final. If an item is determined to be of such a character, then it requires a two-thirds vote of the Conference<br />
to be placed on the agenda. The votes described in this rule are substantive votes, and, as such, observers<br />
are not permitted to cast a vote. For purposes of this rule, ―the members present and voting ― means<br />
members (not including observers) in attendance at the session during which this motion comes to vote.<br />
Rule 6 - Explanatory memorandum<br />
Any item proposed for inclusion in the agenda shall be accompanied by an explanatory memorandum and,<br />
if possible, by basic documents.<br />
Rule 7 - Duties of the Secretary-General<br />
III. SECRETARIAT<br />
1. The Secretary-General or her/his designate shall act in this capacity in all meetings of the<br />
Conference.<br />
2. The Secretary-General, in cooperation with the Deputy Secretary-General, shall provide and<br />
direct the staff required by the Conference and be responsible for all the arrangements that<br />
may be necessary for its meetings.<br />
Rule 8 - Duties of the Secretariat<br />
The Secretariat shall receive, print, and distribute documents, reports, and resolutions of the Conference,<br />
and shall distribute documents of the Conference to the Members, and generally perform all other work<br />
which the Conference may require.<br />
Rule 9 - Statements by the Secretariat<br />
The Secretary-General, or her/his representative, may make oral as well as written statements to the<br />
Conference concerning any question under consideration.<br />
Rule 10 - Selection of the President<br />
The Secretary-General or her/his designate shall appoint, from applications received by the Secretariat, a<br />
President who shall hold office and, inter alia, chair the Conference for the duration of the session, unless<br />
otherwise decided by the Secretary-General.<br />
Rule 11 - Replacement of the President<br />
If the President is unable to perform her/his functions, a new President shall be appointed for the unexpired<br />
term at the discretion of the Secretary-General.<br />
IV. LANGUAGE<br />
Rule 12 - Official and working language<br />
English shall be the official and working language of the Conference.<br />
Rule 13 - Interpretation (oral) or translation (written)<br />
Any representative wishing to address any body or submit a document in a language other than English<br />
shall provide interpretation or translation into English.<br />
This rule does not affect the total speaking time allotted to those representatives wishing to address the<br />
body in a language other than English. As such, both the speech and the interpretation must be within the<br />
set time limit.<br />
V. CONDUCT OF BUSINESS<br />
Rule 14 – Quorum<br />
The President may declare a meeting open and permit debate to proceed when representatives of at least<br />
