November 3 — <strong>Wildlife</strong><br />

Inspectors Larry Strong, Ali<br />

Martyn, Joe Ventura <strong>and</strong><br />

Deputy Resident Agent in<br />

Charge Sam Jojola conduct an<br />

inspection blitz at the<br />

international mail facility in Los<br />

Angeles. A package referred by<br />

Customs contains ivory. The<br />

package, which was mailed<br />

from Thail<strong>and</strong> labeled as toys,<br />

is addressed to Moun T. Chau, a<br />

California donut shop owner.<br />

Morphologist Bonnie Yates at<br />

the FWS Forensic Lab in<br />

Oregon examines photos of the<br />

ivory sent by e-mail <strong>and</strong><br />

identifies the material as either<br />

Asian or African elephant — an<br />

I.D. backed up later on physical<br />

examination by fellow scientist<br />

Cookie Sims.<br />

November 9 — Special agents<br />

deliver the package to Chau’s<br />

shop <strong>and</strong> search the premises.<br />

They seize more than 115 pieces<br />

of ivory, ivory carving tools, <strong>and</strong><br />

Chau’s computer.<br />

November 21 — Meanwhile in<br />

Richmond, Cortez (working<br />

undercover) e-mails Kanokwan<br />

Wongsarot in Thail<strong>and</strong> to ask<br />

about an eBay ad. He buys ivory<br />

tusks from her.<br />

December 5-7 — The tusks arrive<br />

labeled as “toy gift.” Cortez<br />

documents 50 eBay ivory sales<br />

linked to Wongsarot valued at<br />

$20,500. He responds to another<br />

eBay ad <strong>and</strong> buys a tusk tip from<br />

her.<br />

December 8 — In Los Angeles,<br />

agents analyze Chau’s computer<br />

<strong>and</strong> learn that he used eBay <strong>and</strong><br />

PayPal to buy ivory from<br />

Wongsarot. Records show that<br />

the latter had racked up some<br />

$37,000 in U.S. sales alone.<br />

Winter — Immigration <strong>and</strong><br />

Customs Enforcement (ICE) helps<br />

Cortez obtain eBay <strong>and</strong> Yahoo<br />

account records for Wongsarot<br />

containing her Bangkok address,<br />

phone number <strong>and</strong> banking<br />

information.<br />

July 26 — Cortez learns of the Los<br />

Angeles case from Intelligence<br />

Analyst Linda Nakamura. Agents<br />

continue both investigations but<br />

agree Cortez will develop the<br />

“business” relationship with<br />

Wongsarot.<br />
