Ab u Say ya f Gr o u p: A violent Muslim separatist group operating<br />
in the southern Philippines that engages in kidnappings,<br />
assassinations, <strong>and</strong> bombings. There are no known<br />
United <strong>St</strong>ates ties, but they have been self-financing through<br />
kidnappings <strong>and</strong> extortion.<br />
Ad m ir a lt y Co u r t: A term used by sovereign citizens to refer to<br />
most courts, which they believe have no jurisdiction over them.<br />
Af f i n i t y Gr o u p: A small b<strong>and</strong> of individuals who work<br />
cl<strong>and</strong>estinely as a team to perpetrate direct attacks on a<br />
targeted enemy.<br />
Ag r i-Te r r o r i sm: Attacks on agriculture, defined as the cultivation<br />
of l<strong>and</strong> <strong>and</strong> raising of crops <strong>and</strong> livestock.<br />
Al Ga m a `a Is l a m i y ya (Is l a m ic Gr o u p) (IG): Egypt’s largest<br />
militant group, which has existed since the late 1970s. Its<br />
spiritual leader, Sheik al Rahman, is in jail in the United <strong>St</strong>ates<br />
for his involvement in the first World Trade Center (WTC) attack<br />
in 1993. Members of the group have committed a number of<br />
armed attacks against Egyptian security <strong>and</strong> other officials,<br />
including the 1997 attack at Luxor that killed 58 foreigners. They<br />
also attempted to assassinate President Mubarak of Egypt in<br />
1995. They have never attacked a U.S. citizen or facility, but<br />
they have threatened U.S. interests. Most of their activities have<br />
taken place within Egypt, but they have a following throughout<br />
the Middle East <strong>and</strong> Europe.<br />
