Moyer clearly possessed. Leadership <strong>of</strong>ten means<br />
a consistent determination and passion to do<br />
what is right, even when that means walking a<br />
narrow path alone.<br />
Chief Justice Moyer was in the forefront <strong>of</strong><br />
efforts to improve the method <strong>of</strong> selecting judges<br />
in <strong>Ohio</strong> and worked with interested parties<br />
to develop legislative proposals to increase<br />
reporting requirements for judicial campaign<br />
contributions, and to increase the minimum<br />
pr<strong>of</strong>essional qualifications required <strong>of</strong> judicial<br />
candidates. In November 2009, he co-hosted a<br />
Forum on Judicial Selection to discuss amending<br />
the way <strong>Supreme</strong> <strong>Court</strong> Justices are selected.<br />
Never one to restrict his gifts to <strong>Ohio</strong>, Chief<br />
Justice Moyer also worked with judicial leaders<br />
in Ukraine, China, Argentina and Chile as those<br />
nations developed independent judiciaries.<br />
Chief Justice Moyer led many initiatives that<br />
exemplify his national leadership and define<br />
his legacy, and, as a result, under his watch<br />
the <strong>Supreme</strong> <strong>Court</strong> <strong>of</strong> <strong>Ohio</strong> undertook many<br />
innovative practices, including alternative<br />
dispute resolution, the Advanced Science and<br />
Technology Adjudication Resource (ASTAR)<br />
program and the <strong>Ohio</strong> <strong>Court</strong>s Network.<br />
ALTERNATIVE DISPUTE RESOLUTION<br />
Chief Justice Moyer established the Dispute<br />
Resolution Section in 2002 to promote statewide<br />
rules and uniform standards for dispute<br />
resolution programs and develop and deliver<br />
dispute resolution services to <strong>Ohio</strong> courts,<br />
including training programs for judges and<br />
court personnel. One <strong>of</strong> those efforts resulted in<br />
the nation’s first model foreclosure mediation<br />
program to help <strong>Ohio</strong> courts manage the<br />
increase in foreclosure cases.<br />
Designed to provide common pleas courts in<br />
each <strong>of</strong> <strong>Ohio</strong>’s 88 counties with best practices<br />
and support for foreclosure mediation programs,<br />
the Foreclosure Mediation Program Model assists<br />
