNESDAY, JUNE 17.1992 PAGE SEVEN
Your neighbor says
People should be aware
of environmental decay
In the wake of the recent Earth Summit in Rio De Janeiro,
Brazil, the thoughts of many people are focused on the
environment.
The meeting of more than 100 heads of state has been
plagued by stumbling blocks such as the differences between
the United States and Third World nations on preserving
forests, and the question
of who will pay to clean up the
environment and under what
conditions.
President Bush has received
widespread criticism for his refusal
to sign the summit’s biodiversity
accord, which aims to
protect endangered plant and
animal species.
Cass City resident Betty Ham- ~
mond believes that George ??
Bush, the self-proclaimed qnvi- ’.
ronmental president, has failed
to protect the environment and is
more concerned with industry. “---
“He owes his soul to the big business.”
The status of the environment in the United States continues
to decline, she said.
“I can see how things are deteriorating,” Hammond said.
“Things have changed.
(When flying in a plane) the sky is almost always kind of
murky .”
But she believes it’s not too late to stop environmental
deterioration. People need to exercise their rightjo vote and
cast ballots for environmentally-conscious candidates.
“We have all got to get involved in government,” she
explained. “We’ve got to protect our earth.”
Hammond has lived in Cass City for about 5 years, She and
her husband Gerald are managers of Cass City Apartments.
Although themother of 6 enjoys living in Cass City, she and
her husband plan to move to Mount Pleasant later this year
so they can be closer to family members.
Funds allocated for
Indian fields Township
The retention of current
jobs and the creation of new
ones was at the core of a
decision made by the Tus-
missioners at a meeting
last week.
On a vote of 6-1, the board
agreed to allocate up to
$6,750 to Indianfields
can apply for a $121,500
grant through the Farmers
Home Administration. In-
dianfields Township will
also match the grant with
up to $6,750.
If a proved, the grant
The Caro-based Human
(HDC) is among 9 area
lending institutions and
community agencies re-
cently honored by the
Michigan State Housing
Development Authority for
their production in the
agency’s home improve-
ment lending program.
The awards recognize the
efforts of participants h ar-
ranging loans to homeow-
ners, funds for which are
generated through bond
sales (not state tax dollars).
These loans typically
carry interest rates of one
to 9 percent, based on fam-
ily income. A proximately
one-third of tfe loans go to
senior citizens, while two-
thirds of the homes being
improved are more than 35
years old.
Commenting on the
awards, MSHDA home improvement
program director
Robert Brown said: “It
gives me a great feeling to
be able to award financial
institutions and community
agencies for their dedichi
efforts. It proves that ’
many lenders are investing
in their communities and
that local and state govemments,
can make a fuference to
individuals, neighborhoods
receiving awards at the
that need to improve their
projects that will retain and
A majority of commis-
that when federal, state and
local units of government
are not able to entirely fi-
for the county to do what it
can to help make the pro-
They noted the county
will not be able to partici-
available and local jobs are
Tendercare workers DI RECTORY
I---.---
not on strike, but..,. --------
Dear Editor?
I have been asked by a lot
of people that know 1 work
at Tendercare if we went on
strike in May. The answer
is NO. However, we are in
negotiations and Tendercare
has proposed drastic
cuts in all areas.
They want to be able to
fire anyone, anytime without
cause and they want
open shop, both of which is
Union busting tactics.
Some of their proposed
cuts are:
INSURANCE : They
propose to cut their part of
pay for the premium for the
Tendercare insurance on
the employee and no dependant
care, unless the
employee pays full coverage.
The HMO insurance
they propose that the
employee pay all the premium.
With both of these
we as health care workers
wouldn't be able to afford
health care for ourselves.
PART TIME BE-
NEFITS: They propose to
cut out all their benefits.
WAGES: A wage freeze.
The average worker brings
home an average of $100 a
week. You figure it out; by
the time they pay rent and
utilities there is nothing left
to live on. Many of our
single parents have a second
job so they can make it.
