NCLB and Adequate Yearly Progress The reauthorization of the Elementary and Secondary Education Act of 1965, NCLB, was a major overhaul. Other than requiring that measures of AYP follow “established technical and professional standards” (NCLB, 2002), details for establishing and implementing the supporting accountability systems were vague. State education agencies were responsible for fleshing out the details of their respective accountability systems. 3
