deserved boost by receiv<strong>in</strong>g a <strong>SURF</strong> Award; but what happens after that?<br />

their progress s<strong>in</strong>ce their success <strong>in</strong> 2011. Here are their stories.<br />

<strong>The</strong> 2011 <strong>SURF</strong> Award w<strong>in</strong>ner <strong>in</strong> the<br />

Partnership category was <strong>Community</strong><br />

Power Orkney<br />

S<strong>in</strong>ce w<strong>in</strong>n<strong>in</strong>g a <strong>SURF</strong> Award <strong>in</strong> 2011, <strong>Community</strong> Power<br />

Orkney’s most significant development has been the <strong>in</strong>stallation<br />

of a sixth community-owned w<strong>in</strong>d turb<strong>in</strong>e on the Eday island<br />

(pictured here).<br />

the new 900 kilowatt<br />

turb<strong>in</strong>e will be sold<br />

<strong>in</strong>to the National Grid<br />

and is expected to<br />

generate at least<br />

£2.5m over the next<br />

20 years <strong>for</strong> the<br />

remote island’s<br />

population of 150. A<br />

community<br />

consultation and<br />

postal vote will be<br />

held to ensure that funds are distributed <strong>in</strong> accordance with the<br />

community’s wishes. <strong>The</strong> project was funded with a comb<strong>in</strong>ation of<br />

private and public fund<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g the Scottish Government’s<br />

<strong>Community</strong> and Renewable Energy Scheme.<br />

Eday now jo<strong>in</strong>s the islands of Westray, Stronsay, Shap<strong>in</strong>say, Hoy and<br />

Rousay, which have now had their<br />

community-owned revenue<br />

generat<strong>in</strong>g turb<strong>in</strong>es <strong>for</strong> over a<br />

year. <strong>The</strong> Orkney Islands have long<br />

struggled with depopulation and<br />

an ag<strong>in</strong>g population, but revenue<br />

from the turb<strong>in</strong>es is now really<br />

help<strong>in</strong>g to revitalise these island<br />

communities – which is more vital<br />

than ever <strong>in</strong> a period of high youth<br />

unemployment and squeezed<br />

council budgets.<br />

<strong>The</strong> Rousay, Egilsay & Wyre<br />

Development Trust, which<br />

adm<strong>in</strong>isters the revenue generated<br />

by the turb<strong>in</strong>e on Rousay, recently<br />

conducted a door-to-door survey<br />

of the islands’ 260 residents to<br />

decide where best to spend the<br />

money. A water taxi, homecare<br />

<strong>for</strong> the elderly, support <strong>for</strong> a<br />

community swimm<strong>in</strong>g pool and<br />

<strong>in</strong>vestment to improve broadband<br />

facilities were earmarked as priority areas. Rousay turb<strong>in</strong>e revenue also<br />

funds a bursary scheme to support young people to pursue tra<strong>in</strong><strong>in</strong>g and<br />

employment opportunities.<br />

<strong>The</strong> 2011 <strong>SURF</strong> Award w<strong>in</strong>ner <strong>in</strong> the<br />

Employability <strong>for</strong> All category was<br />

<strong>The</strong> Coalyard.<br />

South Lanarkshire Council were delighted to receive the 2011 <strong>SURF</strong><br />

Award <strong>in</strong> the category of Employability <strong>for</strong> All <strong>for</strong> <strong>The</strong> Coalyard<br />

<strong>in</strong>itiative.<br />

<strong>The</strong> Coalyard has operated as a South Lanarkshire Council Social Work<br />

Services project s<strong>in</strong>ce 2007,<br />

offer<strong>in</strong>g supported transitions<br />

to employment <strong>for</strong> young<br />

people with learn<strong>in</strong>g<br />

disabilities through its<br />

tearoom and laundry. It is a<br />

meet<strong>in</strong>g place and<br />

community hub <strong>for</strong> local<br />

groups and clubs, educat<strong>in</strong>g<br />

and chang<strong>in</strong>g attitudes<br />

towards disability.<br />

<strong>The</strong> last year has seen<br />

expansion of the project through the open<strong>in</strong>g of another<br />

satellite café <strong>in</strong> Douglas, with our sixth café planned to open <strong>in</strong><br />

East Kilbride early <strong>in</strong> the New Year, creat<strong>in</strong>g job opportunities<br />

<strong>for</strong> students and local people alike. Our cater<strong>in</strong>g bus<strong>in</strong>ess cont<strong>in</strong>ues<br />

to develop and expand, and we have secured a number of contracts<br />

from external companies, such as NHS Lanarkshire, to provide cater<strong>in</strong>g<br />

<strong>for</strong> their tra<strong>in</strong><strong>in</strong>g days.<br />

Our l<strong>in</strong>ks with key partner<br />

Motherwell College have<br />

grown stronger, provid<strong>in</strong>g<br />

skills and accredited<br />

tra<strong>in</strong><strong>in</strong>g to our students as<br />

they progress along the<br />

employment pathway.<br />

<strong>The</strong>y have developed a<br />

‘Buddy<strong>in</strong>g and Mentor<strong>in</strong>g’ course <strong>for</strong> students who wish to provide<br />

ongo<strong>in</strong>g support to their peers.<br />

As a direct result of w<strong>in</strong>n<strong>in</strong>g the <strong>SURF</strong> Award, we secured fund<strong>in</strong>g<br />

from the Scottish Government to evaluate the project. <strong>The</strong> Tra<strong>in</strong><strong>in</strong>g<br />

and Employment Research Unit (TERU) at the University of Glasgow<br />

hope to complete this next month, provid<strong>in</strong>g us with:<br />

• An evaluation of the current model (<strong>in</strong>clud<strong>in</strong>g a 3-year Bus<strong>in</strong>ess<br />

Plan and a shorter term Action Plan)<br />

• An assessment of the potential <strong>for</strong> trans<strong>for</strong>m<strong>in</strong>g <strong>The</strong> Coalyard <strong>in</strong>to<br />

a social enterprise<br />

• A Social Return on Investment<br />

• <strong>The</strong> development of a toolkit to aid replication<br />

<strong>The</strong> project recognises the potential <strong>for</strong> the exist<strong>in</strong>g model to support<br />

further developments planned. We envisage many challenges but<br />

hope to celebrate our success by shar<strong>in</strong>g our experience and shap<strong>in</strong>g<br />

future practice.<br />
