European Politics:
The Making of Democratic States
new
Fall 2008
Dear Colleague:
This is the start of our twenty-fifth anniversary year. I hope
that you will forgive a platitude, because it must be said:
it seems that it was just yesterday . . . !
We have a lot to celebrate, not least our longevity as an
independent publisher. Some of you have been with us since
it all began in 1984; some of you have become acquainted
with our list more recently. To all of you—authors, readers,
librarians, booksellers—I want to say a personal thank you.
We owe our success to you.
With best wishes from all of us at LRP,
Sincerely,
Lynne C. Rienner
“C
omprehensive, accessible, and interesting.... The focus on the
nation-state and its development is excellent.” —Joel D. Wolfe
This innovative new text explores the nature of European
politics in the context of the origin and institutional development
of the European state system.
Underlying the analysis are a series of questions:
• How did the state, the central element of contemporary
European political life, emerge from and eventually triumph
over the bewildering multiplicity of competing forms of rule
that existed in Europe after the collapse of the Roman Empire?
• What explains the development of the common methods
for managing their economies, societies, and politics found in
contemporary European states?
• What are the nature and significance of the integration
of European states into the European Union?
The authors systematically cover the historical background
of the European democratic nation-state, its governing institutions
and practices, current efforts to unify the continent,
and the challenges posed by circumstances ranging from EU
membership to internal ethnonationalist movements to the
extensive migration of people within and into Europe. In the
concluding chapter, they consider the future of the European
state in light of its history, current domestic political realities,
and the broad forces of globalization.
Shaping German Foreign Policy:
History, Memory, and National Interest
“A
n outstanding book.... Leithner’s study advances our knowledge
about the complex, dynamic process through which political
elites craft and justify foreign policy—using language to mold
national identity and perceived national interests—in Germany and
elsewhere in the contemporary world.” —Francis A. Beer
Reconciling the imperatives of Germany’s national identity
and its national interest has been a challenge for the country’s
policymakers since the end of the Cold War. Anika Leithner
explores how (and how much) the past continues to shape
Germany’s foreign policy behavior in the first decade of the
twenty-first century.
Leithner argues that, while German foreign policy is still
heavily influenced by the memory of World War II, the exact
nature of that memory is slowly changing as the lessons of history
are being reinterpreted. Focusing on the military interventions
in Kosovo, Afghanistan, and Iraq, she deftly illustrates
the ways in which the lessons of history have been manipulated
in the pursuit of an assertive foreign policy—one that can
appease audiences at home while securing a leadership role
for Germany in Europe and beyond.
California Polytechnic State University.
Understanding Contemporary Russia
“P
rovides a wealth of material.... Written in a style that will be
accessible at the introductory level—but without simplifying—this
book thoroughly and engagingly covers the most important
dimensions of Russian politics, society, and culture from the
establishment of the Russian state to the present.” —Linda J. Cook
“Truly unique in its comprehensiveness and its attention to historical
context.” —Michael McFaul
Understanding Contemporary Russia provides a thorough
introduction to a country currently in the midst of political,
economic, and social transformation. Interdisciplinary in
design, the book is intended for use as a core text in introductory
survey and politics courses and also as a supplement
in a variety of discipline-oriented courses.
The authors draw on the best scholarship in their fields to
provide sophisticated yet accessible treatments of subjects
ranging from geography and history, to politics, economics,
and international relations, to ethnicity, population, health,
the environment, the role of women, religion, and literature
and film. Numerous maps, photographs, and suggestions for
further reading enhance the text.
Security and Sovereignty
in the Former Soviet Union
A
mong the contentious issues that come into play in relations
between Russia and the other post-Soviet states, security
concerns are arguably at the top of the list. Ruth Deyermond
explores the linkage between post-Soviet security politics and
the development of state sovereignty in the region, focusing on
Russia’s interactions with Ukraine, Georgia, and Belarus.
Deyermond ranges from ownership of nuclear weapons, to
the use of military bases, to control of the Black Sea Fleet to
show how competing understandings of sovereignty and the
willingness of the smaller states to assert their independence
from Russia have shaped both the nature and the outcome of
disputes about military assets. Her analysis of the complex
interconnections involved highlight a critical aspect of the
post-Soviet security environment.
