framework. The Trade <strong>and</strong> <strong>Industrial</strong> Performance Review was issued once,<br />

with UNIDO support, but the publication, planned to be issued periodically,<br />

was not maintained (due to insufficient emphasis on training of counterparts<br />

involved <strong>and</strong> also lack of manpower).<br />

Sustainability, ownership <strong>and</strong> impact<br />

No long-term impact can be expected, since there is no indication that the<br />

beneficiaries use the results as input for policy making. The policy documents<br />

prepared did in the end not address the needs of MTI. At present, policy<br />

related interventions are not a top priority for MTI as regards UNIDO<br />

assistance in an eventual second phase of the IP (based on the above<br />

experience <strong>and</strong> also taking into account that policy making involves levels of<br />

decision making other than MTI).<br />

Output 1.2 <strong>Industrial</strong> human resource survey<br />

Relevance<br />

There is no indication that the outputs of the survey are of practical relevance<br />

neither to the Ministry of Education nor to the MTI. In this respect the intended<br />

outcome – the recommendations leading to IHRD related policy measures<br />

<strong>and</strong> programmes- was not reached. In particular, the relevance of Part II of<br />

the survey report is not evident.<br />

Efficiency <strong>and</strong> management of activities<br />

The survey was carried out by a team of consultants from the University of<br />

Asmara, complemented by international experts. Counterparts questioned the<br />

need for/choice of the external expert fielded to contribute to the survey’s<br />

preparation, conduct <strong>and</strong> analysis. Two additional international experts were<br />

involved in the design of programme concepts for IHRD (results reflected in<br />

Part II of the survey). About 50% of the expenditures covered international<br />
