Hans Blix (former Chief Weapons Inspector<br />
in Iraq) was the speaker at the Fifth Elliott<br />
Lecture on 26 November, 2004, when he<br />
spoke on “Weapons <strong>of</strong> Mass Destruction:<br />
disarmament and security.” Dr Blix spoke on<br />
the themes <strong>of</strong> arms control and disarmament,<br />
the search for weapons <strong>of</strong> mass destruction in<br />
Iraq, the global threat <strong>of</strong> terrorism, and the<br />
role <strong>of</strong> the UN in international security.<br />
Previously an outspoken critic <strong>of</strong> the US and<br />
UK governments' decision to invade Iraq, Dr<br />
Blix was reluctant to accuse Tony Blair <strong>of</strong><br />
deliberately misleading the public over the<br />
existence <strong>of</strong> weapons <strong>of</strong> mass destruction<br />
there. However he did feel that there had not<br />
been sufficient critical thinking on the issue.<br />

Fay and Ge<strong>of</strong>frey Elliott’s support for<br />
Russian <strong>St</strong>udies<br />
Ge<strong>of</strong>frey Elliott has made a contribution <strong>of</strong> $110,000 to the Russian<br />
and Eurasian Centre’s 50th anniversary campaign. This major gift<br />
provides the Centre and its Campaign Committee (<strong>of</strong> which Ge<strong>of</strong>frey<br />
is a member) with enormous encouragement in our continuing work<br />
to raise funds to establish new Research Fellowship programmes,<br />
modernize the Russian library and financially underpin the Centre’s<br />
expanding activities.<br />
This gift to the campaign is the most recent instance <strong>of</strong> the<br />
exceptionally generous support which Fay and Ge<strong>of</strong>frey have given<br />
to Russian studies at the <strong>College</strong> for over a decade. An initial<br />
benefaction from the Elliotts has made possible the award over the<br />
years <strong>of</strong> travel and research funds to a large number <strong>of</strong> students<br />
working in the area; it has also helped the Centre to bring over<br />
Russian visitors. The Fay and Ge<strong>of</strong>frey Elliott <strong>St</strong>udentships in<br />
Russian and East European <strong>St</strong>udies have made it possible for the<br />
Centre to provide full funding to outstanding students writing DPhil<br />
theses on both historical and cultural aspects <strong>of</strong> Russian<br />
Dr Vladimir Sergeevich Lisin, chairman <strong>of</strong> the Novolipetsk<br />
iron and steel corporation (one <strong>of</strong> the largest metals producers<br />
in the world), visited the <strong>College</strong> on 4 February. His lecture<br />
on ‘The <strong>St</strong>ate <strong>of</strong> Business in Russia: the Role <strong>of</strong> Russian ‘Big<br />
Money’ was extremely well received by a packed Nissan<br />
Lecture Theatre. In his talk and in full answers to a host <strong>of</strong><br />
wide-ranging questions, Dr Lisin gave the audience a rare<br />
insight into the evolution and dynamics <strong>of</strong> the Russian<br />
political economy. He brought to bear the perspective <strong>of</strong> a<br />
leading industrialist - with long experience <strong>of</strong> managing a<br />
large manufacturing plants (employing over 70,000 workers)<br />
and dealing with Moscow as well as local authorities- and<br />
that <strong>of</strong> a trained economist, with many scholarly publications<br />
to his name. The evening provided Antonians with an<br />
exceptionally rounded picture <strong>of</strong> the social and political<br />
factors shaping Russia’s economic environment.<br />

development. One <strong>of</strong> the Elliott scholars, Polly Jones, recently<br />
secured a lectureship at the School <strong>of</strong> Slavonic and East European<br />
<strong>St</strong>udies, <strong>University</strong> <strong>College</strong>, London. Most recently, Elliott funds<br />
have provided bursaries to help support students doing advanced<br />
doctoral work on Russia.<br />
As well as providing the Centre with invaluable material support,<br />
Ge<strong>of</strong>frey and Fay have had a significant impact on its intellectual life.<br />
The Elliott Lecture, established in Fay and Ge<strong>of</strong>frey’s honour, has<br />
become one <strong>of</strong> the highlights <strong>of</strong> the <strong>College</strong> calendar – Robin Cook<br />
and Hans Blix (see above) are the most recent in a line <strong>of</strong> distinguished<br />
Elliott lecturers. Ge<strong>of</strong>frey’s own research interests in Russia have<br />
brought him into regular and close contact with the Centre’s Fellows<br />
and students. And the results <strong>of</strong> his research have been impressive,<br />
producing Secret Classrooms: an Untold <strong>St</strong>ory <strong>of</strong> the Cold War<br />
(2002), co-authored with Harry Shukman (an Emeritus Fellow <strong>of</strong> the<br />
<strong>College</strong>), and, most recently, From Siberia, with Love. A story <strong>of</strong><br />
exile, revolution and cigarettes (2004), a meticulously researched<br />
and vivid account <strong>of</strong> the experience <strong>of</strong> Ge<strong>of</strong>frey’s grandparents’ in<br />
pre-revolutionary Siberia. The Russian and Eurasian <strong>St</strong>udies Centre<br />
is fortunate to have such generous and dedicated friends.<br />
