CHAIRMAN’S REPORT<br />
It was 65 years ago, when twelve individuals submitted a request to the <strong>Federal</strong> Deposit Insurance<br />
Corporation, that the <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong> was established. Since then, our membership has grown<br />
to over 64,000 with assets of more than $500 million to become Nebraska’s largest locally owned credit<br />
union. I’m pleased to report that, despite the difficult economic environment that continues to plague other<br />
financial institutions, the past year has seen <strong>SAC</strong> FCU’s growth and success continue. As a matter of fact,<br />
we were ranked among the top 20 credit unions nationally in loan growth, share growth, and loan-to-share<br />
ratio.<br />
Our History<br />
1946<br />
The original field of membership<br />
was restricted to civilian employees<br />
of the Strategic Air Command<br />
Headquarters at Andrews Field,<br />
Maryland; <strong>Credit</strong> <strong>Union</strong> employees,<br />
members of their immediate families;<br />
and their organizations.<br />
While our growth and expansion has certainly been impressive, rest assured that it’s come as a result of<br />
a well thought-out strategy to ensure our efforts are focused on generating the greatest return on assets<br />
while ensuring safety and soundness. Every decision we make is with the best interests and needs of our<br />
members in mind because we never forget that it’s your money. That’s why we’re also extremely pleased<br />
to report that we continue to maintain an extremely low delinquency rate that’s less than half of the industry average.<br />
Of course, we realize that our success and growth comes as a result of meeting the needs of our members through superior<br />
products and service. That’s why we continue to place emphasis on employee orientation and extensive on-going training through<br />
our Culture Development Department. We’ve also increased our focus on technology to ensure we provide the best delivery<br />
methods possible. While we’ve increased our locations to nineteen to provide convenience with a personal touch, we want to<br />
continue to bring the same products and services to those of you who prefer to conduct your business remotely.<br />
While the last 65 years has been an incredible journey, I believe that the best is yet to come. With the recent approval to expand<br />
our field of membership to include the counties of Washington and Saunders in Nebraska and Mills and Harrison in Iowa, we’re<br />
looking forward to bringing the <strong>SAC</strong> FCU advantage to those communities as well.<br />
I’d like to thank my fellow committee and board volunteers who contribute their time and talents in charting the course of our<br />
<strong>Credit</strong> <strong>Union</strong>. I’d also like to give special recognition to Jean Howard for her 30 years of volunteer service and for her recent<br />
induction into the Defense <strong>Credit</strong> <strong>Union</strong> Council Hall of Honor.<br />
Of course, none of our success would be possible without the hard work of our exceptional staff in executing our strategy<br />
and providing you with outstanding products and service. I think it’s also appropriate to mention how pleased we were to have<br />
our President, Gail DeBoer, selected by the National Association of <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>s for the prestigious and well-deserved<br />
distinction of “Chief Executive Officer of the Year.” This award recognizes outstanding leadership and credit union performance that<br />
places member service as its highest priority.<br />
Finally, I want to thank all of you for selecting <strong>SAC</strong> FCU as your trusted financial partner and for your support of the credit union<br />
philosophy of “people helping people.” While many things have changed over the last 65 years, one thing remains constant. We’ll<br />
continue to be committed to our core values of providing you, our member owners, with a safe and sound financial institution to<br />

The name of the <strong>Credit</strong> <strong>Union</strong> (C.U.)<br />
was changed to the Strategic Air<br />

