Republican Convention at Lafayette Adopts Liberation of Cuba Resolution<br />

A REPUBLICAN RESOLUTION<br />

Call<strong>in</strong>g For Cuba's Liberation<br />

Adopted at <strong>the</strong> Third Louisiana<br />

Congressional District Convention<br />

of <strong>the</strong> Republican Party, Lafayette,<br />

Louisiana, May 26, 1968.<br />

WHEREAS, it is <strong>the</strong> sense of this convention that <strong>the</strong><br />

time has arrived for <strong>the</strong> United States of America to assume<br />

<strong>the</strong> <strong>in</strong>itiative aga<strong>in</strong>st <strong>the</strong> worldwide Communist Conspiracy;<br />

WHEREAS, aggressive subversion, terrorism, sabotage<br />

and guerilla warfare have been mounted aga<strong>in</strong>st <strong>the</strong> countries<br />

of <strong>the</strong> Western Hemisphere by <strong>the</strong> Communist Regime<br />

<strong>in</strong> Cuba, with military and o<strong>the</strong>r assistance from extracont<strong>in</strong>ental<br />

powers; namely, <strong>the</strong> Soviet Union, Red Ch<strong>in</strong>o,<br />

and certa<strong>in</strong> Communist elements from Vietnam and Eastern<br />

Europe;<br />

WHEREAS, <strong>the</strong> anatomy of this assault has been documented<br />

and exposed s<strong>in</strong>gly and/or collectively by public,<br />

quasi-public and private agencies, organizations and<br />

commillees such as <strong>the</strong> Uni ted States Senate Internal<br />

Security Subcommillee; Permanent Subcommittee On Investigations<br />

Of The Committee on Government Operations,<br />

United States Senate; The Commillee On Un-<strong>American</strong><br />

Activities, House of Representatives; The Federal Bureau<br />

of Investigations; The Organization of <strong>American</strong> States<br />

(OAS); The Tri-Cont<strong>in</strong>ental (Communist) Conference establlshell<br />

<strong>in</strong> Havana, Cuba, In January, 1966, and its offspr<strong>in</strong>g,<br />

The Lot <strong>in</strong> Ameri can Sol idarity Organi zat ion (LASO);<br />

The Jo<strong>in</strong>t Legislative Commillee On Un-<strong>American</strong> Activities,<br />

State of Louisiana; The Senate of <strong>the</strong> State of Florida;<br />

The Truth About Cuba Commillee, Inc., Miami, Florida; The<br />

U.S. Citizens Commillee For A Free Cuba, Inc. of Miami,<br />

and Wash<strong>in</strong>gton; The <strong>American</strong> Security Council, Chicago;<br />

Cuban Exile Organizations and news media <strong>in</strong> <strong>the</strong><br />

United States and Lat<strong>in</strong> America; and o<strong>the</strong>rs;<br />

WHEREAS, <strong>the</strong> "Communist Threat To The United States<br />

Through The Caribbean" reflects sworn testimony by knowledgeable<br />

United States and Lat<strong>in</strong> <strong>American</strong> leaders before<br />

<strong>the</strong> U.S. Senate Internal Security Subcommillee that bores<br />

<strong>the</strong> <strong>in</strong>ternational Communist Conspiracy to subvert <strong>the</strong><br />

Western Hemisphere, dot<strong>in</strong>g bock to <strong>the</strong> 1920's, culm<strong>in</strong>at<strong>in</strong>g<br />

<strong>in</strong> 1959 with <strong>the</strong> takeover of Cuba, aim<strong>in</strong>g a dogger<br />

at <strong>the</strong> heart of America;<br />

WHEREAS, Paul D. Be<strong>the</strong>l, one 01 <strong>the</strong> lead<strong>in</strong>g U.S.<br />

authorities on Lat<strong>in</strong> <strong>American</strong> affairs, a former state<br />

deportment official, and editor of a special bullet<strong>in</strong> for <strong>the</strong><br />

