SPACE DEBRIS MITIGATION GUIDELINES OF THE COMMITTEE ON THE PEACEFUL USES OF OUTER SPACE<br />

When making determinati<strong>on</strong>s regarding potential soluti<strong>on</strong>s for removing objects<br />

from LEO, due c<strong>on</strong>siderati<strong>on</strong> should be given to ensuring that debris that survives<br />

to reach <str<strong>on</strong>g>the</str<strong>on</strong>g> surface <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Earth does not pose an undue risk to people or property,<br />

including through envir<strong>on</strong>mental polluti<strong>on</strong> caused by hazardous substances.<br />

Guideline 7:<br />

Limit <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g-term interference <str<strong>on</strong>g>of</str<strong>on</strong>g> spacecraft and launch vehicle orbital stages<br />

with <str<strong>on</strong>g>the</str<strong>on</strong>g> geosynchr<strong>on</strong>ous Earth orbit (GEO) regi<strong>on</strong> after <str<strong>on</strong>g>the</str<strong>on</strong>g> end <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir missi<strong>on</strong><br />

<str<strong>on</strong>g>Space</str<strong>on</strong>g>craft and launch vehicle orbital stages that have terminated <str<strong>on</strong>g>the</str<strong>on</strong>g>ir operati<strong>on</strong>al<br />

phases in orbits that pass through <str<strong>on</strong>g>the</str<strong>on</strong>g> GEO regi<strong>on</strong> should be left in orbits that avoid<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>ir l<strong>on</strong>g-term interference with <str<strong>on</strong>g>the</str<strong>on</strong>g> GEO regi<strong>on</strong>.<br />

For space objects in or near <str<strong>on</strong>g>the</str<strong>on</strong>g> GEO regi<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> potential for future collisi<strong>on</strong>s can<br />

be reduced by leaving objects at <str<strong>on</strong>g>the</str<strong>on</strong>g> end <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir missi<strong>on</strong> in an orbit above <str<strong>on</strong>g>the</str<strong>on</strong>g> GEO<br />

regi<strong>on</strong> such that <str<strong>on</strong>g>the</str<strong>on</strong>g>y will not interfere with, or return to, <str<strong>on</strong>g>the</str<strong>on</strong>g> GEO regi<strong>on</strong>.<br />

5. Updates<br />

Research by Member States and internati<strong>on</strong>al organizati<strong>on</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> area <str<strong>on</strong>g>of</str<strong>on</strong>g> space debris<br />

should c<strong>on</strong>tinue in a spirit <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al cooperati<strong>on</strong> to maximize <str<strong>on</strong>g>the</str<strong>on</strong>g> benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> space<br />

debris mitigati<strong>on</strong> initiatives. This document will be reviewed and may be revised, as<br />

warranted, in <str<strong>on</strong>g>the</str<strong>on</strong>g> light <str<strong>on</strong>g>of</str<strong>on</strong>g> new findings.<br />
