<strong>Sustainable</strong> <strong>Urban</strong> <strong>Mobility</strong><br />
<strong>Plans</strong><br />
The Action Plan on <strong>Urban</strong> <strong>Mobility</strong> calls for an increase<br />
in the take-up of <strong>Sustainable</strong> <strong>Urban</strong> <strong>Mobility</strong> <strong>Plans</strong> in<br />
Europe. Yet, a common European understanding of<br />
<strong>Sustainable</strong> <strong>Urban</strong> <strong>Mobility</strong> <strong>Plans</strong> is largely missing.<br />
This chapter offers a proposal for a common and Europe-wide<br />
applicable definition. It highlights the benefits<br />
of such plans in comparison to traditional transport<br />
plans. Furthermore, it makes an attempt to define<br />
the minimum requirements for the preparation of good<br />
quality <strong>Sustainable</strong> <strong>Urban</strong> <strong>Mobility</strong> <strong>Plans</strong>, the content<br />
of the plan documents as well as for their implementation.<br />
3.1 Definition<br />
COMPREHENSIVE DEFINITION<br />
In 2007, the PILOT project developed a comprehensive<br />
definition of a <strong>Sustainable</strong> <strong>Urban</strong> <strong>Mobility</strong> Plan.<br />
This was in turn based on the results of consultations<br />
across Europe and was in line with the EC-official communication<br />
of the Thematic Strategy 1 . The ELTISplus<br />
knowledge consolidation exercises confirmed this<br />
comprehensive definition of <strong>Sustainable</strong> <strong>Urban</strong> <strong>Mobility</strong><br />
<strong>Plans</strong> which is described in the following table.<br />
