Staff.<br />

The staff consists of representatives<br />

of the Arfffl, Navy, lobr!Lime Corrmission,<br />

War Production Board, and War Manpower<br />

Commission. Although it is not yet entirely<br />

off the drawing board, the PEC<br />

Staff is being designed primarily as a<br />

governor to synchronize cutbacks in war<br />

production with increases i n civilian<br />

pr ograms. This is how iL is expected<br />

to work :<br />
