RECOMMENDATION 6<br />
Executive Leadership Development<br />
Create sustainable leadership development training and support <strong>for</strong> ministers in their own right, and as leaders of<br />
ministries of health, to enhance their effectiveness in stewardship of health resources and establishing governance<br />
relationships across government and with local and regional institutions from non-governmental sectors.<br />
While the needs of ministries of health as stewards of their health systems are broad, there was strong support <strong>for</strong><br />
the creation of explicit leadership development opportunities <strong>for</strong> ministers of health and other senior leaders of<br />
ministries. <strong>The</strong> proposed Virtual Global Resource Center <strong>for</strong> <strong>Health</strong> <strong>Systems</strong> Stewardship and Governance would<br />
also support leadership development programs <strong>for</strong> new ministers at global level; ongoing programs <strong>for</strong> sitting<br />
ministers at regional level; and programs at regional and country levels to strengthen ministerial teams.<br />
A Global Campaign to Raise Awareness of the Importance of Stewardship and Governance in <strong>Health</strong><br />
<strong>Systems</strong> Strengthening and the Critical Role of Ministers and <strong>Ministries</strong> of <strong>Health</strong><br />
A global advocacy campaign is needed to continue to raise awareness and understanding among global health leaders,<br />
politicians, and the public of:<br />
• the specific role and needs of ministries of health in stewardship and governance of health systems at country level; and<br />
• the global, regional, and country-level activities that are needed to better support ministries in their fulfilling their core<br />
mission.<br />

RECOMMENDATION<br />
Advocacy <strong>for</strong> Strengthening <strong>Health</strong> <strong>Ministries</strong><br />
Create and sustain a campaign to raise awareness at country, regional, and global levels of the importance of ministries<br />
of health as stewards and participants in strong governance of health systems, and to build financial and policy<br />
support <strong>for</strong> this goal into all initiatives <strong>for</strong> health systems strengthening.<br />
Immediate action in the <strong>for</strong>m of follow-up conversations and consultations with global officials, donors, and<br />
country leaders, and other activities stemming from this report will define a sustained program of advocacy to<br />
mobilize political and resource support <strong>for</strong> ministries of health as stewards of health systems. ACHEST would lead<br />
this work in association with key global and regional partners.<br />