UNIFORM ALLO-
WANCE : They want to take
this lo@ away. They are not
in the uniform business
they say, yet we are required
to wear uniforms.
There are man
proposed cuts and Ll:fE
of these proposed cuts some
of the union members de-
cided they would come to
work in street clothes as a
form of protest. They had
been working for half an
hour when called up to the
desk and ordered to punch
out and go home.
The company's punish-
ment of us, its union busting
tactics and its take away
demands will lead to low
morale, higher turnover of
workers, and short staffing.
We care about our patients
and don't want to lose our
good workers, but we will if
they succeed in making all
of these cuts.
We ask for your support.
Please call the adminis-
trator in our behalf and that
of our patients.
With the impending arrival
of summer, many Cass City
area residents are trying to
keep cool, and Stevens
Memorial Pool helps them
do just that.
The pool, which is located
next to thcCassCity Recrea-
tion Park, is open everyday
now, afternoons, evenings
and some mornings, pool
director Bobbi Fischer said.
Spccific hours for swim-
ming are posted at the pool.
With the warm temperatures
the p l generally attracts
more than 100 swimmers
a day, she said. The
pool opened Memoria! Day
weekend.
Fischer is one of 8 lifeguards
who work at the p l
to help ensure the safety of
swimmers. This is her fifth
year working at the pool.
She enjoys her job.
“It has its ups and downs,
(but) most of the time it’s
fun .”
People who want to im-
prove their swimming skills
might want to consider tak-
ing a class. Classes are of-
fered for swimmers of all
levels including beginnei’to
advanced, infant to adult.
There also is a class offering
basic lifeguard training.
Classes start June 22. For
more information about
classes call the pool office at
THE 17th ANNUAL Harold Isard Memorial Open, held
Monday at Rolling Hills Golf Course, was captured by the
CASS CITY CHRONICLE - WEDNESDAY, JUNE 17,1992
DDA moves
forward at
Monday
meeting
its Thumb offices and sen-
ice centers and will locate
them in a new facility to be
built here,
Although it was suggested
eylier in the meeting that
property at the west end of
the village be eliminated
from thc proposed DDA
boundaries, Proctor op-
posed the idea, saying it
would take away from the
effectiveness of the DDA.
Weaver and Councilman
Nat Tuttle supported
Proctor’s stand.
In closing the public hear-
ing, Althaver indicated he
felt the mood towards estab-
lishing a DDA was positive.
He commented that those
in attendance appeared to be
in favor of leaving the pro-
posed boundaries intact far
the most part, and that a levy
of new taxes isn’t likely in
this period of tough eco-
nomic times.
The fate of the DDA will be
decided by the Village
Council, probably at its next
monthly meeting, June 30.
Farmers not
independent
contractors
By Dennis Stein
No longer can farm work-
ers be considered as inde-
pendent contractors and
exempt from federal with-
holding taxes.
This is not a new change
but it is a change that you
need to comply with for all
workers on your farm or
small business.
Under current standards,
employers must withhold
federal income tax and so-
cial security taxes on all
workers. This withholding
then makes the farm respon-
sible to deposit these with-
holdings and to report the
workers’ wages on a form
W2 each year.
In the past, many farms
were able to report farm
workers as independent
contractors, which ex-
empted them from federal
tax withholding require-
ments. Today, only those
businesses that are set up to
meet the required standards
are exempt from federal tax
withholding.
This means that all farm
field workers must contrib-
ute to social security and
federal income tax each pay
period. The cost today for
not withholding is high. It is
easy for the IRS to check tax
returns M determine if you
pay any wages in the past
few years and just as easy for
the computer to check to see
that W2 forms were filed
with your return.
The next result if a farm is
found not withholding is the
farm is liable for all taxes
plus interest which can total
to a large amount on some
farms.
Be sure you understand the
rules and pick up a copy of
the IRS publication 51
“Agriculture Employer’s
Tax Guide - Circular A”
from the IRS or your local
Michigan State University
Extension office. You may
also want to pick up a copy
of the Extension Bulletin E-
Michigan Agticul ture”.
