CONFERENCE CONCEPT PAPER<br />
1. Background<br />
<str<strong>on</strong>g>UN</str<strong>on</strong>g><str<strong>on</strong>g>ODC</str<strong>on</strong>g>CP’s main priorities are governed by the<br />
various <str<strong>on</strong>g>United</str<strong>on</strong>g> <str<strong>on</strong>g>Nati<strong>on</strong>s</str<strong>on</strong>g> Drug C<strong>on</strong>trol C<strong>on</strong>venti<strong>on</strong>s<br />
and the 1998 <str<strong>on</strong>g>UN</str<strong>on</strong>g>GASS Political Declarati<strong>on</strong>, as<br />
well as the Declarati<strong>on</strong> <strong>on</strong> the Guiding Principles of<br />
Drug Demand Reducti<strong>on</strong>. While the Declarati<strong>on</strong> <strong>on</strong><br />
the Guiding Principles of Drug Demand Reducti<strong>on</strong><br />
sets out the general principles <str<strong>on</strong>g>for</str<strong>on</strong>g> what is good quality<br />
demand reducti<strong>on</strong>, the Political Declarati<strong>on</strong> establishes<br />
two time-bound goals <str<strong>on</strong>g>for</str<strong>on</strong>g> reducing demand<br />
during the present decade: new or enhanced drug<br />
demand reducti<strong>on</strong> strategies and programmes by the<br />
year 2003; and significant and measurable results in<br />
demand reducti<strong>on</strong> by the year 2008.<br />
As indicated in the acti<strong>on</strong> plan, developed as guidance<br />
to Member States in implementing the abovementi<strong>on</strong>ed<br />
Declarati<strong>on</strong>, <str<strong>on</strong>g>UN</str<strong>on</strong>g><str<strong>on</strong>g>ODC</str<strong>on</strong>g>CP’s main task<br />
in the regi<strong>on</strong> is to support <str<strong>on</strong>g>Central</str<strong>on</strong>g> <str<strong>on</strong>g>Asia</str<strong>on</strong>g>n countries<br />
in the implementati<strong>on</strong> of the Declarati<strong>on</strong> in the<br />
following ways:<br />
• Supporting governments in developing and implementing<br />
demand reducti<strong>on</strong> strategies and programmes;<br />
• Encouraging the disseminati<strong>on</strong> and applicati<strong>on</strong><br />
of research findings;<br />
• Facilitating the sharing of in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> <strong>on</strong> best<br />
strategies;<br />
• Promoting the development of guidelines;<br />
• Facilitating inter-country exchange of experts<br />
<str<strong>on</strong>g>for</str<strong>on</strong>g> training purposes;<br />
• Facilitating the participati<strong>on</strong> of <str<strong>on</strong>g>for</str<strong>on</strong>g>eign experts<br />
in nati<strong>on</strong>al training programmes;<br />
• Establishing co-ordinati<strong>on</strong> mechanisms of evaluati<strong>on</strong><br />
results and other data assessing the effectiveness<br />
of strategies and activities.<br />
Be<str<strong>on</strong>g>for</str<strong>on</strong>g>e <str<strong>on</strong>g>for</str<strong>on</strong>g>mulating a comprehensive strategy, however,<br />
it is necessary to collect reliable in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong><br />
<strong>on</strong> the actual extent, nature, and trends of drug<br />
abuse and drug related problems in the regi<strong>on</strong>, and<br />
to set up a sustainable data collecti<strong>on</strong> system at<br />
nati<strong>on</strong>al and regi<strong>on</strong>al level.<br />
In resp<strong>on</strong>se to the lack of reliable data <strong>on</strong> the current<br />
magnitude and nature of the drug abuse problem in<br />
<str<strong>on</strong>g>Central</str<strong>on</strong>g> <str<strong>on</strong>g>Asia</str<strong>on</strong>g>, as well as the instituti<strong>on</strong>al needs to address<br />
it, <str<strong>on</strong>g>UN</str<strong>on</strong>g><str<strong>on</strong>g>ODC</str<strong>on</strong>g>CP implemented two major assessment<br />
projects in 2001. The first project was to c<strong>on</strong>duct<br />
an assessment of drug c<strong>on</strong>sumpti<strong>on</strong> problems in the<br />
regi<strong>on</strong>. The sec<strong>on</strong>d was to assess the needs <str<strong>on</strong>g>for</str<strong>on</strong>g> the<br />
development of policies and strategies, and to identify<br />
priority areas <str<strong>on</strong>g>for</str<strong>on</strong>g> implementati<strong>on</strong> of drug demand reducti<strong>on</strong><br />
programmes in individual countries and the<br />
regi<strong>on</strong> as a whole. These two projects were in-line with<br />
the recommendati<strong>on</strong>s of the Internati<strong>on</strong>al C<strong>on</strong>ference<br />
<strong>on</strong> “Enhancing Security and Stability in <str<strong>on</strong>g>Central</str<strong>on</strong>g> <str<strong>on</strong>g>Asia</str<strong>on</strong>g>:<br />
An Integrated Approach to Counter Drugs, Organized<br />
Crime and Terrorism” held in October 2000 in Tashkent,<br />
and organized by <str<strong>on</strong>g>UN</str<strong>on</strong>g><str<strong>on</strong>g>ODC</str<strong>on</strong>g>CP and OSCE.<br />
The nati<strong>on</strong>al assessments of drug c<strong>on</strong>sumpti<strong>on</strong> problems<br />
were c<strong>on</strong>ducted using a multi-method approach,<br />
in which both qualitative and quantitative data from<br />
different sources were collected. The research teams in<br />
each country supported by technical inputs by an internati<strong>on</strong>al<br />
c<strong>on</strong>sultant and <str<strong>on</strong>g>UN</str<strong>on</strong>g><str<strong>on</strong>g>ODC</str<strong>on</strong>g>CP’s Global Assessment<br />
Programme c<strong>on</strong>ducted key in<str<strong>on</strong>g>for</str<strong>on</strong>g>mant studies,<br />
snowball studies of current drug users, and indepth<br />
studies of intravenous drug users and drug users<br />
in pris<strong>on</strong>s and correcti<strong>on</strong>al facilities. They also reviewed<br />
sec<strong>on</strong>dary data sources and c<strong>on</strong>ducted analyses<br />
of existing data <strong>on</strong> the treatment <str<strong>on</strong>g>for</str<strong>on</strong>g> drug abuse problems,<br />
arrests <strong>on</strong> drug related offences, drug seizures<br />
and HIV/AIDS. The entire project was designed and<br />
implemented in a manner that not <strong>on</strong>ly enabled the<br />
nati<strong>on</strong>al research teams to assess the nature and extent<br />
of drug problems in each of the <str<strong>on</strong>g>Central</str<strong>on</strong>g> <str<strong>on</strong>g>Asia</str<strong>on</strong>g>n countries,<br />
but also helped in developing their capacities to<br />
address these issues <strong>on</strong> an <strong>on</strong>going basis.<br />
The sec<strong>on</strong>d project, Assessment of Needs and Priority<br />
Areas <str<strong>on</strong>g>for</str<strong>on</strong>g> Drug Demand Reducti<strong>on</strong>, was implemented<br />
by an internati<strong>on</strong>al expert. The existing<br />
policies and programmes <str<strong>on</strong>g>for</str<strong>on</strong>g> demand reducti<strong>on</strong> in<br />
each country were reviewed using individual interviews,<br />
focus group discussi<strong>on</strong>s and workshops with<br />
