• This project allows <strong>the</strong> DISA MRTFB to continue to implement Net Readiness Capabilities Resources (NRCR), which<br />
will provide DoD with an <strong>of</strong>f-line, lifecycle support capability for DoD’s tactical and strategic networks and<br />
<strong>the</strong>ir interfaces, as well as build communications and test environments for <strong>the</strong> current and future Converged Realtime<br />
Internet Protocol (IP) Services for voice, data and video, S<strong>of</strong>tware as a Service (SaaS), NCES, and NECC.<br />

This project funds <strong>the</strong> DISA MRTFB institutional and overhead costs associated with operating JITC and TEMC.<br />
Institutional costs include maintaining and operating base operations, multi-purpose testbeds, contract management,<br />
award fee costs, communications, automation support, operating expenses, T&E standards, policies, and procedures. This<br />
project funds <strong>the</strong> associated civilian pay costs for all overhead functions at Indian Head, MD, Fort Huachuca, AZ, and<br />
Arlington, VA, as well as <strong>the</strong> construction <strong>of</strong> virtual communications capability and enhanced laboratory upgrades. This<br />
project provides for <strong>the</strong> development, implementation, and maintenance <strong>of</strong> <strong>the</strong> MRTFB’s interoperability testing tools<br />
necessary to provide DoD with a Center <strong>of</strong> Excellence for testing <strong>of</strong> net-centric systems in a realistic operational<br />
environment. The NRCR allows testers to assess and evaluate performance <strong>of</strong> new systems, s<strong>of</strong>tware revisions, and<br />
hardware modifications to various elements without risking disruption <strong>of</strong> operational IT networks. The laboratory and<br />
testing s<strong>of</strong>tware enhancements allow <strong>the</strong> testing efforts to keep pace with <strong>the</strong> rapid change in technology. This<br />
initiative requires hardware and s<strong>of</strong>tware refreshes on a periodic basis (approximately every two years). Staggering <strong>the</strong><br />
hardware refreshment acquisitions with <strong>the</strong> s<strong>of</strong>tware acquisitions (i.e. one year hardware refresh <strong>the</strong> next year s<strong>of</strong>tware)<br />
smoo<strong>the</strong>s <strong>the</strong> spending curve for <strong>the</strong> out years. The many initiatives spanning all years will provide optimal flexibility<br />
in a dynamic IT laboratory environment. The DISA MRTFB consolidates operational, interoperability and development<br />
testing into a single program managed under MRTFB rules and procedures.<br />