U.S. Ci tizens Commillee For A Free Cuba, Inc. has warned<br />

that Soviet Russia and Red Ch<strong>in</strong>o and <strong>the</strong> Viet Cong are<br />

cooperat<strong>in</strong>g <strong>in</strong> <strong>the</strong> operation of communist tra<strong>in</strong><strong>in</strong>g bases<br />

<strong>in</strong> Cuba;<br />

WHEREAS, <strong>the</strong> <strong>in</strong>terlock of Communist-action and Communist-front<br />

organizations operat<strong>in</strong>g <strong>in</strong> Louisiana and <strong>the</strong><br />

rest of <strong>the</strong> United States with Red Cuba has boen shown<br />

by <strong>the</strong> U.S. House Commillee on Un-<strong>American</strong> Activities,<br />

<strong>the</strong> F.B./. and o<strong>the</strong>r agencies;<br />

WHEREAS, Louisianians H. Rap Brown, Chairmon of<br />

<strong>the</strong> Student Non-Violent Coord<strong>in</strong>at<strong>in</strong>g Commillee, and Ihe<br />

late Lee Harvey Oswald, communist assass<strong>in</strong> of <strong>the</strong> president<br />

of <strong>the</strong> United States and a member of <strong>the</strong> Fair Ploy<br />

For Cuba Commillee, have helped to reaffirm <strong>the</strong> l<strong>in</strong>k of<br />

radical U.S. groups with Red Cuba;<br />

WHEREAS, <strong>the</strong> Louisiana Jo<strong>in</strong>t Legislalive Commillee,<br />

<strong>in</strong> Its series of hear<strong>in</strong>gs titled"Activilies of <strong>the</strong> Sou<strong>the</strong>rn<br />

Conference Educational Fund, Inc. <strong>in</strong> Loui siano," as<br />

well as its expose on <strong>the</strong> "Spartacist League and Certa<strong>in</strong><br />

O<strong>the</strong>r Communist Activities In South Louisiana," has<br />

helped to br<strong>in</strong>g <strong>the</strong> proximity of <strong>the</strong> communist threat <strong>in</strong>to<br />

sharper focus for Louisianians;<br />

WHEREAS, <strong>the</strong>se and o<strong>the</strong>r sources have shown <strong>the</strong><br />

Amerrcan people Ihat radical hole groups like <strong>the</strong> Revolulionary<br />

Action Movement (R.A.M.) and <strong>the</strong> W.E.B. Dubois<br />

Clubs have received much of <strong>the</strong>ir impelus, f<strong>in</strong>anc<strong>in</strong>g, and<br />

guidance <strong>in</strong> street riot<strong>in</strong>g, racial disorders, campus rebellions<br />

and anti- Vietnam activity from Cubo;<br />

WHEREAS, <strong>the</strong> dist<strong>in</strong>guished Negro iournalist, Carl T.<br />

Rowan, writ<strong>in</strong>g <strong>in</strong> <strong>the</strong> May, 1968 edition of Reader's Digest,<br />

documents how Spa<strong>in</strong>, Canada, France, Great Brila<strong>in</strong> and<br />

o<strong>the</strong>r friends of <strong>the</strong> United States are help<strong>in</strong>g to f<strong>in</strong>ance<br />

Caslro-Commun ist exi stence;<br />

WHEREAS, numerouS United Slates and hemispheric organizations,<br />

by resolutions, Ireaties, doctr<strong>in</strong>es, and o<strong>the</strong>r<br />

aCls, underscored a Jo<strong>in</strong>l Resolution of <strong>the</strong> U.S. Congress,<br />

adopled April 20, 1898, that proclaimed that "Cuba is, and<br />

of right, ought 10 be, free and <strong>in</strong>dependent";<br />

AND WHEREAS, this Convention recognizes that no<br />

<strong>American</strong> is free so long as Cuba is enslaved.<br />

NOW, THEREFORE, BE IT RESOLVED, thaI <strong>the</strong> Convention<br />

of <strong>the</strong> Third Louisiana Congressional District of<br />

Ihe Republican Party, meel<strong>in</strong>g this 26th day of May, 1968,<br />

In Lafayette, Louisiana, does reaffirm <strong>the</strong> "Cuba and Lal<strong>in</strong><br />

