ISSUE:<br />

Unclear if timing <strong>and</strong> locati<strong>on</strong> <strong>of</strong> emissi<strong>on</strong> estimates are correct. There is very little<br />

tracking <strong>of</strong> activity data for many end-use applicati<strong>on</strong>s.<br />

NEED:<br />

Integrated totals at higher temporal resoluti<strong>on</strong> so that the inventory compilers can<br />

check the rates <strong>of</strong> emissi<strong>on</strong> <strong>and</strong> timing <strong>of</strong> release etc.;<br />

Better spatial resoluti<strong>on</strong><br />

ISSUE:<br />

Generic EFs or equivalent fail to characterize emissi<strong>on</strong> rates over different spatial<br />

<strong>and</strong> temporal scales<br />

NEED:<br />

Independent checks <strong>on</strong> emissi<strong>on</strong> factors <strong>and</strong> emissi<strong>on</strong>s estimates, particularly for<br />

upstream oil <strong>and</strong> gas producti<strong>on</strong> emissi<strong>on</strong>s.<br />

Observati<strong>on</strong>s that identify emissi<strong>on</strong>s but do not quantify them can also be helpful<br />

for indicating sources that are currently being missed.<br />

ISSUE:<br />

N2O emissi<strong>on</strong> from soils very uncertain <strong>and</strong> unverified. So, try meso-scale to<br />

provide better spatial <strong>and</strong> temporal integrati<strong>on</strong> than plot level data<br />

NEED:<br />

Independent quantificati<strong>on</strong> <strong>of</strong> indirect emissi<strong>on</strong>s from volatilizati<strong>on</strong> <strong>and</strong> redepositi<strong>on</strong>,<br />

leaching <strong>and</strong> run-<strong>of</strong>f. Assessment <strong>of</strong> emissi<strong>on</strong> rates from “other l<strong>and</strong>s”<br />

e.g., water bodies, coastal areas etc.<br />

Process-based modeling has also been used successfully to reduce emissi<strong>on</strong>s.<br />

These models may use remote sensing <strong>and</strong> weather data to provide a more<br />

precise estimate <strong>of</strong> emissi<strong>on</strong>s. Combining these approaches with mesoscale<br />

model inversi<strong>on</strong>s could lead to more c<strong>on</strong>fidence in inventories <strong>of</strong> soil N2O<br />

emissi<strong>on</strong>s<br />

ISSUE:<br />

Estimates <strong>of</strong> emissi<strong>on</strong>s from biomass burning in n<strong>on</strong>-forest l<strong>and</strong> uses <strong>and</strong> other<br />

disturbances are very uncertain <strong>and</strong> unverified.<br />

NEED:<br />

Identificati<strong>on</strong> <strong>of</strong> area burnt <strong>and</strong> mass <strong>of</strong> biomass fuel available for combusti<strong>on</strong>, <strong>and</strong><br />

combusti<strong>on</strong> emissi<strong>on</strong> factors;<br />

Actual measurement <strong>of</strong> N2O <strong>and</strong> CH4 from fires. Measurement <strong>of</strong> CO, NOx etc.<br />

could serve as a proxy.<br />

ISSUE:<br />

Leakage from geological storage sites are challenging to identify <strong>and</strong> even more<br />

difficult to quantify. Leakage may occur over a wide area which needs to be<br />

completely covered.<br />

NEED:<br />

Accurate time series <strong>of</strong> isotopically distinguishable background emissi<strong>on</strong> rates at<br />

appropriate scales (storage sites i.e. 10-100 km)<br />

Ability to identify leaks<br />

Quantificati<strong>on</strong> <strong>of</strong> diffuse emissi<strong>on</strong>s<br />
