Who manages <strong>the</strong> <strong>Child</strong> <strong>Trust</strong> <strong>Fund</strong> account?<br />

Only a pers<strong>on</strong> with parental resp<strong>on</strong>sibility for a child can manage that child’s CTF<br />

account. Once registered with <strong>the</strong> provider of <strong>the</strong> account, this pers<strong>on</strong> (known as <strong>the</strong><br />

‘registered c<strong>on</strong>tact’) is <strong>the</strong> <strong>on</strong>ly pers<strong>on</strong> that can manage <strong>the</strong> account and can move<br />

<strong>the</strong> account or change <strong>the</strong> type of account.<br />

The child can manage <strong>the</strong>ir own account when <strong>the</strong>y turn 16.<br />

An adoptive parent (or a Special Guardian in England and Wales) can manage <strong>the</strong>ir<br />

child’s CTF account <strong>on</strong>ce <strong>the</strong>y have formal parental resp<strong>on</strong>sibility for <strong>the</strong>ir child<br />

(usually when <strong>the</strong> <str<strong>on</strong>g>Adopti<strong>on</strong></str<strong>on</strong>g> order or Special Guardianship order is made).<br />

The Official Solicitor (in England and Wales and Nor<strong>the</strong>rn Ireland) or <strong>the</strong> Accountant<br />

of Court (in Scotland) manages <strong>the</strong> CTF accounts of those children who have no <strong>on</strong>e<br />

appropriate with parental resp<strong>on</strong>sibility. The Official Solicitor or Accountant of Court<br />

assists young people in some legal matters where <strong>the</strong>re is no o<strong>the</strong>r suitable pers<strong>on</strong><br />

or agency.<br />

Foster parents do not have parental resp<strong>on</strong>sibility for <strong>the</strong>ir foster child so <strong>the</strong>y cannot<br />

manage that child’s CTF account. If you are a foster parent and want to c<strong>on</strong>tribute to<br />

a CTF you should c<strong>on</strong>tact <strong>the</strong> <strong>Child</strong> <strong>Trust</strong> <strong>Fund</strong> Liais<strong>on</strong> Officer in your local authority<br />

(your social worker should know who this is).<br />

How do I take over <strong>the</strong> management of a <strong>Child</strong> <strong>Trust</strong> <strong>Fund</strong> account?<br />

You should c<strong>on</strong>tact <strong>the</strong> provider to become <strong>the</strong> ‘registered c<strong>on</strong>tact’ to be able to<br />

manage <strong>the</strong> account. You will need to prove that you have parental resp<strong>on</strong>sibility for<br />

<strong>the</strong> child – for example, with an adopti<strong>on</strong> certificate.<br />

If <strong>the</strong> provider informs you that <strong>the</strong> Official Solicitor or Accountant of Court is looking<br />

after <strong>the</strong> account, <strong>the</strong>n you will need to ph<strong>on</strong>e <strong>the</strong> appropriate office of <strong>the</strong> Official<br />