Governing the Czech Republic and
Slovakia: Between State Socialism
and the European Union
“O
utstanding.... A fascinating account of efforts to create
(and to resist the creation of) those viable state institutions
necessary for a functioning democracy. Scherpereel’s empirically
rich and theoretically informed study provides new insights into
the stickiness of the communist political legacy and how the
international context has been critical in conditioning democratic
development in postcommunist Europe.” —Mark R. Beissinger
Why do democratic leaders sometimes choose not to
establish institutions that would promote the consolidation
of democracy? And what are the consequences of those
choices? Focusing on the cases of the Czech Republic and
Slovakia, John Scherpereel explores the interplay of historical
institutional legacies, short-term elite interests, and international
pressures (i.e., EU conditionality) in the process of
state reform.
The New European Union:
Confronting the Challenges of Integration
Innovative Governance in the European
Union: The Politics of Multilevel Policymaking
new
Steve Wood and
Wolfgang Quaisser
“A
vital acquisition for any community library international
studies shelf.” —Midwest Book Review
“A thoughtful, accessible overview of the dilemmas and challenges
facing the European Union today.” —Michael Baun
This concise but wide-ranging work explores the major political,
economic, and strategic challenges confronting the
European Union in the context of a rapidly changing geopolitical
environment.
Steve Wood and Wolfgang Quaisser consider the actors and
issues at the center of current developments in the integration
process. Beginning with some basic conceptual questions—for
example, what is Europe?—they focus on the Union’s increasingly
complex politics and economy. Their discussion ranges
from political economy, to policy reform and institutional
change, to the arena of international relations. They also
address the more intangible factors of European identity and
common political will.
An intriguing set of possible future scenarios concludes the
authors’ up-to-date examination of the EU after enlargement.
Do the traditional tools of governance make sense in the
decidedly nontraditional political entity that is the European
Union? Or are the realities of the unique EU system generating
new, and sometimes eclectic approaches to policymaking?
Responding to these questions, Innovative Governance in
the European Union explores the emergence and development
of governance approaches in a wide range of policy areas.
The book’s strong conceptual framework coupled with extensive
empirical studies allows systematic comparison across
EU policy areas. It also sheds light on the politics of policymaking
in the context of the incentives and constraints set by
the EU’s institutional structure. Taken as a whole, it provides
a comprehensive and authoritative overview of the forms of
governance now emerging in the European Union.
David Michael Green
The Europeans:
Political Identity in an Emerging Polity
“A
n ideal start for anyone who wants to know more or to do
their own research on the topic of European identity.... Very
easily accessible ... it represents a dense collection of well structured
information which summarizes the most central questions
about European identity in general.” —Anne Sophie Krossa,
Journal of Contemporary European Research
To what extent and for what reasons do citizens of the European
Union think of themselves not as French or German or
Polish ..., but as European? How have the answers changed
over time? What explains variations among individuals?
Addressing these and related questions, David Green draws
on a vast amount of empirical data to thoroughly investigate
the phenomenon of European identity.
Green finds that there is indeed a sense of European identity
among a substantial segment of the EU population but it is
an identity with a very different character than that of traditional
political identities. His demonstration of the “postmodern,”
instrumental nature of European identity has serious
implications not only for the development of the EU, but for
international politics more broadly.
The European Union and the Global South
“A
dopts an innovative thematic approach with an interesting
focus on interregionism. This is an important contribution to
the growing literature on the EU’s role in the world in general, and
in North/South relations in particular.”—Charlotte Bretherton
The development of coherent and effective relations with
other regions and countries is one of the most challenging
tasks faced by the European Union. This original volume
explores the EU’s engagement with the global South, focusing
on three controversial policy areas: economic cooperation,
development cooperation, and conflict management.
A discussion of the EU’s interregional model—which promotes
interaction with regions rather than nation-states—
provides a backdrop for case studies of EU policies with
regard to Africa, Asia, and Latin America. While disclosing
the tensions and overlaps between the EU’s foreign policies
and those of its member states, the authors also highlight an
increasing trend toward successful policy coordination.
In the Shadow of US Hegemony
“A
brilliant, polemical work of intellectual synthesis.... Cafruny
and Ryner make a powerful case that Europe’s continuing
subordination to the US ... is undermining both the political foundations
of the European project and the future of European welfare
states. Anyone who prefers a more optimistic story must overcome
the compelling arguments they have assembled.” —Fred Block
Alan W. Cafruny and
J. Magnus Ryner
In the wake of September 11, the European Union proclaimed
a new commitment to encouraging processes of political liberalization
in the Middle East, and a plethora of initiatives were
introduced to that end. Richard Youngs offers a thorough
analysis of the policies actually followed by the EU—by
national governments, as well as collectively—in the intervening
several years.
