CONFERENCE FOCUS
We are living in the technology era and observing the impact of technology
in every aspect of our lives, communities and societies. The centers of power
are being defined by the development and management of technologies.
Those who are able to create new ideas, develop new technologies and harness
the capabilities generated by those technologies are setting the standards and
leading the way for the rest of the world.
As the rate of change increases and the technological system, socio-economic
system, political systems and educational system become more intertwined,
global leadership in every field is shifting toward innovative use and effective
management of technology. The world will continue to change. That change
will continue to be dominated by technology, especially as we start seeing the
convergence of emerging biotechnology and nanotechnology with current
computer, information and communication technologies.

Management of technologies that are changing the world will be the challenge
upon us. If we succeed we will reshape the world for the betterment of
humanity. If we fail, we will be victims to the forces affecting our lives
through the misuse of technology. It is up to us to be the winners in this new
world. Recognizing this enormous challenge, PICMET ’03 takes a bold step
and examines the reshaping of the world through technology management.

THE VENUE
PICMET ’03 will be held at the Hilton
Portland and Executive Tower Hotel
in downtown Portland, Oregon, USA
(921 SW 6th Ave., Portland, OR
97204, USA). A block of rooms has
been reserved at a special rate for
conference attendees.
ROOM RATES
$129 per night for a single room
and $139 per night for a double
occupancy room.
Reservation information will be
available on the PICMET web site
starting in early 2003.
ROOM SCHOLARSHIPS
PICMET and the Hilton Portland will
offer a limited number of scholarships
to students by subsidizing their room
rates during the conference.
The scholarship room rate is
$59 for single occupancy
and $79 for double occupancy.
Applications for room scholarships
should be made by the students
when they submit their papers.

There are three ways to submit abstracts and papers to PICMET.
1. The preferred method is to upload papers to the PICMET web
site at http://www.picmet.org. When you first visit the site,
click on “PICMET On-Line,” and you will be able to make and
modify your submissions, check the progress of your paper(s)
through the review process, see the referee comments about
your submission(s), and get real-time information on the
schedule of sessions and other events as soon as the
information becomes available.
2. If you would like to submit papers or abstracts as e-mail
attachments, the e-mail address is info@picmet.org.
3. If you prefer to use express mail, send your diskette to:

four weeks before the deadline in those cases.
OUTSTANDING STUDENT PAPER AWARD
To encourage young researchers in the area of Technology
Management, PICMET announces that up to three papers will
receive the Outstanding Student Paper Award at PICMET ’03.
The winners will be invited to present their papers at the conference.
Papers must be based on the student’s research toward a
graduate degree and must be nominated by the advising professor.
Eligibility is restricted to currently enrolled students and those
who have completed the Master’s or Doctorate no earlier than
July 31, 2001. Deadline for nominations is March 15, 2003.

PEER REVIEW PROCESS
All submissions to PICMET are subjected to a peer review process.
This is the step after the full manuscript (or PowerPoint presentation
for industry applications) has been submitted by the author(s).
Each submission is evaluated by one or more referees using the
evaluation criteria listed below for each type of paper. The
accept/reject decision for the papers is made after the peer review
process is completed and the authors make the recommended
changes.
The finalized papers, along with the copyright forms, are submitted
to PICMET by March 1, 2003.
EVALUATION CRITERIA

All submissions will be evaluated for:
1. Relevance to Technology Management
2. Relevance to the theme of the conference
3. Significance of the topic
4. Potential impact on Technology Management
ADDITIONAL CRITERIA
• Manuscripts for research papers are subjected to a peer review
process using the following criteria:
1. Originality of the research
2. Technical accuracy
3. Appropriateness of the research methodology
4. Significance of the findings
5. Adequacy of references
6. Contribution to the state of knowledge
7. Clarity of the paper
• Manuscripts or copies of PowerPoint slides for applications papers
will be subjected to a peer review process using the following criteria:
1. Adequacy of the information provided (including but not
limited to cases, descriptions of industrial applications,
and successful and unsuccessful examples of technology
management strategies in existing and emerging technologies)
2. Importance of the lessons learned
3. Potential contribution to future applications
4. Clarity of the paper (if a manuscript is submitted) or the
PowerPoint slides (if presentation slides are submitted)
