Connecting the future: the UK’s renewable energy strategy UK targets and policy delivery 20 The emissions projections also make clear that even successful implementation of the new policies set out in the White Paper will not achieve the UK domestic target of reducing CO2 emissions by 20% by 2010 (ie to around 129.2 MtC). Achieving the 2020 target and putting the UK in a position to meet longer-term targets for additional emission reductions will require success in two separate areas: reducing energy intensity by increasing energy efficiency and reducing demand, and reducing the carbon intensity by decarbonising energy production. While reducing energy intensity can deliver fast, often very cost-effective reductions in CO2 emissions, in the longer term additional emission savings may well prove more difficult or less cost effective. So the development of less carbon intensive energy systems must be pursued just as aggressively. The following two sections look at the UK’s main mechanisms to address energy efficiency/demand reduction and to encourage more lowcarbon sustainable energy sources.