Drawing on official documents and extensive interviews
with key policymakers, Youngs assesses EU policies implemented
throughout the Middle East: in Iraq, Iran, the
Maghreb and Mashreq, the Palestinian Territories, the Gulf
states, and Turkey. His analysis sheds light not only on the
EU’s strengths and weaknesses as an international actor, but
also on the impact of external factors on political change and
on the hotly debated topic of the relationship between
democracy and security.
“In this path-breaking study, Cafruny and Ryner offer a sober
assessment of Europe’s prospects. Theirs is an argument with which
everyone concerned with the future of Europe will have to engage.”
—Andrew Gamble
“Europe at Bay is a well focused, incisive, and carefully argued
assessment of the current state of EU integration in the Atlantic
context.” —Kees van der Pijl
Europe at Bay is a salvo in the debate about the prospects of
the European Union and its role in the international arena.
Challenging prevailing interpretations of EU politics, Cafruny
and Ryner argue that current problems are not a result of integration
per se, nor of the “growing pains” that are inevitable
as governance gradually shifts from the nation-state to supranational
institutions, but instead arise from more fundamental
sources.
The authors eschew an idealized narrative as they explore
the limits of the EU’s economic and political power in relation
to the United States, and of its neoliberal social and economic
policies at home. They also consider the long-term prospects
for the transatlantic relationship. Their work is a provocative
contribution to a deeper and more comprehensive understanding
of Europe’s contemporary predicament.
find answers in an examination of broader EU security strategies,
the foreign and security policies of the newer and potential
EU members, and changing US priorities. Their perceptive
analysis offers a sharp lens through which to understand
the current and future state of transatlantic security.
“Going beyond many earlier works on the subject, Anderson offers a
theoretical framework for understanding EU security and defense
policy.... This is an excellent book for scholars and students interested
in the European Union and its development.” —Gale A. Mattox
In the absence of external security threats—and especially
given that most of the EU member states are also members
of NATO—what explains the European Union’s commitment
to a distinct, collective security policy? What justifies channeling
funds from cash-strapped European governments to
finance that policy?
Ranging from the early post–Cold War years to the present,
Stephanie Anderson explores the arguably surprising motivation
behind the EU’s security and defense policy, how the
ESDP has developed, how it has transformed the EU, and how
it might further the European integration project.
Tal Sadeh
Sustaining European Monetary Union:
Confronting the Cost of Diversity
“T
his is a good book.... Sadeh addresses an important and
somewhat neglected topic: the continued viability of EMU.”
—David H. Bearce
The tranquility of the European Union’s transition to the euro
in 1999 contrasted dramatically with the preceding tumultuous
decades of exchange rate crises and political upheavals. But
have the EU member states in fact converged sufficiently to
make monetary union a stable alternative? Or is EMU an institutional
lid on a simmering pot of diverse economies, in which
tensions are building to a future blowup? And if the latter,
what can be done to remedy the situation?
Arguing that EMU is disproportionately socially expensive
for many of the present and potential member states, Tal
Sadeh’s rigorous analysis focuses on the problematic implications
of the EU’s economic and political diversity. Sadeh is
particularly concerned with the domestic, structural, and institutional
reforms that will be necessary to sustain EMU. His
supporting quantitative data covers 43 countries: all of the EU
member states, the candidate countries, and the EU’s neighbors
in the Middle East, North Africa, and Eastern Europe.
Tal Sadeh is assistant professor of political science at Tel
Aviv University.
Studies on the European Polity
The European Union
and the Member States
Praise for the 1st edition:
“I
nvaluable to all specialists, students and academics working
in the field of European studies and international relations.”
—Wojciech Woźniak, Journal of Contemporary European Studies
“This valuable book offer[s] an impressive ‘bottom up’ view of the
new Europe.... What emerges from these chapters is a coherent and
accessible overview of the striking diversity of the European dimension
of political life across the member states.” —Munroe Eagles,
IEUSS Book Reviews
Thoroughly updated, this new edition of The European Union
and the Member States explores the complex relationship
between the EU and each of its now 25 members.
