C. Weapons Registration and Licensing (WRL)<br />
<strong>DIAG</strong> completed the Small Arms and Light Weapons (SALW) database in February 2009<br />
and installed it at the <strong>DIAG</strong> Weapon Registration and Licensing (WRL) cell that same<br />
month. The database, which is in Dari and English, contains 11 sections about types of<br />
firearms, types of ammunition, firearms manufacturers, gun laws and policies, and several<br />
other categories. Since its activation in early 2009, the cell has acted as an important<br />
resource for oversight over weapons registration and licensing.<br />
In <strong>2010</strong>, the <strong>DIAG</strong> WRL section conducted weekly meetings with MoI <strong>DIAG</strong> Officers, trained<br />
them in various activities including internet use (browsing, mailing, scanning, composing<br />
etc.), and provided reports as needed.<br />
Besides their usual activities – training regarding equipments, WRL procedures, database<br />
management, processing and printing ID card documents and holograms for weapons –<br />
WRL Cell officials assisted in the procurement process for equipment for MoI <strong>DIAG</strong> central,<br />
regional, and provincial offices.<br />
Output 4: Vetting of the election candidates free of illegal<br />
commanders and members of IAGs implemented.<br />
Activity 4.1: Election candidates screened and IEC provided with a list of cleared<br />
and challenged candidates.<br />
Vetting ensures that people linked with IAGs are disqualified from holding public office. The<br />
remapping process aims to regularly update information on IAGs throughout the country,<br />
and was initiated through a Vice Presidential decree on 9 September 2009.<br />