America" plank, <strong>in</strong>corporated <strong>in</strong> <strong>the</strong> Declaration of Pr<strong>in</strong>ciples<br />

and Platform of <strong>the</strong> Republican Parly of Louisiana; as<br />

well as <strong>the</strong> various lenets of <strong>the</strong> Republican Nalional PloIfornI,<br />

presented 10 Ihe Republican Notional Convention,<br />

July 141h, 1964, <strong>in</strong> Son Francisco, California, and more porticularly,<br />

"The Geography of Freedom" section, as it relates<br />

to a free and <strong>in</strong>dependent Cuba;<br />

BE IT FURTHER RESOLVED that this Convention more<br />

specifically recommends that a plank be wrillen <strong>in</strong>lo <strong>the</strong><br />

platform of <strong>the</strong> Republican Parly at <strong>the</strong> Notional Convention<br />

<strong>in</strong> Miami, Florida, coll<strong>in</strong>g for <strong>the</strong> immediale liberalion<br />

of Cuba from her communisl yoke, <strong>the</strong> free<strong>in</strong>g of thousands<br />

of pol iti col pri soners held capl ive <strong>in</strong> Ihe jai Is of Cuba,<br />

and <strong>the</strong> economic and social rehabilitation of <strong>the</strong> island<br />

Republic;<br />

BE IT FURTHER RESOLVED, that <strong>the</strong> United States<br />

formulale its plan and submit it to <strong>the</strong> member notions of<br />

<strong>the</strong> Organizotion of <strong>American</strong> States coll<strong>in</strong>g for <strong>the</strong> elim<strong>in</strong>ation<br />

of <strong>the</strong> Russian Communist regime <strong>in</strong> Cuba fronled<br />

by Soviet stooge, Fidel Caslro, bUI Ihat it oct alone, if<br />

necessary, as provided <strong>in</strong> <strong>the</strong> charIer and convenanls of<br />

Ihe Organizalion of <strong>American</strong> Stoles and <strong>the</strong> Rio Treaty of<br />

1947; that il declare a slale of nalionol emergency; thaI it<br />

advise all notions 10 cease and desist <strong>in</strong> transport<strong>in</strong>g<br />

supplies 10 Cuba; that it direcl Ihal all acts of subversive<br />

<strong>in</strong>tervenlion by <strong>the</strong> Castro regime aga<strong>in</strong>st notions of <strong>the</strong><br />

Western Hemisphere be term<strong>in</strong>ated immediately; that a<br />

Cub"n Government <strong>in</strong> Exile be recognized and given all<br />

necessary support so that <strong>the</strong> Cubons may eradicate communism<br />

and liberate <strong>the</strong>ir country, thus safeguard<strong>in</strong>g <strong>the</strong><br />

security 01 <strong>the</strong> United Stales of America;<br />

AND, BE IT FURTHER RESOLVED, Ihat <strong>the</strong> members<br />

of <strong>the</strong> Platform Commillee of Ihe Republican Party of Ihe<br />

Slate of Loui si ana are hereby pet itioned and di recled to<br />

toke whatever steps are necessary 10 <strong>in</strong>corporate <strong>in</strong> Ihe<br />

Notional Platform of <strong>the</strong> Republican Party at <strong>the</strong> Augusl<br />

Convention <strong>in</strong> Miami, Florida, <strong>the</strong> sense of <strong>the</strong> delegates<br />

of this Convention coll<strong>in</strong>g for Ihe immediate liberation<br />

of Cuba.<br />