A branch was opened in the<br />
Southroads Shopping Center.<br />
Share Drafts were offered. Total<br />
deposits in share drafts exceeded<br />
$25 million in over 17,000 accounts.<br />
The Fort Crook <strong>Federal</strong> <strong>Credit</strong><br />
<strong>Union</strong>, organized in March of 1944,<br />
as the Offutt <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>,<br />
merged with the Strategic Air<br />
Command <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>.<br />
1980<br />
The C.U. moved its Main Office to<br />
its present location at 36th Street<br />
and Highway 370. The C.U. had<br />
now expanded to three branches.<br />
1982<br />
The Strategic Investment Account<br />
was introduced.<br />
The Freedom Club was first<br />
established as the Freedom 55<br />
Club.<br />
1984<br />
ATM and debit cards were offered,<br />
and the first ATM was installed at<br />
the Main Office.<br />
PRESIDENT’S REPORT<br />
As I look back on the challenges <strong>SAC</strong> FCU has faced during the past few years, I am extremely pleased that<br />
we have successfully navigated through one of the most difficult financial periods in modern history. This is<br />
quite an accomplishment given that interest rates remained at the lowest levels in history. The <strong>Credit</strong> <strong>Union</strong>’s<br />
prudent lending practices and conservative financial management have served us well during this difficult time.<br />
As we look forward, <strong>SAC</strong> FCU is poised to continue to provide our members with the financial tools they need<br />
to succeed in today’s complicated financial world. I am proud of the management team and the employees of<br />
the <strong>Credit</strong> <strong>Union</strong> for working tirelessly on your behalf to deliver these exceptional results.<br />
Since 1946, <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong> has grown to be a leader in the credit union industry. <strong>SAC</strong> FCU has<br />
more than 64,000 members and over $500 million in assets, ranking it as the largest credit union in Nebraska.<br />
Through the years we have treated members as family – guiding them through financial challenges and sharing<br />
in their life events.<br />
The strong relationships that we have formed with our members are what have contributed to our growth and<br />
stability. Keeping in touch with our members’ ever-changing wants and needs has allowed us to provide them with the most innovative<br />
products and services. Our focus is to provide an outstanding experience in every branch, over the phone and on-line and to expand our<br />
products, services and facilities to position ourselves for future growth. Much of the <strong>Credit</strong> <strong>Union</strong> resources are used to foster innovation,<br />
provide continuous learning opportunities, develop lifelong relationships with members, proactively identify new market opportunities,<br />
ensure financial stability and exemplify social responsibility.<br />
The financial environment has seen innumerable changes in the past several years – in technology and delivery channels, and many<br />
more are sure to come. However, our members can rest assured that <strong>SAC</strong> FCU will continue to be an institution upon which they can rely<br />
and trust.<br />
<strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>’s community partnerships are evident in the strong ties it has forged with residents, community leaders,<br />
business owners and local schools. The <strong>Credit</strong> <strong>Union</strong> has become part of the fabric of these communities, providing affordable financial<br />
products and services and financial education, while maintaining a high profile at community meetings and events. Historically, <strong>SAC</strong> FCU<br />
has supported numerous community organizations, not only with vital monetary assistance, but also through the volunteer efforts of our<br />
employees.<br />
Many improvements to our <strong>Credit</strong> <strong>Union</strong> are on the horizon, both functionally and operationally, and combined with our drive<br />
for unmatched service we are positioned for the future. Members can look forward to these exciting initiatives: an upgraded online<br />
membership and deposit account opening system, a new online banking system with enhanced features and improved mobile banking<br />
application, and new initiatives to encourage children and young adults to join the credit union so future generations can enjoy the<br />
benefits of membership. This year, mobile banking and a <strong>SAC</strong> FCU Facebook page were implemented to improve member service and<br />
convenience through technology. Our goal remains to deliver high-quality products and service at the best possible price.<br />
Running the <strong>Credit</strong> <strong>Union</strong> takes a collective effort of a focused team of skilled professionals. Success begins with strong leadership.<br />
Your Board of Directors brings the business insight needed to drive the organization forward while the management team assists in<br />
building the vision and executes the business plan. Finally, we couldn’t do any of this without our team of outstanding employees who<br />
deliver exceptional service to our members.<br />
The past 65 years have been an amazing journey. Whatever the future holds, be assured that <strong>SAC</strong> FCU will continue to meet your<br />

SUPERVISORY COMMITTEE’S<br />
REPORT<br />
Each day brings new challenges to <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>. Their mission is providing the products and services to meet every stage of the<br />
membership’s life events. The primary responsibility of the Supervisory Committee is to ensure that our <strong>Credit</strong> <strong>Union</strong>’s policies and practices are<br />
satisfactorily protecting the assets of our membership and are in compliance with all applicable government regulations. It is also the responsibility of this<br />
committee to ensure that our annual financial statements fairly and accurately reflect the financial position of our credit union.<br />
The National <strong>Credit</strong> <strong>Union</strong> Administration (NCUA) recommends an independent quality assurance review of the Internal Audit Department be completed<br />
every five years and this was completed in April <strong>2011</strong>. Following the NCUA Audit, the Supervisory Committee completely revisited <strong>SAC</strong> FCU’s auditing<br />
procedures. This resulted in an improved auditing program. The annual independent audit and statement verification audit were completed by the CPA<br />
firm of Doeren Mayhew. There were no major concerns reported.<br />
The Supervisory Committee oversees the quality and integrity of the credit union’s financial statements and evaluates the performance of the internal<br />
audit function. The Committee reviews the internal control framework of the credit union to ensure the adequacy of internal controls surrounding assets<br />
and computerized information systems, reviews Board of Directors minutes, participates in the strategic planning, remains vigilant to what is happening<br />
in the credit union industry, and assists with member inquiries.<br />
The Supervisory Committee are pleased to report that <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong> continues to be well managed and financially sound. Be assured that<br />
we will remain steadfast in our focus on safeguarding member assets.<br />
I want to thank all of the Supervisory Committee Members and alternates for volunteering their time and service. A special thank you goes to Steve<br />
Doty, my predecessor as Chairman, for his service and dedication to the Committee.<br />
Finally, we want to thank the membership for their confidence in, and support of, <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>. We look forward to serving you, our<br />

