We also thank our regulatory agency partners, including the California Department of Fish and Game, National Marine Fisheries Service and US Fish and Wildlife Service. 1 On behalf of Sustainable Conservation, Carson Cox led the multi-year Ponds Project and, with our partners, explored potential approaches and methodologies for overcoming regulatory barriers for constructing and operating off-stream storage ponds. Carson assembled and synthesized all the information he collected in preparing a first draft of this manuscript, while the final version of this full-length report was edited and refined by Erik Schmidt and Tim Vendlinski. 3
