President Eisenhower accepted MacArthur’s plan to end <strong>the</strong> Korean War <strong>by</strong> holding<br />

a conference between Ike and Stalin. In a memorandum, MacArthur wrote, “It is my<br />

own belief th<strong>at</strong> <strong>the</strong> Soviet masses are just as eager for peace as are our own people.”<br />

Unfortun<strong>at</strong>ely, Stalin died before <strong>the</strong> meeting could take place. The two U.S. leaders<br />

MacArthur strongly implied th<strong>at</strong> Truman was on <strong>the</strong><br />

verge of a nervous breakdown: “It was quite apparent<br />

his nerves were <strong>at</strong> <strong>the</strong> breaking point—not only his<br />

nerves, but wh<strong>at</strong> was far more menacing in <strong>the</strong> Chief<br />

Executive of a country <strong>at</strong> war—his nerve.”<br />

Postscript: MacArthur Gives Eisenhower a<br />

Plan To End <strong>the</strong> War<br />

After MacArthur’s dismissal, <strong>the</strong> Korean War would<br />

drag on for ano<strong>the</strong>r two years, becoming <strong>the</strong> U.S.’s<br />

most bloody “police action,” as <strong>the</strong> Truman Administr<strong>at</strong>ion<br />

called it.<br />

MacArthur, however, had come up with ano<strong>the</strong>r<br />

plan.<br />

On Dec. 17 1952, he authored a memorandum, calling<br />

for a two-party conference between Eisenhower<br />

and Stalin, because <strong>the</strong> inclusion of o<strong>the</strong>r powers would<br />

only assure failure. The U.S. had such a mand<strong>at</strong>e, since<br />

it had been design<strong>at</strong>ed as <strong>the</strong> agent of <strong>the</strong> UN in <strong>the</strong> conflict.<br />

Such a conference would explore <strong>the</strong> world situ<strong>at</strong>ion<br />

as a “corollary to ending <strong>the</strong> Korean War.” The<br />

goal would be to allow Germany and Korea each to<br />

unite under forms of government to be popularly determined,<br />

where<strong>by</strong> <strong>the</strong> neutrality of <strong>the</strong> former, as well as<br />

Austria and Japan, would be guaranteed <strong>by</strong> <strong>the</strong> U.S.,<br />

U.S.S.R., with all o<strong>the</strong>r n<strong>at</strong>ions invited<br />

to join in as co-guarantors. This<br />

would include withdrawal of all foreign<br />

troops.<br />

In addition, he called for <strong>the</strong> U.S.<br />

and <strong>the</strong> Soviet Union to include in<br />

<strong>the</strong>ir constitutions a provision outlawing<br />

war as an instrument of n<strong>at</strong>ional<br />

policy, with all o<strong>the</strong>r n<strong>at</strong>ions<br />

doing <strong>the</strong> same.<br />

If such agreements could not be<br />

reached, <strong>the</strong> Soviets would be informed<br />

of <strong>the</strong> U.S. intention to clear<br />

North Korea of all enemy forces.<br />

This would include bombing <strong>the</strong> logistics<br />

centers in China and, if necessary,<br />

<strong>the</strong> use of nuclear weapons.<br />

Mac Arthur saw this intention as leverage<br />

for reaching an agreement<br />

which would, in <strong>the</strong> end, be in <strong>the</strong><br />

mutual interest.<br />

He concluded, “It is my own<br />

belief th<strong>at</strong> <strong>the</strong> Soviet masses are just<br />

as eager for peace as are our own people. I believe <strong>the</strong>y<br />

suffer <strong>the</strong> delusion th<strong>at</strong> <strong>the</strong>re are aggressive intentions<br />

against <strong>the</strong>m on <strong>the</strong> part of <strong>the</strong> capitalistic world, and<br />

th<strong>at</strong> <strong>the</strong>y would welcome an imagin<strong>at</strong>ive approach,<br />

which would allay this false impression. The Soviet<br />

Union is not blind to <strong>the</strong> dangers which actually confront<br />

it in <strong>the</strong> present situ<strong>at</strong>ion, and it might well settle<br />

<strong>the</strong> Korean War on equitable terms such as those herein<br />

outlined, just as soon as it realizes we have <strong>the</strong> will and<br />

<strong>the</strong> means to bring <strong>the</strong> present issues to a prompt and<br />

definitive determin<strong>at</strong>ion.”<br />

Eisenhower adopted MacArthur’s policy and took<br />

positive steps to implement it. But he lost his potential<br />

partner with Stalin’s de<strong>at</strong>h in March of 1953. Mac-<br />

Arthur’s grand plan died with him.<br />

Today, <strong>the</strong> actions of <strong>the</strong> Joint Chiefs of Staff and its<br />

head Gen. Martin Dempsey in preventing our current<br />

mad President Barack Obama from launching nuclear<br />

war, reflect <strong>the</strong> legacy of General MacArthur’s commitment<br />

to end war.<br />

Whe<strong>the</strong>r <strong>the</strong>re is a future for man, whe<strong>the</strong>r we explore<br />

<strong>the</strong> Solar System and beyond, will depend on<br />

whe<strong>the</strong>r people like MacArthur, and today like Lyndon<br />

LaRouche, come forward and assume <strong>the</strong> leadership of<br />

<strong>the</strong> n<strong>at</strong>ion.<br />