TREASURER’S REPORT<br />
I am very pleased to report that <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong> has emerged from another tough economic year with strength and endurance. <strong>SAC</strong> <strong>Federal</strong><br />
<strong>Credit</strong> <strong>Union</strong> has maintained a capital ratio of 8.82% based on total capital of $45 million vs. $517 million in total assets. The credit union’s total assets<br />
grew at a rate of 14% during the past year. As other institutions were tightening credit, we continued to meet the financial needs of our members.<br />
The credit union has had the advantage of being located in the Midwest, where the Nebraska unemployment rate was 4.1% in June, <strong>2011</strong> vs. the<br />
national unemployment rate of 9.2%. Lending has been weak on a national basis, and I am proud to report that <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong> had loan growth<br />
of 17.7% during the past year. In addition to achieving the strong loan growth, we maintained our loan quality. The National <strong>Credit</strong> <strong>Union</strong> Association<br />
(NCUA) statistical records show that the ratio of delinquent loans to total loans is .52% for <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong> vs. 1.49% for our peer average;<br />
further, our net charge-offs to average loans is .47% vs. .94% for the peer average.<br />

64 TH ANNUAL MEETING MINUTES<br />
Gail L. DeBoer, President of <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>, welcomed<br />
those in attendance and led the Pledge of Allegiance.<br />
The business meeting was called to order at 7:26 p.m. It was<br />
determined that a quorum was present with more than 15<br />
members in attendance.<br />
James E. Rockwood, Chairman of the <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong><br />
Board of Directors, then introduced the following Board of Directors<br />
and Supervisory Committee members: Paul E. Norton, Chairman<br />
Emeritus (unable to attend); Douglas A. Frost, Director Emeritus;<br />
Patrick L. Jones, 1st Vice Chairman; William E. Hetzler, 2nd Vice<br />
Chairman; Marilyn Ogorzaly, Secretary; Joceslyn Boyd, Treasurer;<br />
Jean Howard, Director; Dr. Julia Cronin-Gilmore, Director; John Goble,<br />
Director; and Victor LaPuma, Director (unable to attend).<br />
The following Supervisory Committee members were introduced:<br />

were announced and presented with a pin: Board Member, Victor<br />
LaPuma—10 years (unable to attend); Committee Member,<br />
Randolph M. Scott—5 years.<br />
The Chairman announced that the Minutes of the 63rd <strong>Annual</strong> Meeting<br />
were printed in the <strong>Annual</strong> <strong>Report</strong> provided to each member in<br />
attendance. A motion was made and a second to approve the<br />
minutes as printed. Motion carried. The Chairman announced<br />
that the Chairman’s <strong>Report</strong> was printed in the <strong>Annual</strong> <strong>Report</strong>. A<br />
motion was made and a second to accept the Chairman’s <strong>Report</strong><br />
as printed. Motion carried. The Chairman announced that the<br />

The President presented a brief oral <strong>Credit</strong> <strong>Union</strong> update. Unfinished<br />
business: None. New business other than elections: None.<br />
As directed in the Bylaws, voting for election of the Board of Directors<br />
was conducted at eight <strong>Credit</strong> <strong>Union</strong> locations, immediately prior<br />
to the <strong>Annual</strong> Meeting and by absentee ballot. The Chairman<br />
expressed appreciation to the Nominating Committee: Joceslyn<br />
Boyd, Jean Howard, Patrick Jones, Victor LaPuma, and Marilyn<br />
Ogorzaly. The Chairman thanked the tellers for the counting of<br />
the ballots: John Christensen, Internal Auditor, and election teller<br />
assistants Katherine Kelly, Crissy Hayes, Peggy Woltman, Margie<br />
Johnson and Bennie Slaton.<br />
The members running for the Board of Directors were introduced.<br />
They were Dr. Julia Cronin-Gilmore, John Goble, William E. Hetzler,<br />
and James E. Rockwood.<br />
The Chairman called upon Bennie Slaton for the election results.<br />
The following members, in alphabetical order, were elected to the<br />
Board of Directors for 3-year terms: Dr. Julia Cronin-Gilmore, John<br />
Goble and James Rockwood. The following member was elected<br />
to the Board of directors for a 1-year term: William E. Hetzler. A<br />
motion was made and a second to retain the current ballots for<br />
one year. Motion carried.<br />
The Chairman expressed his appreciation to the <strong>Annual</strong> Meeting<br />
Committee and to the employees that assisted. There being no<br />
further business, the meeting was adjourned at 7:45 p.m.<br />

