Water quality data collected since the mid 1990s by both SWFWMD (WMIS 2011, 22 samples) and Florida LAKEWATCH (University of Florida 2011, 550 samples) show that total phosphorus levels have risen from less than 10 ppb up to approximately 15 ppb over the period of record; total nitrogen values have consistently been in the 400 to 700 ppb range, indicating that algal growth in Lake June is limited by phosphorus. The first year of work on this project was approved for funding in fiscal year 2013, beginning on October 1, 2012. As noted in the FY 13 application, this lake has been identified by SWFWMD staff as receiving direct stormwater discharge from U.S. Highway 27 (Select Lake Wales Ridge Lakes Best Management Practice Alternative Analysis and Conceptual Plans, BCI 2007). The total watershed draining immediately to Lake June from US 27 consists of four subbasins totaling 60.6 acres, of which transportationutilities occupy 17.8 acres (BCI 2007). All of these subbasins serve as the FDOT drainage for the highway and stormwater drains unabated directly to Lake June. Though they represent less than 30% of the total area in these subbasins, they contribute 94% of the total suspended solids, 89% of total nitrogen, 91% of total phosphorus and from 94 to 99% of heavy metals loading from these subbasins to the lake (BCI 2007). Lake June was identified by SWFWMD (Kolasa and Dooris 2003) as a lake needing pro-active measures to prevent water quality degradation, primarily due to the excellent water quality recorded in the lake and the unabated stormwater runoff from the highway. The first year of this project includes pre-construction, design and engineering, permitting, and project management funds. This application is for funding of the second year of this work to construct the project. Given the commitment of the first year's funding and the continuing known stormwater runoff to Lake June from US 27, work to retrofit the stormwater flows needs to be completed. Select Lake Wales Ridge Lakes Best Management Practice Alternative Analysis and Conceptual Plans (BCI 2007) proposes the installation of exfiltration trenches or pervious ditches under or in right-of-ways to reduce the direct discharge of stormwater to Lake June. The BCI report indicates that these particular technology should work well because of the well drained soils, Astatula sand, located in this subbasin. This project may also require installation of other measures to reduce stormwater runoff to Lake June from these subbasins. Using these technologies will reduce the suspended solids load from these subbasins by 100%, total phosphorus by 73% and heavy metals by 100%. 11
Describe your organizations efforts in developing, implementing and enforcing water conservation and flood protection ordinances. This project addresses key requirements of the Highlands County Comprehensive Plan (Natural Resources Element, Objective 7). The Highlands County Board of County Commissioners Ordinance 94-13: Article Five includes land development procedures and standards, design standards and development criteria and resource protection standards.
