Introduction<br />

In 2013, the United States Environmental Protection Agency (USEPA or EPA) published<br />

updated Clean <strong>Water</strong> Act (CWA) § 304(a) national ambient water quality criteria<br />

recommendations <strong>for</strong> ammonia to incorporate the latest science, which includes new toxicity<br />

studies on freshwater mussels (USEPA 2013a). The updated ammonia criteria recommendations<br />

apply to all fresh waters <strong>for</strong> the protection of the overall aquatic community, including fish,<br />

mussels, <strong>and</strong> other mollusks.<br />

Because mussels in the Order Unionoida (hereafter referred to as “freshwater mussels” or<br />

“mussels”) include some of the most sensitive species in the national dataset <strong>for</strong> the ammonia<br />

criteria recommendations but may not be present in all waters, EPA anticipates that some states<br />

<strong>and</strong> tribes may consider site-specific criteria where there are demonstrated differences in<br />

sensitivity between the aquatic species that occur at a given site <strong>and</strong> those that were used to<br />

derive the national criteria recommendations. In the case of ammonia, where a state or tribe can<br />

demonstrate that mussels are absent on a site-specific basis, a state or tribe can use the sitespecific<br />

criteria values provided in Appendix N of the Aquatic Life Ambient <strong>Water</strong> Quality<br />

Criteria <strong>for</strong> Ammonia – Freshwater 2013 (USEPA 20103a), or use the Recalculation Procedure<br />

to derive their own site-specific criteria values [see Revised Deletion Process <strong>for</strong> the Site-<br />

Specific Recalculation Procedure <strong>for</strong> Aquatic Life Criteria (USEPA 2013b) <strong>and</strong> EPA’s <strong>Water</strong><br />

Quality St<strong>and</strong>ards H<strong>and</strong>book (USEPA 1994a)]. 1,2 Removal of the mussel species from the<br />

national criteria dataset may better represent the species present in the waterbody. In this case,<br />

the Recalculation Procedure may result in criteria (<strong>and</strong> associated water quality-based effluent<br />

limits based on such criteria) with higher concentrations than EPA’s recommendations but that<br />

are still protective of the designated use of the waterbody.<br />

Purpose<br />

This document provides a basic overview of freshwater mussel survey techniques, sampling<br />

methods, <strong>and</strong> data sources as well as additional sources of in<strong>for</strong>mation <strong>for</strong> individuals without<br />

mussel survey experience who may be involved in conducting or reviewing a freshwater mussel<br />

survey.<br />

Specifically, the purpose of this document is two-fold:<br />

1. To assist state <strong>and</strong> tribal staff in determining whether freshwater mussels in the Order<br />

Unionoida are present or absent (i.e., do not occur) at a particular site.<br />
