<strong>2010</strong> ANNUAL REPORT<br />

coordinate the field booking operations for<br />

Fiesta in the City of <strong>Santa</strong> <strong>Barbara</strong> and<br />

Halloween in Isla Vista. During the third<br />

quarter, SORT was activated for multiple<br />

operations, including a major facility housing<br />

reconfiguration involving the movement of<br />

over 400 inmates in a three-hour period.<br />

Members of SORT are on call 24/7 and are<br />

invaluable resources for Custody Operations.<br />

Civilian<br />

The <strong>Santa</strong> <strong>Barbara</strong> Regional<br />

Enforcement Team (SBRNET)<br />

was in the process of<br />

remodeling and updating<br />

their office and requested<br />

the assistance from Systems<br />

& Technology. The<br />

networking system, a<br />

tangled pile of cables<br />

connected to a patchwork of<br />

K. Glendinng<br />

routers and switches, was<br />

inadequate for their needs. Office<br />

Automation Specialist Kyle Glendinning<br />

stepped up with an efficient plan to<br />

streamline and organize the network group.<br />

After researching for a manageable system,<br />

he formulated a design and set to work<br />

making significant improvements to the<br />

network. The final result was a vastly<br />

improved and reliable network, capable of<br />

meeting the demands of the task force and<br />

having the potential to grow as needs<br />

increase in the future.<br />

Fourth Quarter<br />

Deputy<br />

Detective Rob Minter was<br />

assigned to a deceivingly<br />

simple identity theft case<br />

where a suspect utilized a<br />

victim’s personal information<br />

to open a home equity line of<br />

credit in Goleta. The suspect<br />

obtained a debit card in the<br />

victim’s name and made<br />

Det. R. Minter withdrawals totaling<br />

$12,000. Detective Minter<br />

discovered that fraudulent debit card<br />

transactions had occurred at a local gas<br />

station. When the suspect returned to the<br />

gas station, Goleta Patrol conducted a stop<br />

to identify him. Detective Minter wrote<br />

numerous search warrants and obtained the<br />

suspect’s banking and cellular phone<br />

activity. Shortly before Christmas, the<br />

suspect was arrested. Seized evidence<br />

linked the suspect to additional victims, and<br />

nearly 100 profiles. The investigation<br />

culminated in the suspect’s second arrest<br />

with bail set at $1,000,000.<br />

Custody Deputy<br />

New Year’s Eve was a hectic<br />

night at the <strong>Santa</strong> Maria<br />

Jail. Numerous arrestees<br />

were brought into the<br />

facility, keeping the staff<br />

busy with receiving and<br />

processing new bookings.<br />

While searching a subject<br />

who was arrested for drug<br />

possession, Custody Deputy<br />

Rodney Apple felt something<br />

unusual within the liner of his jacket and<br />

discovered a marijuana pipe and two baggies<br />

of narcotics; a bag with 3 grams of<br />

methamphetamine and a bag with 4 grams of<br />

cocaine. The narcotics were turned over to<br />

the arresting officer, who conducted a search<br />

of the vehicle and discovered additional<br />

drugs. The arrestee was charged with<br />

smuggling drugs into a custody facility and<br />

faced additional charges for the narcotics<br />

inside his vehicle. Custody Deputy Apple’s<br />

actions prevented dangerous narcotics from<br />

entering the jail and protected the safety of<br />

inmates and staff.<br />

Civilian<br />

After a career serving n the<br />

United States Air Force and<br />

distinguishing himself as a<br />

member of the Presidential<br />

Honor Guard, Mr. Timothy<br />

Carney offered his<br />

volunteer services to the<br />

Sheriff’s Office. He is<br />

responsible for the <strong>Santa</strong><br />

T. Carney<br />

Maria Station Parking<br />

Enforcement and<br />

Community Patrol, which includes<br />

enforcement of the Residential Permit<br />

Parking Program around Ernest Righetti High<br />

School. This is a daunting task, as over 400<br />

homes participate in the program. Mr.<br />

Carney donates two days a week to enforce<br />

the permit program and patrol the Orcutt<br />

community. Mr. Timothy Carney performs<br />

his volunteer duties with dedication and a<br />

serious sense of responsibility.<br />
