We recognize <strong>the</strong> importance <strong>of</strong> ensuring that envir<strong>on</strong>mental law <strong>and</strong> law in <strong>the</strong> field <strong>of</strong><br />

sustainable development feature prominently in academic curricula, legal studies <strong>and</strong><br />

training at all levels, in particular am<strong>on</strong>g judges <strong>and</strong> o<strong>the</strong>rs engaged in <strong>the</strong> judicial process,<br />

We express our c<strong>on</strong>victi<strong>on</strong> that <strong>the</strong> deficiency in <strong>the</strong> knowledge, relevant skills <strong>and</strong><br />

informati<strong>on</strong> in regard to envir<strong>on</strong>mental law is <strong>on</strong>e <strong>of</strong> <strong>the</strong> principal causes that c<strong>on</strong>tribute to <strong>the</strong><br />

lack <strong>of</strong> effective implementati<strong>on</strong>, development <strong>and</strong> enforcement <strong>of</strong> envir<strong>on</strong>mental law,<br />

We are str<strong>on</strong>gly <strong>of</strong> <strong>the</strong> view that <strong>the</strong>re is an urgent need to streng<strong>the</strong>n <strong>the</strong> capacity <strong>of</strong> judges,<br />

prosecutors, legislators <strong>and</strong> all pers<strong>on</strong>s who play a critical role at nati<strong>on</strong>al level in <strong>the</strong> process<br />

<strong>of</strong> implementati<strong>on</strong>, development <strong>and</strong> enforcement <strong>of</strong> envir<strong>on</strong>mental law, including multilateral<br />

envir<strong>on</strong>mental agreements (MEAs), especially through <strong>the</strong> judicial process,<br />

We recognise that <strong>the</strong> people most affected by envir<strong>on</strong>mental degradati<strong>on</strong> are <strong>the</strong> poor, <strong>and</strong><br />

that, <strong>the</strong>refore, <strong>the</strong>re is an urgent need to streng<strong>the</strong>n <strong>the</strong> capacity <strong>of</strong> <strong>the</strong> poor <strong>and</strong> <strong>the</strong>ir<br />

representatives to defend envir<strong>on</strong>mental rights, so as to ensure that <strong>the</strong> weaker secti<strong>on</strong>s<br />

<strong>of</strong> society are not prejudiced by envir<strong>on</strong>mental degradati<strong>on</strong> <strong>and</strong> are enabled to enjoy <strong>the</strong>ir<br />

right to live in a social <strong>and</strong> physical envir<strong>on</strong>ment that respects <strong>and</strong> promotes <strong>the</strong>ir dignity,<br />

We are also <strong>of</strong> <strong>the</strong> view that <strong>the</strong> inequality between powerful <strong>and</strong> weak nati<strong>on</strong>s in terms <strong>of</strong><br />

<strong>the</strong>ir relative capacity <strong>and</strong> opportunity to protect <strong>the</strong> sustainable development <strong>of</strong> <strong>the</strong> shared<br />

global envir<strong>on</strong>ment places a greater resp<strong>on</strong>sibility <strong>on</strong> <strong>the</strong> former to protect <strong>the</strong> global<br />

envir<strong>on</strong>ment, <strong>and</strong><br />
