6 Learning <strong>difficulties</strong> is the term used in legislation while ‘learners <strong>with</strong> <strong>learning</strong><br />
<strong>difficulties</strong> <strong>and</strong>/or disabilities’ is a deliberately wide definition in common usage in the FE<br />
system, <strong>and</strong> includes <strong>people</strong> <strong>with</strong> mental health <strong>difficulties</strong>, autistic spectrum conditions,<br />
dyslexia, attention deficit hyperactivity disorder, physical, sensory <strong>and</strong> cognitive<br />
impairments <strong>and</strong> other identified <strong>and</strong> non-identified <strong>difficulties</strong> in <strong>learning</strong> which may (may<br />
not) have led <strong>to</strong> special educational needs interventions at school under the SEN Code of<br />
Practice 2 . Both terms cover the broad range of <strong>difficulties</strong> <strong>and</strong> disabilities. Increasingly we<br />
are aware of more learners <strong>with</strong> behavioural, emotional, <strong>and</strong> social <strong>difficulties</strong> (BESD)<br />
Sometimes these <strong>difficulties</strong> will not be caused by a medical condition but we recommend<br />
that they are part of the wider group of learners <strong>with</strong> <strong>learning</strong> <strong>difficulties</strong> <strong>and</strong>/or disabilities<br />
often sharing the same vulnerabilities <strong>and</strong> requiring similar support <strong>and</strong> therefore in need<br />
of enhanced support <strong>and</strong> targeted provision.<br />
