CONCLUSIONS AND RECOMMENDATIONS<br />

For Public Research Organisations (PROs)<br />

1. Without abandon<strong>in</strong>g the Open Science Model, PROs should seriously consider tak<strong>in</strong>g a<br />

pro-active role <strong>in</strong> the <strong>in</strong>novation process by manag<strong>in</strong>g IPR aris<strong>in</strong>g from research<br />

results. This is an important strategic decision, which requires establish<strong>in</strong>g a clear<br />

mission, realistic objectives, appropriate resources and a dedicated pr<strong>of</strong>essional<br />

transfer <strong>of</strong>fice.<br />

2. The ma<strong>in</strong> objectives should be to maximise the benefits <strong>of</strong> publicly funded research for<br />

society. These benefits can be measured <strong>in</strong> terms <strong>of</strong> regional economic development,<br />

new products, new companies, new services, new jobs and improved quality <strong>of</strong> life.<br />

3. The returns for PROs are to be measured <strong>in</strong> terms <strong>of</strong> attract<strong>in</strong>g more students,<br />

reta<strong>in</strong><strong>in</strong>g good scientists and enhanc<strong>in</strong>g access to additional research and development<br />

fund<strong>in</strong>g opportunities. Secur<strong>in</strong>g guaranteed levels <strong>of</strong> additional fund<strong>in</strong>g through<br />

licens<strong>in</strong>g is not realistic and should not be a prime objective.<br />

4. In Europe, creat<strong>in</strong>g and licens<strong>in</strong>g IPR is not sufficient <strong>in</strong> itself to produce significant<br />

benefits. There is a need for a much stronger <strong>in</strong>teraction between PROs and Industry<br />

and for a more active <strong>in</strong>volvement <strong>in</strong> the creation <strong>of</strong> new technology companies<br />

5. The KTO responsibilities must be exercised <strong>in</strong> a pr<strong>of</strong>essional way and require tra<strong>in</strong><strong>in</strong>g<br />

and experience that <strong>in</strong>cludes an understand<strong>in</strong>g <strong>of</strong> the needs <strong>of</strong> the researchers and <strong>of</strong><br />

the legal, <strong>in</strong>tellectual property and commercial issues surround<strong>in</strong>g the development <strong>of</strong><br />

technologies. It can take many years for the necessary experience to be ga<strong>in</strong>ed and so<br />

PROs should encourage membership <strong>of</strong> pr<strong>of</strong>essional KTO network<strong>in</strong>g associations <strong>in</strong><br />

order to exchange good practices and provide tra<strong>in</strong><strong>in</strong>g.<br />

For Industry and PROs<br />

6. The objectives <strong>of</strong> further develop<strong>in</strong>g a knowledge economy can only be achieved<br />

through a much closer collaboration between PROs and Industry. Both parties should<br />

consider revisit<strong>in</strong>g their relationships with a view to maximis<strong>in</strong>g the mutual benefits<br />

that may accrue when PROs are enabled to take a more active role <strong>in</strong> the <strong>in</strong>novation<br />

process.<br />

7. Industry and PRO associations should develop and implement by mutual agreement<br />

voluntary codes <strong>of</strong> conduct and guidel<strong>in</strong>es to optimise the opportunities for a range <strong>of</strong><br />

strategic relationships that can be entered <strong>in</strong>to. Both <strong>of</strong> these key stakeholders should<br />

recognise the mutual benefits that such <strong>in</strong>teractions can yield.<br />
