This tells us that the justice system cannot<br />

solve these problems <strong>in</strong> isolation. Instead,<br />

it requires all relevant people with<strong>in</strong> the<br />

broader public sector and our partners to<br />

take responsibility and work together <strong>in</strong><br />

help<strong>in</strong>g to prevent crime and social harm.<br />

This <strong>in</strong>cludes the police, fire and rescue<br />

service, health, education, social services,<br />

the courts, tribunals and the law itself.<br />

It also means that work with children,<br />

young people and parents is crucial,<br />

as is work<strong>in</strong>g to reduce poverty and<br />

disadvantage which we know are major<br />

contribut<strong>in</strong>g factors to many justice issues<br />

<strong>in</strong> <strong>Scotland</strong>. Partnership work<strong>in</strong>g must be<br />

focused on the person, not the problem.<br />