The country chapters follow a common format, considering:
How and in what areas does EU policy affect, and how
is it affected by, the member states? What mechanisms do
the member states use to implement EU policy? What is each
state’s compliance record?
Covering the full range of issues—from economic, social,
and environmental, to security, to home and justice affairs—the
authors offer an insightful discussion of the interplay of EU
initiatives with strong, existing national policies and traditions.
Europe Recast:
A History of European Union
Desmond Dinan
The Euro:
A Concise Introduction to
European Monetary Integration
3RD EDITION
Ever Closer Union:
An Introduction to European Integration
“A superb, eminently
readable history of the
European Union. The book
is a gem. Dinan’s book is a
good read for those of us
who know the story, and
an even better one for students
who do not.” —Steven B. Wolinetz,
International Journal
“A fascinating account ... full of idealism,
bureaucratic intrigue, personalities and political
entrepreneurs, ideological struggles, and
fluctuating international complexities and environments.
Dinan masterfully brings these all
together to provide an excellent treatment of the
European Community’s and later the European
Union’s institutional and policy development.”
—Peter H. Loedel, EUSA Review
Europe Recast tells the story of European
integration from its modern origins in the
1940s to the challenges of the new century.
Dinan deftly captures the dynamics of
the evolving debates about European unity.
Examining the factors and forces that led
to today’s union, he brings ideas, interests,
and actors to life. He has written a book
that, combining an authoritative treatment
of the subject and an engaging style, is an
essential guide to unraveling the complexity
of the EU system in the context of modern
European history.
Madeleine O. Hosli
“An excellent concise introduction to the origins
and workings of the euro.” —Amy Verdun
“Hosli succinctly explains all of the key
issues necessary to understanding the origins
of EMU, the current debates, and the future
implications of the euro project. This book is
an important contribution to all those who
teach about the European Union.”
—Peter H. Loedel
Tackling the alphabet
soup of European Union
treaties, structures, and
policies, this straightforward
introduction demystifies
the European
Economic and Monetary
Union (EMU).
Hosli first traces the
history of monetary integration in Western
Europe and discusses the political and
economic factors that led ultimately to the
establishment of EMU and the euro.
Then—in language accessible to the nonspecialist—she
explains how it actually
works. Ranging from institutions to performance
to the impact of the euro both
within Europe and on the international
monetary system, she provides a welcome
primer on this new phenomenon in the
global political economy.
Negotiating Privacy:
The European Union,
the United States, and
Personal Data Protection
Dorothee Heisenberg
How did the European
Union come to be the
global leader in setting
data privacy standards?
And what is the significance
of this development?
Dorothee
Heisenberg traces the origins of the stringent
EU privacy laws, the responses of
the United States and other governments,
and the reactions and concerns of a range
of interest groups.
Analyzing the negotiation of the original
1995 EU Data Protection Directive, the
2000 Safe Harbor Agreement, and the 2004
Passenger Name Record Agreement,
Heisenberg shows that the degree to which
business vs. consumer interests were factored
into governments’ positions was the
source not only of US-EU conflicts, but also
of their resolution. She finds, too, that public
opinion in Europe and the US has been
remarkably similar—and thus cannot
account for official US reaction to the
issues raised by the EU privacy directive.
More broadly, Negotiating Privacy sheds
important light on both the relationship
between the US and the EU and the relationship
between domestic issues and the
development of international rules.
Muslim Women
Stepdaughters of Al-Andalus
Gunther Dietz and Nadia El-Shohoumi
“This book goes a long way in challenging ...
simplistic depictions through analyzing the
diversity within the Muslim community, and
amongst Muslim women’s life-worlds.... The
issues discussed are not restricted to the
Spanish context, and so provide fodder for discussion
on the status of immigrant Muslim
women throughout the Western world.”
—Helen Vallianatos,
Canadian Review of Sociology & Anthropology
Gunther Dietz and
Nadia El-Shohoumi
delve into the worlds of
Muslim women in southern
Spain, examining
their religious beliefs and
practices, family and
community life, professional
training and labor
market integration, and the dimensions
and sources of the discrimination they
face daily.
The authors find that the Muslim
women typically are viewed as “stepdaughters”
by the Spanish society in
which they reside and often by their communities
of origin, as well. Dietz and El-
Shohoumi also critically assess the potential
within the host society for successfully
counteracting both the gender-based
and the ethno-religious discrimination to
which the women are subject.
