IRAN AND IRAQ: Iran’s <strong>Contribution</strong> <strong>to</strong> <strong>the</strong> <strong>Civil</strong> <strong>War</strong> <strong>in</strong> <strong>Iraq</strong><br />

Mounir Elkhamri is a Middle East Military Analyst for <strong>the</strong> Foreign Military Studies Office<br />

at Fort Leavenworth, Kansas. He has native fluency <strong>in</strong> Arabic and work<strong>in</strong>g fluency <strong>in</strong><br />

French and German. He is a graduate of <strong>the</strong> University of Missouri, Kansas City and is currently<br />

work<strong>in</strong>g on his Masters <strong>in</strong> Middle East Studies. He is a sergeant <strong>in</strong> <strong>the</strong> U.S. Army Reserve and<br />

just completed an 18-month <strong>to</strong>ur <strong>in</strong> <strong>Iraq</strong> where he worked with a logistics brigade, a maneuver<br />

battalion and a Special Forces ODA team.<br />

He also served as <strong>the</strong> personal cultural advisor and transla<strong>to</strong>r for Major General Rodriguez—<strong>the</strong><br />

commander of Task Force Freedom. He was also a transla<strong>to</strong>r for various high<br />

rank<strong>in</strong>g officials, such as Secretary of State Condoleezza Rice, U.S. Ambassador Dr. Zalmay<br />

Khalilzad, General George Casey, LTG John R. V<strong>in</strong>es and o<strong>the</strong>rs. He was po<strong>in</strong>t man for many<br />

<strong>in</strong>itiatives work<strong>in</strong>g with <strong>the</strong> local <strong>Iraq</strong>is, <strong>the</strong> <strong>Iraq</strong>i Army, <strong>the</strong> <strong>Iraq</strong>i police and <strong>Iraq</strong>i politicians.<br />

In 2004, Mounir co-authored <strong>the</strong> article “Who will be <strong>the</strong> next President of Egypt?” and a<br />

study on “Urban Population Control <strong>in</strong> Counter<strong>in</strong>surgency.” In 2006, Mounir wrote <strong>the</strong> articles:<br />

“Deal<strong>in</strong>g with <strong>the</strong> <strong>Iraq</strong>i populace: An Arab-American soldier’s perspective” and “Deal<strong>in</strong>g<br />

with <strong>the</strong> new <strong>Iraq</strong>i security forces.”<br />

MISSION<br />

<strong>The</strong> mission of <strong>The</strong> James<strong>to</strong>wn <strong>Foundation</strong> is <strong>to</strong> <strong>in</strong>form and educate policymakers<br />

and <strong>the</strong> broader policy community about events and trends <strong>in</strong> those societies which<br />

are strategically or tactically important <strong>to</strong> <strong>the</strong> United States and which frequently restrict<br />

access <strong>to</strong> such <strong>in</strong>formation. Utiliz<strong>in</strong>g <strong>in</strong>digenous and primary sources, James<strong>to</strong>wn’s material<br />

is delivered without political bias, filter, or agenda. It is often <strong>the</strong> only source of<br />

<strong>in</strong>formation that should be, but is not always, available through official or <strong>in</strong>telligence<br />

channels, especially <strong>in</strong> regard <strong>to</strong> Eurasia and terrorism.<br />
