Target group Supervisors from central banks and supervisory<br />
institutions from the Commonwealth of<br />
Independent States (CIS) and Asian countries in<br />
transition. Candidates should have been working<br />
in the banking supervision field for at least three<br />
years.<br />
Language The seminar is taught in English with simultaneous<br />
interpretation into Russian. Participants should be<br />
sufficiently fluent in either English or Russian to be<br />
able to discuss their country’s approach to capital<br />
adequacy.<br />
DESCRIPTION: A key element of effective banking<br />
supervision and a healthy financial system is<br />
prudential capital regulation. This seminar<br />
introduces the purpose of bank capital, its<br />
elements, and means for determining its adequacy<br />
at individual banks. An in-depth discussion of<br />
both the Basel I and Basel II capital regimes will<br />
serve as the basis for the seminar. Special attention<br />
will be given to issues relevant for countries in<br />
transition. Case studies and numerous exercises<br />
will be utilized to illustrate the different results<br />
achieved through different capital regimes.<br />

Target group Experts and mid-level officials from central banks<br />
from the Commonwealth of Independent States<br />
(CIS) countries. Ideally, participants are staff<br />
members of international departments. However,<br />
employees from other departments dealing with<br />
international issues are also eligible.<br />
Language The seminar is taught in English only.<br />
DESCRIPTION: The seminar will deal with the EU’s<br />
economic relations with neighboring regions,<br />
international trade policies and the international<br />
role of the Euro. A special focus of the seminar<br />
will be a comparison of country experiences with<br />
capital account liberalization. The seminar also<br />
will cover the economics and politics of monetary<br />
integration and convergence issues, and will<br />
provide an introduction into European monetary<br />
policy (strategy, instruments, and reserve<br />
management).<br />
All participants will be strongly encouraged to<br />
actively participate in discussions and to exchange<br />
their respective countries’ experiences.<br />
