1.0 INTRODUCTION<br />

1.1 Purpose of Survey<br />

An environmental baseline survey (EBS) was conducted at the <strong>Everton</strong> <strong>Electronic</strong> <strong>Scoring</strong> <strong>Site</strong><br />

near <strong>Harrison</strong>, <strong>Arkansas</strong>, and three AN/MST-T1(V) Multiple Threat Emitter System (Mini-<br />

MUTE) sites. The survey assessed environmental conditions present at the various sites for<br />

consideration in future planning. The <strong>Everton</strong> <strong>Electronic</strong> <strong>Scoring</strong> <strong>Site</strong> contains a manned site<br />

with personnel and the Mini-MUTE sites support unmanned electronic combat radar units.<br />

These sites provide a simulated combat training environment for Air Force crews (USAF 1993b).<br />

1.2 Scope of Survey<br />

The environmental baseline survey involved a site visit and inspection of all properties and<br />

facilities associated with the <strong>Everton</strong> <strong>Electronic</strong> <strong>Scoring</strong> <strong>Site</strong> operated by Lockheed Martin and<br />

the United States Air Force (USAF). These site visits included the <strong>Everton</strong> <strong>Electronic</strong> <strong>Scoring</strong><br />

<strong>Site</strong> itself and three associated Mini-MUTE sites scattered throughout the surrounding area.<br />

Interviews were conducted with base personnel and relevant documentation was examined.<br />

1.3 <strong>Site</strong> Descriptions<br />

The <strong>Everton</strong> <strong>Electronic</strong> <strong>Scoring</strong> <strong>Site</strong> is located off <strong>Arkansas</strong> State Highway 206, near the city of<br />

<strong>Harrison</strong> in Boone County, <strong>Arkansas</strong> (Figure 1). The Mini-MUTE sites are located in rural<br />

agricultural areas in the surrounding counties of Baxter and Marion, as well as one site in Howell<br />

County, Missouri. Mini-MUTE site 4MM1 is located in Baxter County, roughly 1 mile east of<br />

Big Flat, near the intersection of County Road 81 and <strong>Arkansas</strong> State Highway 14. Mini-MUTE<br />

site 4MM4 is located in Howell County, Missouri, approximately 2 miles south of the town of<br />

Caulfield. The site is situated north of the intersection of Missouri State Highway 101 and<br />

County Road YY and accessed by State Highway 101. Mini-MUTE site 4MM5, located in<br />

Marion County, <strong>Arkansas</strong>, is south of Bull Shoals Lake and accessed by County Road 227. The<br />

sites varied topographically and are fenced for security purposes.<br />

The <strong>Everton</strong> <strong>Electronic</strong> <strong>Scoring</strong> <strong>Site</strong> facility, constructed by the USAF in 1994-1995 (Brumett<br />

1998), consists of a building with many attached trailers that allow transfer of complex radar<br />