CHOICE OUTSTANDING ACADEMIC BOOK!
Political Parties in the Regions
of Russia: Democracy Unclaimed
Grigorii V. Golosov
“For those interested in the
politics of Russia beyond
Kremlin halls and presidential
prognostication,
this is perhaps the best
book in many years.”
—Daniel J. Epstein,
The Russian Review
“A valuable and richly
empirical volume.... [Golosov] produces a fascinating
study, blending statistical data with
a breathtaking array of evidence from Russia’s
regions.... Highly recommended.” —Choice
“This excellent and important study is to be
highly recommended both to specialists in
Russian politics and to scholars of party politics
more generally.” —Cameron Ross,
Slavic Review
Political parties typically are assumed to
be essential for contemporary democratic
government and governance. Why, then,
has the regime change in Russia failed to
produce viable political parties? Grigorii
Golosov addresses this question, exploring
issues central to an understanding of
Russian political development.
Golosov combines statistical and qualitative
analysis, including case studies, to
explain why political parties have not yet
taken hold in Russia’s regions. Moving
from the late Soviet era to current efforts
by the federal government to promote a
viable party system at the regional level,
his work is a pathbreaking contribution
to both Russian studies and comparative
politics.
University at St. Petersburg (Russia).
Human Rights in Russia:
A Darker Side of Reform
Jonathan Weiler
“This is a revisionist book.... [It] has great
value in highlighting the magnitude of [the]
side effects of ‘democracy and reform.’”
—Charles H. Fairbanks Jr.,
Perspectives on Politics
“Weiler has made a bold
start at tackling tough and
important questions about
the relation between democratization,
marketization,
and physical security.”
—Kathleen E. Smith,
Political Science Quarterly
“This keenly focused book
[is] worth reading—scholars and advanced
students take note.” —Peter Juviler,
Slavic Review
Jonathan Weiler argues that the tumultuous
processes associated with political
and economic reform have, in important
instances, eroded human rights in post-
Soviet Russia.
Weiler asserts that, while Russia has
moved rapidly toward a market-based
economy, the social and legal elements of
democratization have lagged behind.
Examining the country’s human rights
record since 1991, he finds that the victims
have changed—to the socially disadvantaged
rather than the politically suspect—
but the realities of life for the most vulnerable
have in fact become worse. His work
draws much-needed attention to this
darker side of the post-Soviet transition.
On the Market:
Strategies for a Successful
Academic Job Search
Sandra L. Barnes
“All graduate students in the social sciences
and humanities should be given a copy of this
book on the day that they start graduate school.
It not only tells one how to navigate the job
market, but is an excellent guide to planning
an academic career.” —Kenneth J. Meier
“A wonderful array of
wide-ranging suggestions
and strategies. The presentation
of timelines, outlines
for paper presentations and
publications, CVs, and
teaching portfolios are
invaluable … not only
highly useful for graduate
students, but also an excellent addition to
departmental professional resource libraries.”
—Davita Silfen Glasberg
Features of On the Market include: easyto-read
checklists for navigating the
search process; clues to “reading between
the lines” of job postings; no-nonsense
tips—the “dos and don’ts”—for a variety
of interview settings; frank discussion of
both the professional and the personal
aspects of any job search; and attention to
the concerns of nontraditional and underrepresented
groups.
Sandra L. Barnes is associate professor
of sociology at Case Western Reserve
University.
The Black Academic’s Guide
to Winning Tenure—
Without Losing Your Soul
Kerry Ann Rockquemore and Tracey Laszloffy
“A critical resource for
black junior faculty who are
attempting to negotiate the
politics of promotion and
tenure at their institutions.
Both sensible and effective.”
—Rainier Spencer
“Provides valuable information
and practical tips.... This book
outlines concrete steps any junior faculty
member can and should take to help them win
tenure—but it is especially valuable for faculty
of color.” —Krista Johnson
Addressing head-on how power and the
thorny politics of race converge in the
academy, The Black Academic’s Guide is full
of invaluable tips and hard-earned wisdom.
It is an essential handbook that will
help black faculty survive and thrive in
academia without losing their voices, or
their integrity.
Kerry Ann Rockquemore is associate
professor of sociology and African American
studies and founding director of the
Black Faculty Retention Initiative at the
University of Illinois at Chicago. Tracey
Laszloffy is a coach and therapist for
black and Latino faculty at predominately
white institutions.
