Option B – Use a leased space and renovate another building, potentially, the former E. W Flynn
Elementary School. The Providence Renaissance Academy would look for a suitable structure for
renovating or building-on additional classrooms. The Providence Renaissance Academy has worked with
real estate agent, Sherri Mercurio and will employ her to locate potential sites in Providence County.
Challenges with this approach include, but are not limited to:
Land and building acquisition costs for establishing how to creatively finance this approach.
Finding a site with adequate green space or potential for green space development.
Zoning and Land Use Regulations
The facility chosen will be zoned for educational purposes and be in compliance with all state and Rhode
Island Department of Education guidelines and regulations.
Scope of Work to be Completed and Proposed Funding Mechanism
The Providence Renaissance Academy will possibly use the Ruggles St. facility during the first two years
of operation, with the possible addition of classrooms in the second and third years. There is also the
potential to build additional areas on the site for long-term use.
The Providence Renaissance Academy has also estimated a more conservative approach by including
modular buildings for the first year.
If the city of Providence grants The Providence Renaissance Academy formal permission to lease or buy
E.W.Flynn or Windmill School, The Providence Renaissance Academy Street location The will solicit the
Architectural/Engineering firm of H.V. Collins to conduct a Condition Assessment/Concept Plan. This
phase will be funded through a start-up grant to The Providence Renaissance Academy in 2013. The
Providence Renaissance Academy will collect $5,000 for this study to help systematically identify the
specific scope of improvements needed for the facility. The scope of the study shall list all deficiencies of
the existing building (HVAC, Plumbing, Electrical, Architectural, etc.) and analyze the site as it relates to
Rhode Island Department of Education Facilities Requirements. Particular attention shall be paid to fire
truck access, building massing, site development, play areas, parking and circulation.
The Providence Renaissance Academy will develop a site plan and basic floor plan for D.O.E. review
during the fall of 2013 in order to achieve a fall 2014 opening. An Environmental Study and Hazardous
Risk Assessment will also be required and carried out. Any improvements to the Providence Renaissance
Academy will be funded through financing of funds that will become available once school is in session.
This funding is accounted for in the budget.
Mr. Collins and Mr. Kuehl will manage and implement the project for The Providence Renaissance
Academy.
Project Timeline and Facility Plan
The Providence Renaissance Academy anticipates using 21 instructional units when fully
operational. PRA will anticipate growth at 3classrooms/grades per year. By year 5, the school
will be using 21 classrooms. Additional instructional units for Art and Music will be added over
time.
The Providence Renaissance Academy will meet all local and state policies related to health and
safety. As an independent charter school, The Providence Renaissance Academy will develop
and submit a school safety plan in compliance with RI regulations. The Providence Renaissance
Academy must meet all codes for sanitation, fire, construction, stability, temperature,
