that existed in Europe after the collapse of the Roman Empire?<br />

The authors systematically cover the historical background<br />
of the European democratic nation-state, its governing institutions<br />

membership to internal ethnonationalist movements to the<br />
extensive migration of people within and into Europe. In the<br />
concluding chapter, they consider the future of the European<br />
state in light of its history, current domestic political realities,<br />

mong the contentious issues that come into play in relations<br />
between Russia and the other post-Soviet states, security<br />
concerns are arguably at the top of the list. Ruth Deyermond<br />
explores the linkage between post-Soviet security politics and<br />
the development of state sovereignty in the region, focusing on<br />
Russia’s interactions with Ukraine, Georgia, and Belarus.<br />
Deyermond ranges from ownership of nuclear weapons, to<br />
the use of military bases, to control of the Black Sea Fleet to<br />
show how competing understandings of sovereignty and the<br />
willingness of the smaller states to assert their independence<br />
from Russia have shaped both the nature and the outcome of<br />
disputes about military assets. Her analysis of the complex<br />
interconnections involved highlight a critical aspect of the<br />

Union think of themselves not as French or German or<br />
Polish ..., but as European? How have the answers changed<br />

the phenomenon of European identity.<br />
Green finds that there is indeed a sense of European identity<br />
among a substantial segment of the EU population but it is<br />

Europe at Bay is a salvo in the debate about the prospects of<br />
the European Union and its role in the international arena.<br />
Challenging prevailing interpretations of EU politics, Cafruny<br />
and Ryner argue that current problems are not a result of integration<br />
per se, nor of the “growing pains” that are inevitable<br />
as governance gradually shifts from the nation-state to supranational<br />
institutions, but instead arise from more fundamental<br />
sources.<br />
The authors eschew an idealized narrative as they explore<br />
the limits of the EU’s economic and political power in relation<br />
to the United States, and of its neoliberal social and economic<br />
