<strong>ICAN</strong> ORGANIZATIONAL<br />

SUMMARY<br />

The <str<strong>on</strong>g>Inter</str<strong>on</strong>g>-<str<strong>on</strong>g>Agency</str<strong>on</strong>g> <str<strong>on</strong>g>Council</str<strong>on</strong>g> <strong>on</strong> <strong>Child</strong> <strong>Abuse</strong><br />

and <strong>Neglect</strong> (<strong>ICAN</strong>) was established in 1977 by<br />

the Los Angeles County Board of Supervisors.<br />

<strong>ICAN</strong> serves as the official County agent to<br />

coordinate development of services for the<br />

preventi<strong>on</strong>, identificati<strong>on</strong> and treatment of child<br />

abuse and neglect.<br />

Twenty-seven County, City, State and Federal<br />

agency heads are members of the <strong>ICAN</strong> Policy<br />

Committee, al<strong>on</strong>g with UCLA, five private sector<br />

members appointed by the Board of Supervisors<br />

and an <strong>ICAN</strong> youth representative. <strong>ICAN</strong>'s Policy<br />

Committee is comprised of the heads of each of<br />

the member agencies. The <strong>ICAN</strong> Operati<strong>on</strong>s<br />

Committee, which includes designated child<br />

abuse specialists from each member agency,<br />

carries out the activities of <strong>ICAN</strong> through its<br />

work as a committee and through various standing<br />

and ad hoc subcommittees. Twelve community<br />

based inter-disciplinary child abuse councils<br />

interface with <strong>ICAN</strong> and provide valuable<br />

informati<strong>on</strong> to <strong>ICAN</strong> regarding many child<br />

abuse related issues. <strong>ICAN</strong> <strong>Associates</strong> is a<br />

private n<strong>on</strong>-profit corporati<strong>on</strong> of volunteer<br />

business and community members who raise<br />

funds and public awareness for programs and<br />

issues identified by <strong>ICAN</strong>. In 1996, <strong>ICAN</strong> was<br />

designated as the Nati<strong>on</strong>al Center <strong>on</strong> <strong>Child</strong><br />

Fatality Review by the U.S. Department of Justice.<br />

This str<strong>on</strong>g multi-level, multi-disciplinary and<br />

community network provides a framework<br />

through which <strong>ICAN</strong> is able to identify those<br />

issues critical to the well-being of children and<br />

families. The <str<strong>on</strong>g>Council</str<strong>on</strong>g> is then able to advise the<br />

members, the Board and the public <strong>on</strong> relevant<br />

issues and to develop strategies to implement<br />

programs that will improve the community's<br />

collective ability to meet the needs of abused<br />

and at-risk children with the limited resources<br />

available.<br />

<strong>ICAN</strong> has received nati<strong>on</strong>al recogniti<strong>on</strong> as<br />

a model for inter-agency coordinati<strong>on</strong> for the<br />

protecti<strong>on</strong> of children. All <strong>ICAN</strong> Policy and<br />

Operati<strong>on</strong>s Committee meetings are open to<br />

the public. All interested professi<strong>on</strong>als and<br />

community volunteers are encouraged to<br />

attend and participate.<br />
