envir<strong>on</strong>ment has increased pressures <strong>on</strong> biological security. The producti<strong>on</strong> of<br />

biological fuels has created new threats to biodiversity c<strong>on</strong>servati<strong>on</strong>. The impacts of<br />

climate change <strong>on</strong> biodiversity are yet to be evaluated.<br />

III. The Biodiversity C<strong>on</strong>servati<strong>on</strong> Strategy<br />

(1) Guiding Ideology<br />

The overall goal is to achieve the c<strong>on</strong>servati<strong>on</strong> and sustainable use of biodiversity and<br />

fair and equitable sharing of benefits arising from use of genetic resources, guided by<br />

the scientific development principles and the principle of coordinati<strong>on</strong> between socioec<strong>on</strong>omic<br />

development and biodiversity c<strong>on</strong>servati<strong>on</strong>, as well as through developing<br />

or strengthening instituti<strong>on</strong>s and mechanisms for biodiversity c<strong>on</strong>servati<strong>on</strong>,<br />

strengthening capacities for ecosystem management and protecting biological and<br />

genetic resources, increasing public awareness and participati<strong>on</strong>, and promoting<br />

ecologically friendly development and harm<strong>on</strong>y between human beings and nature.<br />

(2) Basic Principles<br />

——C<strong>on</strong>servati<strong>on</strong> first. Priority is given to biodiversity c<strong>on</strong>servati<strong>on</strong> while<br />

advancing social and ec<strong>on</strong>omic development, and active measures will be taken to<br />

effectively protect important ecosystems, species and genetic resources and to ensure<br />

ecological security.<br />

——Sustainable use. Predatory exploitati<strong>on</strong> of biological resources should be<br />

prohibited and research, development and disseminati<strong>on</strong> of technologies for<br />

sustainable use of biological resources should be enhanced so as to achieve the<br />

scientific, rati<strong>on</strong>al and orderly utilizati<strong>on</strong> of biological resources.<br />

——Public participati<strong>on</strong>. Communicati<strong>on</strong> and educati<strong>on</strong> <strong>on</strong> biodiversity<br />

c<strong>on</strong>servati<strong>on</strong> should be strengthened and local communities and the general public<br />

should be encouraged to participate more actively and widely in biodiversity<br />

c<strong>on</strong>servati<strong>on</strong>. Access to informati<strong>on</strong> and media supervisi<strong>on</strong> should be strengthened,<br />

and effective mechanisms should be established to allow the participati<strong>on</strong> of the<br />

whole society in biodiversity c<strong>on</strong>servati<strong>on</strong>.<br />

——Benefit sharing. A system should be established for access to and fair and<br />

equitable sharing of benefits from use of genetic resources and associated traditi<strong>on</strong>al<br />

knowledge.<br />
