launched in 2009. The program in Haiti will be one <strong>of</strong> multidisciplinary education. Tailored for<br />

INAGHEI students and <strong>of</strong>ficials, the program will consist <strong>of</strong> a series <strong>of</strong> seminars developed by the<br />

Executive Secretariat for Integral Development (SEDI), the Secretariat for Political Affairs, and the<br />

Secretariat for Legal Affairs (SLA).<br />

2.2.1 Office <strong>of</strong> the Chief <strong>of</strong> Staff <strong>of</strong> the Assistant Secretary General<br />

The Office <strong>of</strong> the Chief <strong>of</strong> Staff <strong>of</strong> the Assistant Secretary General serves as liaison in administrative<br />

matters between the Office <strong>of</strong> the Assistant Secretary General and the pertinent dependencies <strong>of</strong> the<br />

Office <strong>of</strong> the Assistant Secretary General (the Columbus Memorial Library, the Inter-<strong>American</strong><br />

Commission <strong>of</strong> Women, the Inter-<strong>American</strong> Committee on Ports, the Department <strong>of</strong> Conferences and<br />

Meetings, the Coordinating Office for the Offices and Units <strong>of</strong> the General Secretariat in the Member<br />

<strong>States</strong>, and the Office <strong>of</strong> the Secretariat <strong>of</strong> the General Assembly, the Meeting <strong>of</strong> Consultation, the<br />

Permanent Council, and Subsidiary Organs). The Office directs, manages, and supervises the<br />

execution <strong>of</strong> the program-budget for its area, according to instructions from the Assistant Secretary<br />

General, the pertinent resolutions <strong>of</strong> the General Assembly, the requirements established by donors <strong>of</strong><br />

external funds, and the rules and regulations <strong>of</strong> the General Secretariat. It also represents the<br />

Assistant Secretary General in dealings with the political bodies <strong>of</strong> the <strong>Organization</strong>, on missions, in<br />

international meetings, and in other events dealing with matters in its area <strong>of</strong> competence; prepares<br />

special reports, and performs other tasks as assigned by the Assistant Secretary General.<br />

In <strong>2008</strong>, the Office <strong>of</strong> the Chief <strong>of</strong> Staff <strong>of</strong> the Assistant Secretary General continued its efforts to<br />

streamline and strengthen the departments, <strong>of</strong>fices and units that are under the Office <strong>of</strong> the Assistant<br />

Secretary General. In this reporting year, the Chief <strong>of</strong> Staff worked with the new Director <strong>of</strong> the<br />

Department <strong>of</strong> Conferences and Meetings to improve the Department’s operation and management<br />

and ensure that the policy-making bodies receive all the services required to properly discharge the<br />

assigned mandates. She also worked with the Columbus Memorial Library to upgrade the services<br />

the Library <strong>of</strong>fers, explore the use <strong>of</strong> new technologies, review operating policies, and ensure that the<br />

Library continues to provide efficient service to the member states and to the General Secretariat.<br />

In addition to managing the Office <strong>of</strong> the Assistant Secretary General, the Chief <strong>of</strong> Staff <strong>of</strong> the<br />

Assistant Secretary General focused on the meetings <strong>of</strong> the Permanent Council and the annual<br />

meeting <strong>of</strong> the General Assembly. In <strong>2008</strong>, she supervised more than 200 meetings <strong>of</strong> the Permanent<br />

Council, committees, and working groups. To enhance support to the <strong>of</strong>fice <strong>of</strong> the chair <strong>of</strong> the<br />

Permanent Council, the Assistant Secretary General’s Chief <strong>of</strong> Staff designated a coordinator <strong>of</strong> the<br />

Office <strong>of</strong> the Secretariat <strong>of</strong> that Council, to coordinate the activities <strong>of</strong> the Permanent Council, the<br />

committees and working groups.<br />

In June <strong>2008</strong>, she coordinated the regular session the General Assembly held in Medellín, Colombia,<br />

working closely with Colombia’s Foreign Office to organize the logistics <strong>of</strong> the Assembly. This<br />

session <strong>of</strong> the Assembly was the first to rely more heavily on technology so as to reduce the use <strong>of</strong><br />

paper and employ “green” practices.<br />
