promoting local strategies for labour and innovation. The main<br />

objectives which have to be achieved being: analysis of employment on the<br />

local level, <strong>de</strong>velopment of local partnerships with relevant organisms from<br />

different sectors, elaboration of <strong>studies</strong> and researches connected to the<br />

local employment strategies, <strong>de</strong>velopment and implementation of local<br />

strategies and <strong>de</strong>velopment of networks for information‟s dissemination.<br />

The financing from the European Social Fund covered three<br />

horizontal aspects of the European policy: promoting of local initiatives for<br />

employment, social dimension and employment insi<strong>de</strong> informational<br />

society and equal opportunities for men and women. In or<strong>de</strong>r to achieve<br />

these objectives, specific measures will be implemented such as the<br />

following:<br />

professional reintegration for long term unemployment;<br />

professional integration for young unemployment and those<br />

persons which were exclu<strong>de</strong>d from the labour market;<br />

a better access of women on the labour market;<br />

<strong>de</strong>velopment of educational and training systems;<br />

concentration of human potential on R&D activities.<br />

Another important European Fund is the European Regional<br />

Development Fund (ERDF), which has as a principal mission <strong>de</strong>creasing of<br />

the inter<strong>regional</strong> disparities across the European Union. The main<br />

directions of action un<strong>de</strong>r ERDF are stipulated by the European Parliament<br />

regulation number 1783/1999 and they are as follow:<br />

infrastructure investments: support structural <strong>de</strong>velopment and<br />

adjustment for lower <strong>de</strong>veloped regions and economic reconversion. They<br />

support <strong>de</strong>velopment of those regions which present structural problems<br />

and of fishing regions, too;<br />

investments in new sustainable jobs;<br />

investments in information technology and business environment<br />

for SMEs: support services for enterprises <strong>de</strong>velopment and technologic<br />

transfer;<br />

local <strong>de</strong>velopment i<strong>de</strong>as: promote local <strong>de</strong>velopment infrastructure<br />

and new financial instruments and offer assistance to those structures<br />

which <strong>de</strong>al with services in neighbourhood;<br />

investments in education and health (only un<strong>de</strong>r Objective 1).<br />

All these measures were focused on: informational society<br />

<strong>de</strong>velopment, R&D promotion, <strong>de</strong>velopment of a better business<br />

environment, environment protection, trans-bor<strong>de</strong>r and inter<strong>regional</strong><br />

cooperation.<br />