NAFCU CEO OF THE YEAR<br />
Gail L. DeBoer, President of <strong>SAC</strong> <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>, was chosen as CEO of the Year<br />
by the National Association of <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>s (NAFCU). DeBoer was honored as<br />
a NAFCU’s <strong>2011</strong> <strong>Annual</strong> Awards Competition winner in conjunction with NAFCU’s 44th<br />
<strong>Annual</strong> Conference in San Francisco, June 28 – July 2.<br />
2007<br />
The Board of Directors announced<br />

<strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong>. The Shadow<br />
Lake Branch opened inside Hy-Vee<br />
at Shadow Lake Towne Center in<br />
Papillion. The South Omaha Branch<br />
opened at 24th & L Street.<br />
The <strong>Annual</strong> Awards Competition named the CEO of the Year in two credit union assetsize<br />
categories. DeBoer was a winner among credit unions with $150 million or more in<br />
assets. <strong>Annual</strong> Awards Competition winners were honored during the Awards Ceremony<br />
and Luncheon June 30 at NAFCU’s 44th <strong>Annual</strong> Conference & Exhibition and profiled in<br />
an issue of The <strong>Federal</strong> <strong>Credit</strong> <strong>Union</strong> magazine.<br />
The national award recognizes the accomplishments of a credit union’s chief executive<br />
officer – the individual’s achievements, dedication, and expertise. DeBoer has excelled in her role as CEO for <strong>SAC</strong> FCU since<br />
taking her position in 2007. She has devoted energy to re-establishing <strong>SAC</strong> FCU as a viable contender with the biggest banks in<br />
the Omaha metro area, and in <strong>2010</strong> <strong>SAC</strong> FCU attained that goal and became the largest local credit union in the state, growing<br />
assets by more than 20 percent year over year.<br />
This success has allowed <strong>SAC</strong> FCU to actively impact the Omaha community through various members and community outreach<br />
programs. DeBoer’s energy has also gone into strengthening the community and developing others, which <strong>SAC</strong> FCU conveys<br />
through their community culture and business model. <strong>SAC</strong> FCU had successfully launched four new branches in <strong>2010</strong>, one being<br />
in an economically depressed neighborhood in North Omaha on Ames Avenue, which has become a hallmark and symbol for<br />
growth in this community.<br />
2008<br />
<strong>SAC</strong> FCU opened three new instore<br />
locations: Council Bluffs Super<br />
Saver, Millard Super Saver, and<br />
Midtown Hy-Vee.<br />

commitment and the business transformation that has resulted at <strong>SAC</strong> FCU through her leadership. Their business growth…<br />

FCU is a force, and Gail has modeled this through her leadership,” said Roger Fransecky, Ph.D, CEO and Founder of the global<br />

Through her hard work and dedication, DeBoer’s efforts contribute to the overall credit union community and its members, and<br />

DEFENSE CREDIT UNION<br />
COUNCIL HALL OF HONOR<br />
DCUC’s Hall of Honor was established twelve years ago as a means of recognizing individuals whose<br />
contributions and inordinate support of the credit union movement added great value to the defense<br />
<strong>Credit</strong> <strong>Union</strong> Council and defense credit union community. Since August 2000 only 39 individuals have<br />
been selected for this coveted award. On August 23, <strong>2011</strong>, at the Defense <strong>Credit</strong> <strong>Union</strong> Council’s 48th<br />
<strong>Annual</strong> Conference, <strong>SAC</strong> FCU board member Jean Howard was inducted into DCUC’s Hall of Honor.<br />
Jean was selected for her long-standing volunteer support of credit unions, the Defense <strong>Credit</strong> <strong>Union</strong><br />
Council, and the United States Air Force. As a military spouse, Howard dedicated her life to volunteerism,<br />
lending her support to military quality of life programs such as Family and Children Services and on-base<br />
hospitals. Her passion to serve prompted her to join <strong>SAC</strong> FCU in 1979, where she immediately became<br />
engaged in and enhanced the credit union’s audit policies, supervisory committee, and its extraordinary<br />
support of airmen and families at Offutt Air Force Base. Howard’s dedication to <strong>SAC</strong> FCU and her<br />
unwavering commitment to the credit union philosophy and that of the Defense <strong>Credit</strong> <strong>Union</strong> Council, continues to serve as a role<br />
model for her fellow board members to emulate.<br />
