e. Within <str<strong>on</strong>g><strong>on</strong>e</str<strong>on</strong>g> week of this c<strong>on</strong>firmati<strong>on</strong>, <strong>the</strong> decisi<strong>on</strong> will be published widely <strong>on</strong> listservs and<br />

through <strong>the</strong> internati<strong>on</strong>al partners’ networks. This will include a descripti<strong>on</strong> of <strong>the</strong> selecti<strong>on</strong><br />

process (including criteria and selecti<strong>on</strong> committee), <strong>the</strong> name of <strong>the</strong> selected organizati<strong>on</strong> and its<br />

c<strong>on</strong>tact details.<br />

2. Key Tasks and Functi<strong>on</strong>s<br />

The selected organizati<strong>on</strong> will be entitled to send <str<strong>on</strong>g><strong>on</strong>e</str<strong>on</strong>g> pers<strong>on</strong> to <strong>the</strong> CCC meetings preceding <strong>the</strong><br />

c<strong>on</strong>ference, normally 5-6 meetings in pers<strong>on</strong>, usually 1-2 days each time. All costs to attend <strong>the</strong><br />

meetings will be covered by <strong>the</strong> c<strong>on</strong>ference budget.<br />

The key tasks and functi<strong>on</strong>s of <strong>the</strong> CCC are:<br />

• To determine <strong>the</strong> <strong>the</strong>me, visi<strong>on</strong> and c<strong>on</strong>tent of <strong>the</strong> c<strong>on</strong>ference.<br />

• To review progress towards achievement of c<strong>on</strong>ference objectives.<br />

• To build <strong>on</strong> positive outcomes and address weaker points of previous Internati<strong>on</strong>al<br />

AIDS C<strong>on</strong>ferences to ensure c<strong>on</strong>tinuous improvement.<br />

• To provide input into <strong>the</strong> c<strong>on</strong>ference budget.<br />

• To approve any proposed projects that will be linked to <strong>the</strong> c<strong>on</strong>ference but funded<br />

from o<strong>the</strong>r sources than <strong>the</strong> c<strong>on</strong>ference budget.<br />

• To help promote <strong>the</strong> c<strong>on</strong>ference.<br />

• To select and approve plenary and special sessi<strong>on</strong> speakers.<br />

• To review and approve <strong>the</strong> recommendati<strong>on</strong>s of <strong>the</strong> Programme Committees as well<br />

as making <strong>the</strong> final setting of <strong>the</strong> “n<strong>on</strong> abstract-driven” sessi<strong>on</strong>s.<br />

• To approve all co-chairs and <str<strong>on</strong>g>member</str<strong>on</strong>g>s of <strong>the</strong> three Programme Committees and <strong>the</strong><br />

Track Committee co-chairs.<br />

• To approve <strong>the</strong> <str<strong>on</strong>g>for</str<strong>on</strong>g>mat and c<strong>on</strong>tent of <strong>the</strong> opening and closing sessi<strong>on</strong>s.<br />

• To determine <strong>the</strong> Internati<strong>on</strong>al Scholarship Programme criteria.<br />

• To review <strong>the</strong> outcomes of <strong>the</strong> c<strong>on</strong>ference.<br />

3. Qualificati<strong>on</strong>s and Criteria <str<strong>on</strong>g>for</str<strong>on</strong>g> Selecti<strong>on</strong><br />

Based <strong>on</strong> <strong>the</strong> functi<strong>on</strong>s (above) and <strong>on</strong> general human rights principles, <strong>the</strong> selecti<strong>on</strong> committee<br />

will use <strong>the</strong> following general criteria <str<strong>on</strong>g>for</str<strong>on</strong>g> <strong>the</strong> selecti<strong>on</strong> of <strong>the</strong> civil society partner:<br />

A. Proven commitment to:<br />

i. <strong>the</strong> Greater and Meaningful Involvement of People Living with HIV and AIDS<br />

(GIPA/MIPA).<br />

ii. <strong>the</strong> full realizati<strong>on</strong> of human rights, including those related to <strong>the</strong> most<br />

marginalized populati<strong>on</strong>s and PLHIV, in particular to <strong>the</strong> principle of n<strong>on</strong>discriminati<strong>on</strong>.<br />

iii. gender equity, <strong>the</strong> empowerment of women and <strong>the</strong> protecti<strong>on</strong> and promoti<strong>on</strong> of<br />

<strong>the</strong>ir human rights and fundamental freedoms, including <strong>the</strong>ir sexual and<br />

reproductive rights.<br />

iv. evidence-based policies, programmes and interventi<strong>on</strong>s that support good<br />

practices and are not c<strong>on</strong>trary to scientific evidence of effective HIV/AIDS<br />

interventi<strong>on</strong>s; including those that are based <strong>on</strong> cultural/religious beliefs and/or<br />

violate basic human rights principles.<br />

B. Have a minimum of 5 years experience working <strong>on</strong> HIV/AIDS issues.<br />

C. Commitment to encourage and support enhanced community participati<strong>on</strong> in <strong>the</strong><br />

Internati<strong>on</strong>al AIDS C<strong>on</strong>ference, particularly of those representing and/or working with<br />

<strong>the</strong> most marginalized and vulnerable;<br />

D. Ability and commitment to represent and promote <strong>the</strong> Internati<strong>on</strong>al AIDS C<strong>on</strong>ference<br />

publicly;<br />

E. Be a registered organizati<strong>on</strong>, with good governance procedures (e.g. Board of Directors<br />

that meets regularly) and transparent and accountable financial reporting systems.<br />
