in East Asia <strong>and</strong> the Pacific<br />
This paper was written by Jill Lawler who is a consultant working with<br />
UNICEF East Asia <strong>and</strong> Pacific Regional Office. The paper draws heavily<br />
from four UNICEF commissioned country studies. As such, it is equally<br />
authored by those individuals who produced the country reports. These<br />
