Option B – Use a leased space and renovate another building, potentially, the former E. W Flynn<br />

Elementary <strong>School</strong>. The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> would look for a suitable structure for<br />

renovating or building-on additional classrooms. The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> has worked with<br />

real estate agent, Sherri Mercurio and will employ her to locate potential sites in <strong>Providence</strong> County.<br />

Challenges with this approach include, but are not limited to:<br />

Land and building acquisition costs for establishing how to creatively finance this approach.<br />

Finding a site with adequate green space or potential for green space development.<br />

Zoning and Land Use Regulations<br />

The facility chosen will be zoned for educational purposes and be in compliance with all state and <strong>Rhode</strong><br />

<strong>Island</strong> Department of Education guidelines and regulations.<br />

Scope of Work to be Completed and Proposed Funding Mechanism<br />

The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> will possibly use the Ruggles St. facility during the first two years<br />

of operation, with the possible addition of classrooms in the second and third years. There is also the<br />

potential to build additional areas on the site for long-term use.<br />

The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> has also estimated a more conservative approach by including<br />

modular buildings for the first year.<br />

If the city of <strong>Providence</strong> grants The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> formal permission to lease or buy<br />

E.W.Flynn or Windmill <strong>School</strong>, The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> Street location The will solicit the<br />

Architectural/Engineering firm of H.V. Collins to conduct a Condition Assessment/Concept Plan. This<br />

phase will be funded through a start-up grant to The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> in 2013. The<br />

<strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> will collect $5,000 for this study to help systematically identify the<br />

specific scope of improvements needed for the facility. The scope of the study shall list all deficiencies of<br />

the existing building (HVAC, Plumbing, Electrical, Architectural, etc.) and analyze the site as it relates to<br />

<strong>Rhode</strong> <strong>Island</strong> Department of Education Facilities Requirements. Particular attention shall be paid to fire<br />

truck access, building massing, site development, play areas, parking and circulation.<br />

The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> will develop a site plan and basic floor plan for D.O.E. review<br />

during the fall of 2013 in order to achieve a fall 2014 opening. An Environmental Study and Hazardous<br />

Risk Assessment will also be required and carried out. Any improvements to the <strong>Providence</strong> <strong>Renaissance</strong><br />

<strong>Academy</strong> will be funded through financing of funds that will become available once school is in session.<br />

This funding is accounted for in the budget.<br />

Mr. Collins and Mr. Kuehl will manage and implement the project for The <strong>Providence</strong> <strong>Renaissance</strong><br />

<strong>Academy</strong>.<br />

Project Timeline and Facility Plan<br />

The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> anticipates using 21 instructional units when fully<br />

operational. PRA will anticipate growth at 3classrooms/grades per year. By year 5, the school<br />

will be using 21 classrooms. Additional instructional units for Art and Music will be added over<br />

time.<br />

The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> will meet all local and state policies related to health and<br />

safety. As an independent charter school, The <strong>Providence</strong> <strong>Renaissance</strong> <strong>Academy</strong> will develop<br />

and submit a school safety plan in compliance with RI regulations. The <strong>Providence</strong> <strong>Renaissance</strong><br />

<strong>Academy</strong> must meet all codes for sanitation, fire, construction, stability, temperature,<br />
