k. Functions. Activities of a unit which specify additional duties not contained as implied in the<br />

unit's name (e.g., Captain of the Port, Office in Charge Marine Inspection, etc.).<br />

6. DISCUSSION.<br />

a. Monthly Listing. The OPFAC Listing is dynamic, updated with ever-changing<br />

organizational needs. An unofficial OPFAC listing that is updated monthly is available for<br />

download on the <strong>Coast</strong> <strong>Guard</strong> intranet at the Commandant (CG-833) page.<br />

b. Allowances. Aircraft and boat allowances are maintained in ALMIS and AOPS by <br />

Commandant (CG-711) and Commandant (CG-731), respectively. <br />

c. OPFAC Listing, by OPFAC. The OFPAC List is organized in ascending OPFAC order.<br />

7. LISTING UPDATES.<br />

a. Errors. Errors are mismatches between the most recent OFCO and the listing. They should<br />

be reported to Commandant (CG-833) via email as soon as possible for resolution. The<br />

email should include at a minimum:<br />

(1) Unit Name, OPFAC, and department ID.<br />

(2) Nature of error, the particular incorrect data element, and what it should be.<br />

(3) OFCO number being referenced by the reporting person as most recent.<br />

b. Changes. If a unit feels the listing is out of date but the listing is found to accurately<br />

represent the most recent OFCO, then a new OFCO is required. OFCOs are prepared and<br />

processed at Headquarters in accordance with reference (b). Contact Commandant (CG-833)<br />

with any questions about OFCOs. Changes requiring an OFCO are:<br />

(1) Initial designation, changes to a cutter's homeport, or changes to its commissioning<br />

status.<br />

(2) Establishment or disestablishment of a shore facility, including those of a temporarily<br />

crewed nature such as seasonal Search and Rescue Stations.<br />

(3) Change of name, geographic location, administrative control (ADCON), operational<br />

control (OPCON) or organizational placement of an operating facility (a change requiring<br />

an Organization Modification request as outlined in reference (b)).<br />

(4) Change of unit type (e.g., Station to Station (small)) or functional responsibilities of an<br />

operating unit.<br />
