7. C<strong>on</strong>sidering that, in order to attain these objectives, <strong>UNHCR</strong> accords primacy to<br />

activities performed in the areas <str<strong>on</strong>g>of</str<strong>on</strong>g> peace <strong>and</strong> security, democracy <strong>and</strong> political stability,<br />

respect for rule <str<strong>on</strong>g>of</str<strong>on</strong>g> law <strong>and</strong> human rights as well as social <strong>and</strong> ec<strong>on</strong>omic development;<br />

8. Bearing in mind that the special protecti<strong>on</strong> <strong>and</strong> assistance needs <str<strong>on</strong>g>of</str<strong>on</strong>g> refugee women<br />

<strong>and</strong> children <strong>and</strong> unaccompanied minors who, together, c<strong>on</strong>stitute the overwhelming majority<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> any refugee or internally displaced populati<strong>on</strong>, is central to the fulfilment <str<strong>on</strong>g>of</str<strong>on</strong>g> UN-<br />

HCR's m<strong>and</strong>ate;<br />

9. Determined that these issues should be resolved in a manner c<strong>on</strong>sistent with the<br />

relevant legal, humanitarian <strong>and</strong> human rights principles which take account <str<strong>on</strong>g>of</str<strong>on</strong>g> legitimate<br />

political, social <strong>and</strong> ec<strong>on</strong>omic interests <str<strong>on</strong>g>of</str<strong>on</strong>g> all the countries <strong>and</strong> Member States <str<strong>on</strong>g>of</str<strong>on</strong>g> ECOW-<br />

AS;<br />

10. C<strong>on</strong>vinced that co-operati<strong>on</strong> between the parties hereto will serve their purposes<br />

<strong>and</strong> mutual interests more adequately <strong>and</strong> render their respective activities more beneficial<br />

to <strong>ECOWAS</strong> Member States <strong>and</strong> <strong>UNHCR</strong>;<br />

The two C<strong>on</strong>tracting Parties have agreed as follows:<br />

Article I. Obiective<br />

The objective <str<strong>on</strong>g>of</str<strong>on</strong>g> this Agreement is to establish a framework for a multisecti<strong>on</strong>al cooperati<strong>on</strong><br />

between <strong>ECOWAS</strong> <strong>and</strong> <strong>UNHCR</strong>, in agreed areas, as well as to facilitate cooperati<strong>on</strong><br />

between <strong>UNHCR</strong> <strong>and</strong> Governments <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>ECOWAS</strong> Member States in the same agreed<br />

areas;<br />

Article II. Areas <str<strong>on</strong>g>of</str<strong>on</strong>g> Co-operati<strong>on</strong><br />

The parties shall co-operate in the following areas:<br />

1. Refugees <strong>and</strong> asylum seekers, particularly refugee women <strong>and</strong> children <strong>and</strong> unaccompanied<br />

minors, forced populati<strong>on</strong> movements into <strong>and</strong> within the regi<strong>on</strong>, asylum <strong>and</strong><br />

refugee protecti<strong>on</strong> principles, humanitarian <strong>and</strong> human rights law i.e. refoulement, expulsi<strong>on</strong>,<br />

arbitrary detenti<strong>on</strong>, educati<strong>on</strong>, freedom <str<strong>on</strong>g>of</str<strong>on</strong>g> movement, etc.<br />

2. Organised <strong>and</strong> sp<strong>on</strong>taneous voluntary repatriati<strong>on</strong>, as well as<br />

related rehabilitati<strong>on</strong> <strong>and</strong> reintegrati<strong>on</strong> activities; local settlement<br />

<strong>and</strong> resettlement within <strong>ECOWAS</strong> countries;<br />

3. Establishment <strong>and</strong> development <str<strong>on</strong>g>of</str<strong>on</strong>g> mechanisms for managing <strong>and</strong> addressing the<br />

root causes <str<strong>on</strong>g>of</str<strong>on</strong>g> refugee situati<strong>on</strong>s <strong>and</strong> issues related to security c<strong>on</strong>cerns in camps <strong>and</strong> areas<br />

hosting <strong>refugees</strong>, returnees <strong>and</strong> populati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>cern to <strong>UNHCR</strong>;<br />

4. Post c<strong>on</strong>flict recovery, preventi<strong>on</strong> <strong>and</strong> early warning activities <strong>and</strong> measures;<br />

5. Promoti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> refugee law <strong>and</strong> legislati<strong>on</strong> <strong>and</strong> status determinati<strong>on</strong> procedures<br />

within <strong>ECOWAS</strong> countries i.e. harm<strong>on</strong>isati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> nati<strong>on</strong>al legislati<strong>on</strong>s <strong>and</strong> procedures with<br />

<strong>ECOWAS</strong> Treaty as regards freedom <str<strong>on</strong>g>of</str<strong>on</strong>g> movement, properties, social welfare, etc .;<br />

6. Funding for internally displaced pers<strong>on</strong>s, <strong>refugees</strong>, <strong>and</strong> returnees related activities<br />

to be carried out by <strong>ECOWAS</strong> <strong>and</strong> <strong>UNHCR</strong> together;<br />
